RFP Section
Statement
Question
Answer
1.
Section C (PWS) C.6.1.2
As part of the proposal, the Contractor shall submit a draft TOMP and WBS to provide the Government with a clear understanding of the Contractor’s task order management approach.
Can we submit the draft Task Order Management Plan and Workbreakdown Structure as Appendices that are not part of the 13-page limit?
RFP amendment 0001 removed the requirement for a draft TOMP and WBS to be submitted with the proposal.
2.
Section L.3(b)(1)
and Section M.2(a)(2)
| L.3(b)(1) | General. Your responses will be evaluated against the technical/ management factors/subfactors defined in Section M, Evaluation Factors for Award. Using the instructions provided below, provide as specifically as possible the actual methodology you would use for accomplishing/satisfying these subfactors. |
Sections L and M conflict in the required proposal outline.
Within the 13-page limit, should we follow L or also add the new section, “Management Approach” stated in M.2(a)(2), which we can address in SubFactor 1?
The page limit in Section L for the technical/ management volume is 13 pages – Section M specifies 10 pages for the technical approach, and 3 pages for the management approach.
3.
Section M.2(a)(2)
and Section L.3(b)(1)
Management Approach
As requested in Section L, can we use the entire 13-page count for answering the 2 Subfactors? This will answer the Management Approach, according to Section L.3(b)(1)
The Section M Management Approach is separate from the 2 SubFactors (Tasks) but repeats SubFactor 1: Enterprise Management Controls.Ie.. …The contractor’s management approach shall address how the contractor will track and manage all resources to support the efforts outline in the PWS. We can address this in SubFactor 1: Enterprise Management Controls
See #2 above.
4.
Section M.2(a)(2)
Management Approach: . . The contractor’s proposal shall provide the optimum mix of labor categories, labor hours, and other direct costs to meet the requirements of the PWS.
For this piece, can we refer to Volume III –Cost/Price for our response?
Volume III, Cost/Price, will be evaluated separately from Volume II.
5.
Can the Gov't please provide the names of the incumbent contractor(s) , and # of FTEs currently supporting the program?
The incumbent contractor is RedJack, Inc. We cannot disclose the number of FTEs currently supporting the program as that is determined by their unique technical/ management approach and is proprietary information.
6.
Are the current incumbent allowed to bid on this effort?
Yes, the incumbent is allowed to submit a proposal for this effort.
7.
RFP, Section 9.3 Travel and Section L 3.0
The Contractor shall attend meetings, conferences, and workshops at CONUS and OCONUS locations in support of the PWS requirements and as required by the Program Manager. The cost/price proposal must include overall pricing information in accordance with the CLIN structure as well as a breakout of all labor categories, labor hours, and ODCs that make up the proposal.
The solicitation does not state the ODC amount for travel. What is the ODC for Baes and Option Years?
The ODCs are as follows:
BASE: $36,000
OPT 1: $36,432
OPT 2: $36,869
OPT 3: $36,869
8.
RFP, Section 12 Security
Contractor personnel must be U.S. citizens and have an active DOD SECRET or TOP SECRET
Can Govt provide which position requires SECRET vs. TOP SECRET clearance?
Tasks that include security analysis of enterprise service architecture may require a TS. All other tasks: a secret collateral will do.
9.
RFP Section L 2. Page Limitations/Format
The Technical/Management portion of the quotation must be limited to 13 pages
Please confirm that the page lmit excludes Cover, Narrative Summary, Table of Contents, and Acronym list
That is corrrect. In accordance with Section L, paragraph 2, “Each page shall be counted except the following: cover pages, table of contents, tabs, glossaries, resumes, OCI mitigation plan, DD 254, cost/price proposal, contractor informaton sheet.”
10.
Can the Government share labor categories, roles and number of incumbent staff supporting the scope identified in the PWS?
See #5 above.
11.
Does the Contractor need to provide a detailed design that includes the hardware and software details or will the Government procure hardware and software components?
The government will provide base hardware/software for the Cloud architecture and the vendor is expected to build analytics within this provided system.
12.
PWS paragraph 13 and 14
Section 13 states that the offeror will only be responsible for providing personal computers and personal telecommunication systems for use outside of Government locations. However, section 14 states that the contractor shall procure the needed hardware and software as ODCs. Should we include all hardware and software anticipated to be needed for this project as ODCs in our proposed pricing?
Any hardware/software purchased as an ODC will be purchased on a cost-reimbursable basis. You are not required to submit a proposal for ODCs.
