Vendor Questions with Government Responses to H98210-17-R-0003

Q1. In reviewing the solicitation documents, we noted that the FBO announcement lists January 3 (NLT 11:00 am EST) as the due date to submit questions, while the solicitation document provides a due date of December 30 (NLT 11:00 am EST). Can you please advise which due date is accurate?

Response: Error corrected on Amendment 0001 to the Solicitation. Due date corrected to state January 3, 2017, 11:00 AM EST.

Q2. In reference to the SAPRO solicitation (H98210-17-R-0003), the FBO announcement indicates questions will be received until 11.00am on January 3rd. However, the solicitation indicates questions will only be received until 11.00am on December 30th. Will you please clarify the correct date? Thank you.

Response: See response to Q1.

Q3. I was hoping you can clear up a discrepancy with the due date for questions. According to the RFP document, questions will be received up to 11:00 am Eastern on December 30, 2016. However, the information in FBO states that questions will be received up to 11:00 AM Eastern Standard Time (EST) on January 3, 2017. Can you please help us determine which is the correct due date for questions?

Response: See response to Q1.

Q4. Reference - Proposal Submission, Tab 4: Past Performance (page 24) Subcontractor Past Performance will not be reviewed - Based on the substantial small business subcontracting goal of 34% outlined in Tab 2, will the government allow past performance citations describing subcontractor past performance as part of the past performance volume?

Response: No

Q5. Reference - Proposal Submission, 2. Communications (Page 22) Questions will be received up to 11:00am Eastern on December 30th. FBO Notice Questions will be received up to 11:00 AM Eastern Standard Time (EST) on January 3, 2017 - The solicitation and the FBO announcement have different closing dates for the submission of questions. Can the Government confirm if the cutoff date for questions is December 30th or January 3rd?

Response: See response to Q1.

Q6. Reference - Proposal Submission, Tab 4: Past Performance, Attachment B (Pages 23; 64) - Can the Government provide a page limit for the Past Performance Relevancy Questionnaire? Recommend three pages.

Response: No page limit. Offeror is to complete Attachment B for each reference.

Q7. Reference - Proposal Submission, B. Volume II - Technical (Page 25) Font may be Times New Roman or Arial with not less than eleven pitch. Would the Government allow charts, tables and figures use Times New Roman or Arial font with 8pt font to ensure readability?

Response: No Q8. Reference - Administrative Information, C. Period of Performance (Page 5) The Period of Performance is the date of contract award through twelve months with two 12-month option periods. The current contract held by Booz Allen Hamilton has a 5-year period of performance. Can the Government provide insight into the rationale for changing of contract duration from 5 years to 3 years? Will this requirement cease to exist after 3 years or is the intent to recompete it more frequently?

Response: The requirement is expected to exist after 3 years and the intent is to recompete at full and open competition.

Q9. Reference - PWS (Page 8) 4.2.2. Use a set of tools, procedures, metrics, and methods provided by the Government to conduct analyses to measure, monitor, and improve the key indicators of organizational and business performance as specified in the DoD SAPR Strategic Plan, the SAPRO Strategic Plan, annual reports, and other sources. Per Requirement 4.2.2, what set of tools, procedures, metrics and methods does DoD currently employ in its analyses of key indicators of organizational and business performance?

Response: This information is available in the “Metrics” section of the FY14 and FY15 DoD Annual Report on Sexual Assault in the Military, and the 2014 Report to the President of the United States on Sexual Assault Prevention and Response. Both reports are available on www.sapr.mil

Q10. Reference PWS, 4.2.4.11. (Page 9) Provide support and expertise in designing core competencies, training objectives, training materials, testing, and behavioral assessment for subject matters including victim assistance, sexual assault prevention, first responders, healthcare providers, and chaplains, ensuring that all such materials reflect best practices in adult learning theory.

A. In order to develop staffing estimates and appropriate FFP pricing to support task 4.2.2, how many training courses are expected in support of SAPRO?

Response: Five to ten subject areas per year are possible. However, SAPRO does not produce training courses, but instead uses a collective process with program stakeholders to agree on appropriate core competencies, training objectives, and support materials for the Services to use in building their training courses.

B. Will these training courses be predominantly in-person or web-based?

Response: The materials to be produced are core competencies, training objectives, and support materials. They are not end-user products in most cases. They are the structure to be used by the military Services to build their own courses.

C. If in-person, are the courses primarily delivered in the DC Metro area? or is travel anticipated?

Response: Not applicable. The materials to be produced are not training courses to be delivered by DoD SAPRO.

D. If web-based, what learning platform does the program use?

Response: Not applicable. The materials to be produced are not training courses to be delivered by DoD SAPRO.

Q11. Reference - PWS, 4.3.7. (Page 10) Assist and support the materials needed by the senior leadership for conferences, correspondence, appointments, meetings, telephone calls, etc., and inform SAPRO senior leadership on matters to be considered. In order to develop staffing estimates and appropriate FFP pricing to support task 4.3.7, approximately how many conference material development and support instances are expected to be conducted by the contractor on a monthly basis?

Response: SAPRO has three senior leaders, the Director, the Deputy Director, and the Chief of Staff. On a monthly basis, below are the estimates of support needed for all three leaders in the various categories under task 4.3.7:

(Page 10) Using a set of tools, methods, and procedures defined by the Government, support SAPRO in conducting analysis of Department and Service SAPR policies, metrics, and collected data identifying possible inconsistencies and procedural problems for review and determination by the Government. Per Requirement 4.4.1, what set of tools does DoD currently employ in its analysis of Department and Service SAPR policies, metrics and collected data?

Response: The Department uses inspection checklists, the DoD Policies pertaining to sexual assault, on-site visits, and survey data to assess compliance with policy.

Q13. Reference PWS, 4.3.3. (Page 10) Assistance with improving procedures that help SAPRO with records management, forms management, meeting privacy requirements, rule-making, and information sharing. What technology platform does SAPRO currently employ for records and forms management? SharePoint?

In addition to the two official FY reports, SAPRO develops an average of 10-12 information products on its programs, policies, and strategies per month, with accompanying print and web content.

Q15. PWS 4.5.5. (Page 11) The contractor shall plan and develop concisely written and in-person training material to include quick reference guides for the SharePoint related systems and applications used by SAPRO personnel, and make available on-line and hard copy once accepted by the Government. Response: An average of five to seven per year.

Q16. Reference - PWS 4.5.8. (Page 12) Provide expertise to support the continued development, implementation, augmentation, and operation of all aspects of DSAID, case and business management, enhanced and ad hoc reporting capability, and other information technology related activities. The evaluation criteria of Attachment A states that "if the government does not receive adequate price competition, it will evaluate price proposals…" A. By what measure/method will the government determine if it has obtained adequate price competition?

Response: See Attachment A, 3.4 – The Government anticipates that adequate price competition will establish a fair and reasonable price.

Specifically, other than section 4.3.11, the PWS provides sparse detail as to the quantity or frequency of the services to be provided. This significantly disadvantages all potential offerors except for the incumbent, as the IGCE is likely based on current contractors staffing.
