About this file

This document contains questions and answers regarding a potential new requirement for Information Technology and Cybersecurity Contractor Support Services for Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility Code 109 in Pearl Harbor, Hawaii. The incumbent contractor is Wakelight Technologies, Inc. under Contract No. N00178-14-D-8039/Delivery Order N3225318F3000 valued at $39.7 million. The government seeks responses to this special notice by 25 February 2022 and may consider a woman-owned small business set-aside depending on market research results. The requirement includes help desk support, Oracle database administration, and financial system support using ServiceNow as the trouble ticketing system. Respondents should provide labor rates for surge requirements to be issued as contract modifications. The period of performance is estimated to begin in late June 2022 with 100% staffing required within 30 days.

1. Draft PWS Para 11 indicates all contractor personnel must possess an IT level I or IT level II access. Question – On what basis will the Government designate which positions are IT level I and IT level II?

IT-1 positions are personnel who require privileged access.

2. Draft PWS Para 11.3 notes favorable adjudication of T5, T5R, SSBI, SBPR or PPR is needed for final IT level I access. Request for these adjudications requires a TS Facility Clearance. Paragraph 10 requires the contractor to maintain no less than final Secret Facility Clearance. Final Secret Facility Clearance does not enable the contractor to seek T5 adjudications. Comment – With the inconsistency identified in the Draft PWS noted above, request the Facility Clearance requirement be changed to Top Secret instead of Secret.

TS Tier 5 clearance is required for contractor personnel who require privileged access.

3. There are multiple PWS Task areas represented as a “SURGE REQUIREMENT” yet the Tasks and

SubTasks in the Draft PWS represent day-to-day activities. Question – How does C109 anticipate executing these Surge requirements and what would be the anticipated time to respond?

When C109 has a need for the Surge requirement, a Request for Proposal will be issued to the contractor with information as to the Surge task required and the length of time needed. A proposal will be expected within a day or two.

4. Question – Will contractors be required to price PWS Tasks identified as “SURGE REQUIREMENTS” as part of the overall pricing for the proposal?

Contractors will be required to list labor categories and labor rates for the Surge Requirements.

5. Question – Will contractors be required to provide individual cost proposals for “SURGE

REQUIREMENTS” identified by the Government as contract modifications throughout the life of the contract?

If the requirement contained in this RFI becomes an actual Request for Proposal (RFP), then, As answered in #3 above, after the contractor submits a proposal and it is accepted, the Government will issue a modification to the contract for the Surge requirement. This will continue throughout the life of the contract as the need for Surge is required.

6. The Draft PWS as presented is very detailed in the specific Tasks and SubTasks required for the winning Contractor to perform. What is not clear based on the current iteration is if this is an “out-sourced” opportunity or is it a “support contract”. Question – Is the winning contractor expected to provide 100% of the support identified in the Draft PWS without C109 Government Service employees actively engaged in the day-to-day activities?

The contractor will need to provide 100% of the tasking in the PWS.

7. There are two Key Personnel functions, Master Oracle Database Consultant (2 Key) and Master

Financial and Material Business Objects Consultant, as described that do not appear to align with the overall general operational IT support requested by the Draft PWS. Specifically, there do not appear to be any Tasks or SubTask elements that provide tasking for these two functions in the Draft PWS paragraph 6.3. Question – Can the Government please clarify the expectations for these Key

Personnel roles and update the PWS accordingly with tasking more suitable for the requested levels of experience and expertise in the specific technical support areas to make a distinction between Key Personnel qualification and tasking.

Master Oracle Database Consultant (2 Key) – 6.3.7 Master Financial and Material Business Objects Consultant – 6.3.17

8. The Draft PWS doesn’t address teleworking, remote or hybrid work environments, an area that is becoming more commonplace and a key factor in employee retention. Question – Is this opportunity intended to be 100% on site support or will remote support be authorized.

It depends on the shipyard teleworking policy, which is subject to change at any time.

9. Draft PWS Para 6.2.1 – Work Environment – Question – Is it the Government’s intention for the winning contractor providing IT and Cyber Security services to C109 also to be responsible for emptying the trash in “common areas”? Please clarify.

The whole C109 department is responsible for C109 trash removal, so contractors would be a part of the rotation (approximately 25% of the time). Each shipyard department is responsible for their common areas.