13.
PWS paragraph 14
If we are to price out all hardware and software needed as ODCs, please provide a list of currently available Government ESI license agreement pricing.
See #12 above.
14.
What is the estimate of the amount of log data (in GB) to be analyzed on a daily basis? Is this anticipated to grow significantly during the base plus option years of this contract?
Capacity planning for log collection is performed under a separate task and not part of this contract directly. Hardware/software procurements are also not part of this contract.
However, capacity is expected to be approximately 7TB/day for disk storage.
15.
In the Q&A session there is mention of another LAWT solution using a Hadoop data store being procured under a separate contract. What security intelligence technology is this based upon (e.g. IBM QRadar with Big Insights)?
For sensing at the Internet Access Points:
Sourcefire. The other parts of the sensing are: log collection from commercial vendor (Enterprise Email), Web Content Filtering (Palo Alto), and government sources or open source solutions for sensing. Beyond using Arcsight, which can't handle all of the data sources, we're not using a commercial solution on top of the aforementioned Hadoop stack.
16.
RFP Section L. 2.
Among the items excluded from the proposal volume page limitations, there is mentioned a “contractor information sheet.” We have not been able to locate such a document in any of the solicitation documents including all amendments.
Has the referenced information sheet been omitted from the RFP or was the reference referring to some other document by a different name perhaps?
“Contractor information sheet” was removed from Section L, paragraph 2.
17.
RFP Section L. 3. (c) (1)
Cited section states: “Each offeror shall submit past performance information for no more than 4 recent efforts that you consider most relevant in demonstrating your ability to perform the proposed effort ….You may also include information on recent contracts performed by each of your teaming partners and significant subcontractors that you consider most relevant in demonstrating their ability to perform the proposed effort.”
(1) Of these four (4) recent contract efforts, is there any minimum number that must be submitted by the offeror/prime contractor?
(2) May any of the four (4) contract efforts be teammate contract references?
(3) Is there any maximum number that a teammate may submit?
(1) There is no minimum number of past performance references required.
(2) Teammate references are acceptable.
(3) There is no maximum per teammate, only a maximum of 4 submissions per team.
18.
RFP Section L. 3. (a)
Does the “Narrative Summary” count against The Technical/Management Volume’s combined 13 page limitation
No.
19.
RFP Sec C, 9.3 Travel
The cited section states, “The cost/price proposal shall be a separate document from the technical/management proposal, and shall be submitted in MS Excel 2007 format.”
Does the government plan to provide a price template? Or should the Offeror construct its own IAW the solicitation’s CLIN structure?
The offeror may construct a price template based on the CLIN structure.
20.
RFP Section L. 3(d) 1
Will the government require offerors’ teammates, if any, to submit their price proposals separately to the government, as sealed packages?
No. Teams will submit only one proposal.
21.
The solicitation is clear as to submission instructions via email but how are our subcontractors to submit a fully disclosed cost proposal if they wish (as I expect) to submit that only to the government CO. Can they submit as a separate email.
See #20 above.
22.
Atch 2, PP Questionnaire
Questionnaire contains the following language: “(This questionnaire is intended as a sample. Tailor the questionnaire to your technical/management factor/subfactors/cost/price factor to solicit the information your Past Performance Evaluation Team will need to make their Performance Confidence Assessment. It must match your evaluation criteria. This questionnaire should be accompanied by a transmittal letter explaining its purpose.)”
Is Govt expecting the submitter the alter the Questionnaire or ignore the statement?
Please disregard this statement.
23.
Please confirm that the Table of Contents and Acronym List are outside of the 13 page limit on the Volume I Technical/ Management.
Yes, the Table of Contents and Acronym List are outside the 13 page limit.
24.
CLIN Structure
Under Option Year 3, the CLIN structure shows only a CLIN for Labor (4001), there is no CLIN for Travel/Other Direct Costs (ODCs) which would be 4002.
Please advise if this was an oversight and if we should include CLIN 4002 in our offer.
CLIN 4002 for travel was added. However, no price proposal is required for this CLIN.
25.
Section L, para 2 and 3
In relation to the HC1028-13-R-0036 RFP, page 70 (Section L, 2 and 3), calls for the inclusion of an OCI Mitigation Plan within the proposal.
Is the OCI Mitigation Plan only necessary “if” a company has identified an OCI issue with providing support to DISA for this opportunity?
An OCI Mitigation Plan is only necessary if a company has identified an OCI issue. However, it is very important the proposal clearly show there are no OCI issues.
