About this file
This is an amendment (0002) to solicitation HC101324QA048 that extends both the quote due date and service date, while also updating telecommunications evaluation criteria text. The solicitation seeks quotes to provide, install, and maintain a dedicated 25MB ethernet service between Volk Field Network Control Center in Camp Douglas, WI and a tower shelter in Boulder Junction, WI.
The amendment extends the quote due date to December 16, 2024 at 4:00 PM CST and pushes the service date from December 16, 2024 to May 23, 2025. It replaces the previous evaluation criteria (Standard Provision 23) with Standard Provision 22, which outlines that awards will be made to the lowest technically acceptable respondent from initial responses without discussions. Total price evaluation will include all NRC, MRC and expedite charges for the full contract period. The Defense Information Systems Agency (DITCO) is the contracting agency, with contracting officer contact Maxwell Jones. Contractors must submit quotes through IDEAS and provide detailed technical solutions rather than simply restating requirements.

DITCO ADDITIONAL TELECOMMUNICATIONS TEXT - 22 - Evaluation of Quotes/Proposals - Technical and Price - Simplified
Acquisition Procedures - NOV 2024
The Government anticipates awarding to the lowest technically acceptable respondent from initial contractor responses, without engaging in exchanges with respondents. Respondents are strongly encouraged to submit their best technical solution and price/cost in response to this inquiry/solicitation. For evaluation purposes, total price will be determined by adding charges contained in the Quote (NRC, MRC, and any expedite charges) for the total not to exceed contract period (i.e., not to exceed service life or term, as appropriate).
Once the Government determines the respondent that is lowest (i.e., the apparent successful awardee), the Government reserves the right to negotiate solely with that respondent or a group of low respondents to address any remaining issues, as necessary, to finalize an order.
If the parties cannot successfully address remaining issues, as determined pertinent and at the sole discretion of the
Government, the Government reserves the right to engage in negotiations to address issues with the next lowest or a group of similarly low respondents, until the respondent(s) are no longer the lowest based on the initial evaluations. Once the
Government has begun communications with the next lowest respondent(s), no further communications with the previous respondent(s) will be entertained until after the order has been awarded. This process described above shall continue until issues are resolved and there is an award.
In the event issues pertaining to a proposed inquiry/solicitation cannot be resolved to the KO's satisfaction, the Government reserves the right to withdraw and cancel the proposed inquiry/solicitation. In such event, offerors will be notified in writing.
ACCEPTABLE CONTRACTOR/TELECOMMUNICATIONS PROVIDER (TP) RESPONSE: "UNDERSTAND."

DITCO ADDITIONAL TELECOMMUNICATIONS TEXT - 23 - Evaluation of Quotes/Proposals - Technical and Price - DEC 2022
After receipt of quotations/proposals, the Government will first evaluate the lowest priced quotation/proposal. If the lowest priced quotation/proposal is determined to be technically acceptable and otherwise properly awardable, award will be made to that offeror. The Government reserves the right to evaluate only the lowest priced quotation/proposal or to conduct further evaluations of additional quotations/proposals. Quotes/proposals received in response to this Inquiry/Solicitation will be evaluated for technical acceptability and total price. Government contractor support may be utilized to analyze technical and price aspects of quotes/proposals submitted. The Government intends to issue an Order/Circuit Demand to the
Contractor/Telecommunication Provider (TP) whose quote/proposal is determined to be the lowest priced and technically acceptable. For evaluation purposes, total price will be determined by adding charges contained in the Quote (NRC, MRC, and any expedite charges) for the total not to exceed contract period (i.e., not to exceed service life or term, as appropriate).
The Government intends to evaluate quotations/proposals and award a contract without discussions. However, the Government reserves the right to conduct discussions or seek clarifications if the Contracting Officer (KO) determines they are necessary. If discussions are required, the number of quotations/proposals being competitively considered may be narrowed to the most highly rated quotations/proposals. The Government further reserves the right to reduce the number of quotations/proposals being competitively considered to the greatest number that will permit efficient competition among the most highly rated quotations/proposals. If an offeror's quotation/proposal is removed from further consideration for award, written notice of the removal will be provided to the offeror.
In the event issues pertaining to a proposed inquiry/solicitation cannot be resolved to the KO's satisfaction, the Government reserves the right to withdraw and cancel the proposed inquiry/solicitation. In such event, offerors will be notified in writing.
