Q10. Is office space at all locations provided as Government Furnished Facilities, with supplies and computers?
A10: Office space is generally provided by service components. HQ ESGR furnishes supplies and computers as needed.
Q11. Paragraph 2. Proposal Submission subparagraph C. Volume III Past Performance requires the contractor to only use contracts where the contractor was a prime. We are submitting two contracts as past performance but our subcontractor is an 8(a) woman owned small business that has directly relevant and recent past performance doing this work very similar as a subcontractor at [location]. They currently have approximately [X] FTEs doing the vast majority of this PWS. Since they are not required to manage the contract, can we bid their contract as a subcontractor as past performance?
A11: Subcontractor past performance will not be reviewed.
Q12.
RFP Reference Question RFP Instructions to Offerors; Source Selection Information; B. VOLUME II – Technical Proposal (page 39 of 67)
The proposal instructions state, “Font may be Times New Roman with not less than twelve (12) pitch.”
Please confirm that no less than 10 pitch font is acceptable for text in tables and call-out boxes.
A12: Font size shall not be less than 12-pitch.
Q13.
RFP Instructions to Offerors; Source Selection Information; B. VOLUME II – Technical Proposal (page 39 of 67)
The proposal instructions state, “Font may be Times New Roman with not less than twelve (12) pitch.”
Please confirm that Arial Narrow no less than 9 pitch font is acceptable for text in graphics, as long as it is legible.
A13: Font shall be Times New Roman with not less than 12-pitch.
Q14.
RFP Instructions to Offerors (page 39 of 67)
The proposal instructions state, “2) In addition to these requirements, provide the following on the cover page of each Volume:…” Please confirm that the cover page of each Volume does not count against any page limitations associated with that Volume.
A14: See A1. The cover page of each volume does not count against page limitations.
Q15. Pages 17 and 20, Performance Work Statement Sections 4.20 and Page4.24. These sections indicate that “…some evening and weekend work may be required…thereby supporting an alternate work schedule arrangement” and that “… these duties and responsibilities may require a variety of tasks, travel, evening and weekend hours to support mission requirements.” Can the Government provide an estimate of the historical frequency of contractors working evening and weekend hours?
A15: 4.20 The contractor shall observe duty hours normally performed Monday through Friday;
however, some evening and weekend work may be required in support of ESGR and/or YRRP activities, thereby supporting an alternate work schedule arrangement (not to exceed a 40 hour work week).
ESGR VST travel outside the office is limited per the contract to five events. Historically alternate work schedule arrangements are implemented 10 to 15 days a year, normally supporting significant committee events.
YRRP/RCC travel outside the office occurs approximately one weekend a month, but is subject to Reserve Component deployment requirements. In addition, RCC travel may also be required for training and other Service-related requirements.
Q16. Page 30, Performance Work Statement Section 11, “Place of Performance.” This section indicates that “The contractor in concurrence with the COR will select desired office locations that best support ESGR program.” Please confirm whether the Offeror is expected to provide office space for ESGR staff at the Offeror’s expense or if the “desired office locations” will be furnished by the Government.
A16: Currently there are government offices identified for all contract employees and we are not anticipating a change to the current office space agreements. The vendor will not be responsible for providing work space, equipment, and supplies.
Page 30. 11.2 Coordinate with COR to identify local military commands for VST and RCC work site space at military facilities. VST and RCC are to perform duties on site at military facility.
Q17. Page 37, Instructions to Offerors, Section 2, “Proposal Submission.” Please confirm the quantity and format of the proposal delivery instructions. We understand that vendors are to submit 4 hard copies each (one original and 3 copies) of both the Technical Proposal (Volume II) and Past Performance Volume (Volume III), all bound in 3-ring binders but that only one hard copy and one CD copy of the Business and Pricing Volume (Volume I) is required. Is that correct?
A17: Correct.
Q18. Page 39, Instructions to Offerors, Section 2.a.1.C, “Proposal Submission, Volume III
– Past Performance.” Please confirm that past performance references will be accepted from both the Offeror and their teaming partners.
A18: The Government will review past performance of members to a formal teaming arrangement or joint venture. Past performance references will be evaluated for contracts performed as prime contractors only.
