PERFORMANCE WORK STATEMENT
DoD Sexual Assault Prevention and Response Office (SAPRO) Prevention Training and Curriculum Development
Performance Work Statement (PWS)
1.0. INTRODUCTION
The Department of Defense (DoD) SAPRO requires development and delivery of prevention capacity materials for prevention practitioners and leadership so they have the appropriate knowledge and skills to advance and support the use of research-informed sexual assault prevention efforts across the Department. Through this effort, leadership, personnel development, and evaluation and implementation tools and support will be enhanced and made available for prevention efforts that assist to reduce, with the goal to eliminate, the occurrence of sexual assault in the military.
2.0. BACKGROUND
In May 2019, DoD released the Sexual Assault Prevention Plan of Action (PPoA) to guide the Department’s development of a prevention system to serve as the backbone for the implementation of a robust prevention process at every level of the Department. One element of an optimized prevention system, as outlined in the PPoA is Human Resources. Within the Human Resources element, research has shown that an appropriately trained workforce and leaders with shared prevention knowledge and skills are essential organizational factors for success.
To foster the establishment of this shared base of knowledge within the prevention workforce, SAPRO is developing a core curriculum for prevention practitioners. In addition, SAPRO seeks to offer a series of webinars (live and recorded) as another opportunity to build the workforce’s prevention capacity. Given the importance of leaders at every level of the Department in advancing and supporting the concepts identified in the PPoA, SAPRO also seeks to develop a suite of resources and tools to inform and support those leaders’ efforts.
3.0. SCOPE
The Contractor shall provide the personnel, equipment, tools, transportation, supplies, management, supervision and materials necessary to provide DoD SAPRO support as defined in this PWS, except as specified in government-furnished property and services. The Contractor shall provide recommendations and support for the development and delivery of prevention capacity for sexual assault prevention-related topics, to include webinar development and delivery; piloting, revising, and finalizing curricula; training delivery for DoD sexual assault prevention practitioners; and tools to help officers and senior enlisted leaders support their prevention professionals and oversee effective prevention activities.
4.0. REQUIREMENTS The Contractor shall:

Any questions to this requirement must be submitted to the Contract Specialist no later than 3:00 P.M. EST on 29 August 2019.
(b)(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. The technical quote shall not exceed 20 pages in length. This may include product literature, or other documents, if necessary; Technical quote must demonstrate an understanding of the requirements by describing:
(i) Approach for providing complete program management support that will fully integrate, manage, control and document all phases of this requirement.
(ii) describe the project management plan and demonstrate the approach to ensure the quality and integrity of services/products, including: (1) management and task controls to assure work will be completed as required; (2) plans for identifying and correcting problems; (3) preventing reoccurrence of the problems; (4) maintaining staffing levels/preventing turnover; (5) training its own personnel;
(iii) how would you provide recommendations and support for the development and delivery of prevention capacity for sexual assault prevention-related topics to include webinar development and delivery; piloting, revising, and finalizing curricula; training delivery for DoD sexual assault prevention practitioners; and tools to help officers and senior enlisted leaders support their prevention professionals and oversee effective prevention activities?
(iv) how do you plan on obtaining and retaining qualified key personnel?
(v) how staffing plan will support recruiting, retention, identify proposed key personnel positions (describe the qualifications, knowledge, skills and abilities key personnel will possess) and the PWS requirements by providing labor categories, number of proposed hours, describe the qualifications, knowledge, skills and abilities each category of personnel will possess, and a crosswalk to the PWS requirements.
(b)(10) Past Performance: The Government may use data provided by the Vendor and will use data obtained from other sources, including the Past Performance Information Retrieval System (PPIRS), which houses the Contractor Performance Assessment Rating System (CPARS) reports. Past performance information is limited to those performed within the last five years as of the date of the solicitation.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers. Note: the period of performance dates may be adjusted based on the date an award is made, however, the base period will remain at 9 months and option will remain at 12 months.
The following paragraphs are deleted
(d) Product Samples.
(h) Multiple Awards.
The rest of this provision remains unchanged.
Addendum to 52.212-2 -- Evaluation -- Commercial Items. (Oct 2014) The provision is changed as follows:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Technical Past Performance Price
Technical and Past Performance when combined, are more important than cost or price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) This RFQ is conducted under the guidelines of FAR Parts 12 and 13. Award will be based on a determination of best value to the Government, price and other factors considered. “Best Value” means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement. Best value evaluation is, in and of itself, a subjective assessment by the Government of the proposed solution that provides the optimal results to the Government.
(d) This method does not use any aspects of FAR subpart 15.3. The use of FAR Part 12 and 13 procedures does not obligate the Government to determine a competitive range, conduct discussions with any contractors, solicit quotes or revisions thereto, or use any other source selection techniques associated with FAR subpart 15.3.
(e) Technical quotes will be reviewed for strengths, weaknesses and deficiencies.
(f) Past performance will be reviewed for quality of performance and customer satisfaction based on information found in PPIRS. Evaluation will be determined acceptable or unacceptable as follows:
Acceptable: Based on the offeror’s performance record, the government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable: Based on the offeror’s performance record, the government does not have a reasonable expectation that the offeror will successfully perform the required effort.
(g) A comparative analysis will be conducted to determine the best value based on the strength of the technical understanding, acceptable past performance and price.
(h) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of Provision)
