QUESTIONS AND ANSWERS
Clarifying Questions for: Operational Support for Defense Research, Surveys, and
Statistics Center (DMDC-RSSC), Solicitation #: H98210-15-R-0036 Q.1. (Section 2.3) Will the DMDC Survey Reporting Tool (SRT) be the standard tool used for questionnaire design, data coding and cleaning of SAS datasets, specification of variables and their treatment in producing tabulation volumes and briefing charts? Will the Government allow bidding team to recommend other tools?
R.1. Yes, other tools can be included in the proposal.
Q.2. (Section 2.4) The PWS mentions SURVANT as the internet based tool used to develop surveys. Please confirm that other leading technologies that serve the same purpose but may be better leveraged by the bidding team are allowable and will be considered?
R.2. Yes, as indicated in Section 4.4, other tools are allowed.
Q.3. (Section 4.4) Can the Government provide access to or an overview of the DMDC Survey
Reporting Tool (SRT) for interested vendors to review?
R.3. The SRT is not mentioned in Section 4 (Requirements). Since it is not a requirement of this PWS, it will not be provided. For the purposes of this PWS, the SRT is used to develop survey questionnaires that can be converted into a number of formats (txt, pdf, etc.) and imported into web survey software.
Q.4. (Section 4.4.) What Survey Control System (SCS) software package is currently in service and what is the Government’s level of satisfaction with this software?
R.4. A contractor-provided Survey Control System is currently used, there are no issues with the current system.
Q.5. (a. VOLUME I – Business and Price Proposal) Does the Government expect offerors to present budgets for Other Direct Costs associated with postage, training material and job-aid production, and other static costs? What specific Other Direct Costs will be provided?
R.5. There will not be a CLIN for ODCs, therefore please include ODCs in your overall pricing.
Q.6. (General) For the base and two option years could you specify the number of mailed and emailed surveys expected to be used for each of the annualized surveys?
R.6. We typically send 4 postal letters and 9 emails per survey. Sample sizes vary per survey, some are as small as 3,000, other surveys are as large as 90,000, somewhere in between is average. We are currently fielding a survey with approximately 500,000, we anticipate one of these a year.
Q.7. (General) Please specify the countries where mailings will be going? All surveys to be
CONUS? What percent of postal mailings will require international postage?
R.7. Most overseas postal mail is addressed to an FPO/APO, less than 2% of postal letters/paper surveys would be mailed to an overseas address.
Q.8. (b. VOLUME II – Technical Proposal) Does the Government require up to 5 references in total? Are teaming partners included in that or are they required to submit 1-3 references each?
R.8. The Government requires at least 3 but no more than 5 Past Performance References.
The Government will only evaluate Past Performance of the prime contractor, unless a joint venture is clearly defined in the proposal. In accordance with FAR Part 9 the
Government will recognize the integrity and validity of contractor team arrangements;
provided, the arrangements are identified and company relationships are fully disclosed in an offer. In the case of joint ventures, Past Performance will be required for all companies that form the new potential prime contractor.
Q.9. (General) Will all surveys be conducted in English only? Are there any other language requirements?
R.9. Surveys are typically conducted in English only, no surveys to date have been conducted in another language.
Q.10. (General) The PWS mentions open ended questions. Can the Government provide an estimate of how many open ended questions and potential length of answers (i.e., number of text characters in a text box) are included in the surveys?
R.10. Most surveys will have 1-2 open-ended comments at the end, there is no text character limit for these items. Respondents typically provide 2-5 sentence open-ended responses. In addition, respondents are sometimes asked to clarify an “other” response on a closed-ended survey question. These comments are limited in length.
Q.11. (General) Will the Government provide relevant email distribution lists in support of survey dissemination? How should invalid emails be handled?
R.11. Yes, email addresses will be provided. The number of invalid emails should be tracked and reported to the government.
Q.12. Page 43 of 117: The solicitation states “Reference Pass/Fail Criteria, Evaluation Factors, Criteria, and Rating Methods: Offerors must present Risk Management Framework (RMF, formerly DIACAP) certification at time of proposal submission. Failure to provide the Risk
Management Framework certification will result in your proposal being nonresponsive and no further consideration will be given.
Can the government consider adjusting the requirement for a pre-existing ATO to accept a contractor’s proposal that permits submission of a C&A package to obtain an acceptable RMF
Scorecard and the ATO should that proposal be determined acceptable on all other evaluation factors?
R.12. The government will accept a pre-existing ATO.
Q.13. Please clarify the mapping between the sample task orders and the CLINS. According to the 1449 – Continuation Sheet, CLIN 0001 contains six surveys, CLIN 1001 contains 11 surveys, etc. Which surveys from the sample task orders are associated with each CLIN?
R.13. CLINs 1001 and 2001 are the option year CLINs. The sample TOs are included to evaluate technical ability but may not end up being tasks during the actual performance of the contract.
Q.14. The introduction to Sample TO 4 references eight surveys being included. There are only seven surveys listed. Which is correct?
R.14. There are seven surveys on Sample TO 4.
Q.15. The introduction to Sample TO 4 references eight surveys being included. If there are eight surveys, what is the eighth one? Please provide specifications.
R.15. See R.14
Q.16. Is the price proposal response expected to provide detailed pricing for each survey under each sample task order, or a total price for each of the four sample task orders?
R.16. Both separate pricing for each survey and total price for each of the four sample task orders.
Q.17. The RFP states: “Open-ended response data Visually review all open-ended response data section to identify any comment requiring further action (i.e., threats harm self or others).” Is comment cleaning (replacement of Personally Identifiable Information) required?
R.17. Yes, for most surveys, PII cleaning will be required. Open-ended comment cleaning specifications will be provided for each survey.
Q.18. We understand that the Technical Proposal cannot exceed 75 single-sided pages.
However, may we print the Technical Proposal double-sided, as long as we do not exceed this limit?
R.18. No. Please submit the Technical Proposal on single sided pages only.
Q.19. The RFP states: “In total, the page count for this volume shall not exceed 75 single-sided pages (35 pages for the overall Technical Proposal and 10 pages for each of the sample Task
Orders).” Please confirm that the Past Performance References are excluded from these 75 pages.
R.19. Confirmed.
Q.20. The RFP states: “In total, the page count for this volume shall not exceed 75 single-sided
Orders).” Please confirm that the Quality Control Plan is excluded from these 75 pages.
R.20. The Quality Control Plan is included in the page limit.
Q.21. The RFP states: “In total, the page count for this volume shall not exceed 75 single-sided
Orders).” Please confirm that the Project Management Plan is excluded from these 75 pages.
