2.0 BACKGROUND
2.1 10 USC 481 codifies a quadrennial cycle of assessments that includes surveys of active duty and Reserve component members on race/ethnic and gender-related issues every four years. This includes Workplace and Gender Relations Surveys of Active Duty Members every four years starting in 2006 and of Reserve Component Members every four years starting in 2004. Previously questionnaires were administered on a Web site with members offered a paper survey; the Defense Manpower Data Center (DMDC) is moving to Web-only administration as an efficiency. The schedule of administration repeats from 2004 Workplace and Gender Relations Survey of Reserve Component Members, 2005 Workplace and Equal Opportunity Survey of Active Duty Members, 2006 Workplace and Gender Relations Survey of Active Duty Members, and 2007 Workplace and Equal Opportunity Survey of Reserve Component Members.
2.2 Section 532 of the John Warner National Defense Authorization Act for Fiscal Year 2007 codified an assessment cycle at the three Service Academies that consists of alternating surveys and focus groups. The U.S. Coast Guard Academy has elected to voluntarily participate in theses surveys and focus groups. During each academy program year, an assessment is to be administered by the Department of Defense to determine the effectiveness of the policies, training, and procedures of the Service Academies with respect to sexual harassment and sexual violence involving Academy personnel. Surveys are conducted in academy program years that begin in an odd-numbered calendar year, and focus groups are conducted in academy program years that begin in an even-numbered calendar year. Although there are surveys with some comparable measures going back to 2004, the 2006 survey was the first to use the current measure of unwanted sexual conduct. The focus groups started in 2007.
3.0 SCOPE
The objectives of this effort are to (1) directly support the planning, execution, creation of databases, and analyses of the Service Academy Gender Relations (SAGR) surveys and focus groups; (2) indirectly support the Workplace Gender Relations (WGR) and other ad hoc surveys on sexual assault; (3) prepare analyses and reports on sexual assault antecedents, consequences, prevalence, and prevention; and (4) perform administrative functions for related Human Resources Strategic Assessment Program (HRSAP) surveys.
4.0 REQUIREMENTS The contractor shall:
4.1 Provide all analytical support activities required under the contract including monthly reports, preparation and updating of a Task Management Plan and required project-specific plans, and VTC kickoff meeting.
4.2 Support HRSAP analytical operations, including editorial and data validation, analysis, and dissemination for SAGR surveys and focus groups, WGR, and other ad hoc surveys on sexual assault.
4.3 Support these surveys through (1) tracking both internal and external HRSAP milestones for specific surveys and more general milestones, and keeping HRSAP leadership aware of changes in timelines and requirements; (2) maintaining agendas and meeting records for internal and external coordination meetings; (3) support the review and approval of internally and externally generated surveys, and (4) provide communications support for publicizing the surveys and analyses in various venues to include the HRSAP program web site.
4.4 Support these surveys through statistical support services including univariate and multivariate statistical analyses; conduct complex statistical analyses in both a PC and mainframe environment using intermediate SAS skills; use Microsoft Office software applications (Excel, Access, Word, Outlook, and Project); use strong writing and analytic skills; apply experience with statistical issues related to the sampling, weighting, and analysis of complex sample surveys; work in a government and contractor team environment; and apply knowledge of DoD personnel management policies as they relate to statistical analysis. Provide expert advice and programming for performing analyses and, as needed, prepare brief technical notes or memorandum documenting the statistical issues considered and recommendations made. This support may include designing and using representative sample surveys and/or other data and social science methodologies (e.g., demographic, econometric, and operations research) to examine manpower and personnel problems, programs, or policies). This can include collaborative design and analysis of data instruments or methodologies such as focus groups, interview protocols, and pretesting protocols. Such reports are to be complete with equations, citations, results of analyses performed, and copies of analysis statements prepared for execution in SAS or SUDAAN or other COR-approved software packages.
4.5 Support these surveys through the use of DMDC’s Survey Reporting Tool (SRT), Sampling Tool, and Statistical Analysis Macros (SAM).