10. Draft PWS Para 13.g – Contractor Work Schedule – Question – Are work hours defined in Hawaii Standard Time?

Yes

11. Draft PWS Para 13.c.1 – Transitioning – Transition-In – As written, it states that “All personnel must be onboard at start of the period of performance. Question – What is the start of the period of performance?

Estimated start of the period of performance is late June 2022.

12. Draft PWS Para 13.c.1 – Transitioning – Transition-In – As a follow-up to question #11, as written, it states “50 percent total staffing must be complete within two weeks of the start of the PoP and 100 percent within 30 days.” Depending on the answer to #13 and the period of performance start question, this statement appears to contradict the first sentence in Para 13.c.1. Question – Can the Government please resolve the inconsistency on when 100 percent staffing is required?

100% within 30 days of PoP

13. Draft PWS – Multiple Para’s – Performance Measures and Deliverables Tables Inconsistency – Throughout the Draft PWS the following requirement is identified in the Performance Measures Table with a corresponding deliverable in the Deliverables Tables, the example being the “2nd and 3rd Shift trouble call response” requirements. The Performance Measure states a response is due “from 120 minutes of call receipt” but the deliverable is due “30 min after receipt of call”. Question

– Will the Government please clarify and align the Performance Measure and Deliverables throughout the Draft PWS?

Response time should be based on the Performance Measure

14. Since the current contract was issued under NAICS 541330, does the Government intend to keep this NAICS with Exemption C?

NAICS is 541519.

15. Due to the uncertainty of inflation, unrest in eastern Europe and the expected work count fluctuations, will the government consider a cost plus fixed type contract?

No, place of performance is Hawaii and Guam with possible future work in the Pacific region.

16. Would the Government consider a set-aside for Woman-Owned Small Business?

It would depend on responses received from this Special Notice and results of market research.

17. Is/are there incumbent contract(s) on some of this work? If so, what are the contract number(s) and area/portion of the PWS that is being supported? What is the name of the incumbent(s)? What is the value of the incumbent contract(s)?

A portion of the intended contract is currently being supported by Wakelight Technologies, Inc., Contract No.

N00178-14-D-8039, Delivery Order N3225318F3000. Contract value is $39,716,583.

18. Regarding the pricing ROM by LCATs and LOE, does the Government require a separate calculating Excel spreadsheet attachment, or as a chart within the 20-page white paper response?

Contractors may submit pricing ROM either way.

19. What type of network devices (e.g. Cisco, Dells, HPs, etc.)?

Cisco, Palo Alto, RedSeal, BlueCoat

20. What type of wireless devices (e.g. Cisco, Dells, etc.)?

a. Are the networking devices/wireless devices homogenous in brand or are we going to be dealing with a mixed device network? Aruba but PHNSY&IMF migrating to Cisco.

b. The Customer is using ISE so it is assumed Cisco switches and routers. Verification would help. Yes, mostly Cisco.

c. Are all of the access points controlled by the 2 wireless controllers or are there some stand alone? Currently, yes 2 Aruba controllers. Will be migrating to Cisco.

d. Are there any P2P wireless connections or are all the access points for device connectivity? There may be a need to p2p wireless in the near future.

21. How many Windows 2008 servers are there (Physical or virtual)? 10 virtual

e. How many of these servers are hosting a database and/or application? All

f. How many ESXI 5.5/6.0 hosts are there? None

g. What version of vCenter is being used? 6.7

h. Note – Windows Server 2008, and ESXI 5.5/6.0 ended support in 2020 and as such are no longer DOD approved. Is an upgrade planned? No. Applications hosted are developed “out-of-house” and any upgrades are out of our control.

22. It looks like there are several groups using a trouble ticketing system. Are they all the same trouble ticketing system or multiple? What is/are that/those system(s)?

There is only one ticketing system used. PHNSY&IMF uses ServiceNow.

23. What OS are the virtual machine and terminal desktops running?

Windows Server (2008r2, 2012r2, 2016, 2019), Windows 10, and Red Hat Enterprise Linux 5,6,7,8

24. How are trouble tickets generated? Is it e-mail only or is there a help desk component? If there is a help desk is it part of the contract or is that handled by another entity?

A user creates a ticket in the ticket system (ServiceNow). Once a ticket is created, an system generated automatic email notification is then sent to the appropriate service area for resolution.

25. Will your team will be looking for SOC operations as well?

Yes
