About this file
This addendum to the Hal Marshall Center Roofing Replacement contract, issued by Mecklenburg County Asset and Facility Management on September 28, 2026, provides clarifications, amendments, and supplemental documentation for the roof replacement project at 700 North Tryon Street, Charlotte, North Carolina. The project scope includes replacement of low-slope roof areas A, B, C, and D with TPO membrane roofing, along with miscellaneous work such as coping cap replacement, abandoned unit removal, and patching. The base bid calls for 60-mil fleece-back TPO with a 20-year warranty, while five alternates offer options including upgraded 80-mil TPO with 30-year warranty, polyiso insulation installation for code compliance, canopy replacements with 80-mil TPO, abandoned equipment removal, and caged ladder replacement. The mandatory pre-bid meeting was held on September 22, 2026, with a second site visit offered on October 1, 2026 at 9:30 a.m. Bid opening was scheduled for October 6, 2026 at 2:00 p.m., and bidders were required to submit a Letter-of-Interest to Terracon Consultants at least 48 hours before bid opening.
The addendum addresses nine RFI questions and clarifications regarding permit responsibility (bidders must include permit fees), gas line relocation procedures in Alternate 2 (contractors must accommodate raising equipment and piping), copper flashing treatment in Area C (existing flashing to be cut at wall face and replaced per drawings), material handling and trash removal logistics across roof areas, asbestos survey findings, base sheet specifications, and utility provision for construction. Notably, the asbestos analysis identified 3% chrysotile asbestos in silver roof caulk located on Area C associated with ductwork to be removed, with all other materials testing negative for asbestos. The addendum confirms no additional electrical conduits are being added, clarifies that PDF bid forms will be used rather than fillable digital forms, and specifies that bid bonds are required if bids exceed $500,000, with performance and payment bonds mandated for all bids. Detailed roof core samples with photographs and GPS coordinates document the existing roof system compositions across all four areas and canopies.

A. Per the Instructions to Bidders in the Project Manual, the bidders are to include any fees associated with permits and plan review.
2. Q. Where the gas lines on Area D are located close to the roofing surface, how shall the gas line relocation be covered in Alternate 2?
A. On drawing M2.00 under Reconnection of Utilities, it states the new piping must fit the new roof profile. In the Alternate 2 pricing, please include fees to accommodate raising the equipment and associated piping.

A. The existing copper flashing is not through-wall flashing. It is simply embedded into the bed joint of the outside wythe. The existing flashing should be cut at the face of the wall, and the new counterflashing should be installed per the contract drawings.
4. Q. For material loading and trash removal on Area D, will access be temporarily provided on the same side of the building, or will the materials and trash need to be moved across the other roof areas to the rear of the building?
A. Please include time and fee for transporting materials and trash across the roof to and from the rear of the building where the crane is staged. Further discussions may be held with the bidder who secures the project regarding access to the lower, Area D roof.
5. Q. Please provide the asbestos report from the Terracon coring.
A. The Bulk Asbestos Analysis Reports for the roofs are attached to this Addendum.
The only material which was found to contain asbestos is the Silver Roof Caulk which is located on Area C and is associated with ductwork which is to be removed. Also attached to this Addendum is the Limited Penthouse AHU
Asbestos Assessment report provided by the County.
6. Q. Is the SBS base sheet in the details accurate?
A. Per the specifications, the base sheet/vapor retarder is to be SBS fiber glass base sheet.
7. Q. How is water and electricity being provided for construction?
A. Electrical outlets on the roof and building outlets may be used as a power source for single phase 120v 15Amp or less (or electrician verify), otherwise the contractor must provide their own power. There are hose bibbs around the exterior of the facility which may be used by the contractor.
8. Will additional access be provided during the bidding phase?
A. The County will hold a second site visit available for all potential bidders on
Thursday, October 1, 2026 at 9:30 am.
1. Are there any additional conduits being added to the construction?
A. There are no additional conduits being added to the construction. What is on the documents is disconnecting, reconnecting, and removal of electrical systems which will be taken out of use.
2. Will fillable forms be provided?
A. The portion of the Notice to Bidders which stated the Bid Documents would be provided digitally refers to the drawings and project manual. The forms in the
PDF files will need to be used for submitting the bid.