Q19. Page 65, Attachment E, “Historical Information. The historical table notes the matrix may not be a good indicator of future requirements. Can the Government indicate whether and how often the identified staffing locations may be subject to change over the life of the contract? Or are the locations expected to remain static throughout the life of the contract?
A19: Locations are expected to remain static during the life of the contract. During the previous three years of the current contract, four individual VST offices were changed through coordination with the COR, State Chair, and contractor. RCC and RCL remained in their current locations.
Q20. RFP Reference: In Section 10.0 Government Furnished Property/Equipment/Information (GFP/GFE/GFI) the government states that they will not provide any of this information by indicating N/A. However in Section 11.1 the government states “The contractor in concurrence with the COR will select desired office locations that best support ESGR program."; 11.2 the government states the contractor should “ Coordinate with COR to identify local military commands for VST and RCC work site space at Military facilities. VST and RCC are to perform duties on site at military facility.”; and 11.3 the government states that “Telework is authorized on a case-by-case basis." Question: Is it the governments intention that the contract acquire it’s own space at the various military sites or is it the governments intention to provide the space as
GFP?
A20: See A19 and A10.
Q21. Are there incumbents for this effort?
A21: See A3.
Q22. On pages 65 and 67 historical support is summarized in the last column total, are those full time positions or part time?
A22: All positions are full time.
Q23. Ref 4.23.3: Does the government have specific performance goals for the YRRP and ESGR programs that the contractor should address? If not, does the government want the contractor to design an evaluation plan for the YRRP and ESGR programs?
A23: Adherence to the requirements of the performance work statement addresses the specific performance goals.
Q24. Ref 4.24: Based on the description of RCCs responsibilities outlined in section 4.24 the “primary focus is providing subject matter expertise and direct support of YRRP and ESGR programs at the RC HQs”. However, subsequent references to survey work are in regards to the YRRP programs only. Does the government expect surveys to be a component of the RCCs work concerning ESGR programs?
A24: Currently ESGR do not require surveys.
Q25. Ref 4.24.2: Does DPFSC’s web based scheduling tool (Joint Services Support (JSS)/EventPLUS) collect data on participation of service members, their family members, and/or their employers in YRRP and/or ESGR events? If so, will this data be available to serve as the sample frame for surveys designed to obtain feedback on the YRRP and/or ESGR programs?
A25: Yes, the system does collect information on service members, their family members, and/or their employers registering for/attending YRRP and/or ESGR events. Once events are complete, survey information is available to the organization coordinating the events and higher headquarters offices. The contractor will not be responsible for creating surveys. The contractor may be involved in making recommendations for program improvement as it relates to survey data and their implementation.
Q26. Ref 4.24 and 4.24.7: Will the survey instruments need to be designed by the contractor or are they government furnished? How often will data collection and reports be needed, such as annually, quarterly, or monthly?
A26: Survey instruments, including the surveys themselves, will be government furnished.
Contractor will be required to submit quarterly data reports to the government or as directed.
Q27. Ref 4.24.7: Does the government have an expectation about how survey data will be collected by RCCs or the mode(s) of data collection (such as live polling, web survey, phone survey, etc.)?
A27: Contractor will assist survey data collection activities conducted through EventPLUS tools and applications, including live polling and web and paper based surveys.
Q28.
Section Pg. Question

Q30.
Instructions to Offerors, Attachment A:
Evaluation Factors, Section 3.1.3 and 3.1.3.1
50,51 Can the government please clarify the expectation of whether names are required for all 70+ personnel in the staffing table?
The source of the confusion comes from two statements:
3.1.3 says, "...skill level of the proposed personnel..(emphasis added)". 3.1.3.1 says…"The Government will evaluate the Offeror’s proposed staffing plan and focus on the experience the selected personnel have in supporting the ESGR and YRRP programs." These two statements seem to suggest the government wants 70+ actual names of incumbent personnel. Can you please clarify?
A30: In accordance with the staffing requirements within the performance work statement.
4.2 Provide the Contracting Officer’s Representative (COR) and applicable State Chair a list of personnel selected for the VST, RCC, and RCL positions and updates the list as changes occur.
The contractor shall ensure that a key individual that is aware of all the programs and the point of contact to COR is hired on start date of contract and provide a staffing plan to ensure that the contractor can meet the stated requirements.
