This survey will not have a web form.
Q7. Technical Exhibit 1 anticipates ADSS being fielded "Every 2 years" with next data collection in 2012. For the purpose of budgeting for option years, please provide month or months of year ADSS is expected to be fielded. A9: All upgrades or repairs to SURVANT are written in VB script .NET.
Q10. The solicitation is marked as Unrestricted with a NAICS code of 541910 and a $7M size standard. Can a contractor that has revenue averaging greater than $7M per year over the past three years still be compliant as a prime?

Q12. The RFQ, pg. 25, 2.4 there is a description of the kinds of surveys, sample sizes, response rate %, for these surveys. On pg. 96 there is a reference to a transition plan. What is the name of the incumbent vendor who has been conducting these surveys for DMDC?
A12: Data Recognition Corporation
Q13. On Pg. 22, D., it states the “Contract award type shall be a Firm-Fixed Price,”
Specifications frequently change so can we assume the “fixed price” refers to a specific task order, not the elements and sample task order prices submitted with the proposal?.
A13: Sample Task Order pricing shall reflect the fixed labor categories and rates which will be used on awarded task orders.
Q14. On pg. 35, 8.4 security requirements are described. “Contractor systems and information networks that receive, transmit, store, or process nonpublic government data must be accredited according to DoD I 8510.01 DoD Information Assurance Certification and Accreditation Process
(DIACAP) and comply with annual Federal Information Security Management Act (FISMA) security control testing. All systems subject to DIACAP must present evidence of Certification and Accreditation (C&A) testing in the form System Identification Profile (SIP), DIACAP
Implementation Plan (DIP), DIACAP Scorecard and Plan of Action and Milestones (POA&M).
Evidence of FISMA compliance must be presented in the form of a POA&M.”
Is certification and evidence of compliance required at the time of award, or will the contractor be given a period of time to produce them? If time is given, how long after the award?
A14: In accordance with 3(B)(iii) of the Addendum to 52.212-1, Offerors shall provide a document certifying the Offeror’s compliance with DIACAP and provide evidence of the
Executive DIACAP Package and an Authority to Operate (ATO) or Interim Authority to Operate
(IATO) with their proposal.
Q15. On pg 27, 4.3.10. it states that the vendor would need to support data collection
“…including current and emerging capabilities such as Personal Digital Assistants (PDAs), smart phones, tablet computers, not just Internet, phone, or mailed surveys” If these are not internal capabilities, is it permissible to identify and sub-contract with relevant vendors as the need arises?
A15: Reference Attachment C, Evaluation Factor Criteria, Factor 1, Element A.
