About this file

This is a NASPO ValuePoint Participating Addendum for Security and Fire Protection Services, executed between Harris Mountain West LLC and the State of Wisconsin. The master agreement (#99SWC-NV23-16263) is led by the State of Nevada and covers the period 2023-2028. Wisconsin's participating entity contract number is 505ENT-O24-SECURITFIRE-05, with Cheryl Edgington serving as Bureau Director for the state and Bob Swanger as EVP Service + Building Automation for Harris. The agreement allows Wisconsin state agencies, institutions of higher education, political subdivisions, and other authorized entities to utilize this statewide contract.

The contract covers security and fire protection services as detailed on the NASPO ValuePoint contractor website. Wisconsin has incorporated its Standard Terms and Conditions (DOA-3054) and requires the contractor to sign a Cooperative Purchasing Agreement to allow municipalities to purchase through this addendum. Harris must submit quarterly purchasing activity reports to Wisconsin within 30 days of each quarter end, detailing transaction information including dates, manufacturers, descriptions, purchasing entities, and pricing. The state retains the right to terminate the contract with 30-day written notice, and Wisconsin's terms and conditions take precedence over NASPO ValuePoint terms in case of conflicts. Sales and purchase tax will be charged if required under Wisconsin State Statute, and all travel expenses must be pre-approved in writing.
