J&A No. 12 - 08.

United States Special Operations Command (USSOCOM), Technology Applications

Contracting Offibe (TAKô), ATTN: AMSAT-D-TK, Building4Ol, Lee Boulevard, Fort inia 23604-5577

The proposed contract action is a new Firm-Fixed-Price (FFP) Indefinite Delivery lnOei¡n¡tä Quantity (lDlO) Contract with a base one year ordering period and four one year optional ordering periods, The task orders will primarily cite Operation and ilaintenance, DefenJe-Wide (OMD); some orders, however, may cite Procurement, Defense Wide (PROC) funding if appropriate. The funding has been programmed for FY 16with FY 12this effort

The Army Special Operation Aviation Command (ARSOAC), United States Army

Special óperations Gommand (USASOC) has a requirement to procure Depot Level frdaintenance Services for the Main Rotor Transmission series part number 369F5100 and Tail Rotor Transmission series part number 369R5800 in use on the Army Special

Operations Aircraft (ARSOA). The minimum ordering amount is $3,000, with a mäximum ordering lìmitation'of $2,600,000. The maximum ordering amount is based on the lndependeñt Government Cost Estimate (IGCE) for an annual average number of transmission estimation and repairs for a five year period'

1O U.S.C 2304(cX1), Only One Responsible Source and No Other Supplies or Services

Will Satisfy Agency Requirements, as implemented by FAR 6.302-1

There is a reasonable basis to conclude that the minimum need of the Government can be satisfied by only one responsible source, Triumph Gear Systems,l¡9' Q!5 Silver

Creek Drive, Þark CiÇ, UT 84068-0910. Triumph Gear Systems, MACOM Division, manufactures both the Main and Tail Rotor transmissions for MD Helicopter lnc.

(MDHI). ln order to maintain commercial configuration and FederalAviation Administration (FAA) certification, it is necessary to follow the repair procedures as designated in the Statement of Work (SOW) and applicable commercial repair manual.

Triuñrph Gear is the only source for the test cell run equipment required for the maintenance procedures. The number of transmissions in the ARSOA fleet does not support the acquisition cost to the Government of the test stand and ancillary equipment or the personnel needed to operate it. ln addition, a location for the test stänb would need to be identified and approvalfrom the installation's facility engineer must be obtained before any new construction can begin. ln the past, attempts have been made to install similar test stands; a Station 2 repair stand and an engine test stand. Neither received authorization from the facility engineer. Therefore it is not in the best interest of the Government to procure the necessary test stand and ancillary equipment.

For a vendor to set uP the necessary test stand would entail an investment in time, material, space availabilitY and both enginee and test technician labor hours. The time frame for building the stand is between The estimated cost for the test stand equipment alone isl. ln addition there would be the cost of training the engineers and technicians. These numbers are estimates sent by TriumPh Gear, MACOM division This division is responsible for setting up and maintaining the aforementioned test stand. To date no contractor has shown interest in this type investment.

of

Triumph Gear Park City is the only facility that has the capability and repair throughput to meät the requirements of ARSOA to provide depot level maintenance services for the main and tail rotor transmissions both in quantity and schedule. Furthermore, Triumph Gear Systems has a Designated Engineering Representative (DER) on staff. A DER i's an Engineer who is approved by the Federal Aviation Administration (FAA)to make decisions on aircraft design and development. ln this case the Triumph DER could facilitate development of authorized repairs. Having DER availability and the capability to authorize salvage and rework procedures sanctioned by the FAA has great polential for cost savings by repairing expensive, hard to find components instead óf scrapping otherwise serviceable units. While ARSOA aircraft using these componentã receive a military airworthiness approval, this approval is predicated to the r"*imrm extent practicable on compliance with FAA standards to reduce the costs of and maintenance.curement
