Text version
The Government received the following questions regarding the solicitation and provides the following answers:
1. Question: Reference page 17, section L, paragraph 3, states in part “capability to manufacture, inspect, test and deliver precision avionics parts…” As per Attachment #1, we did not see any requirement for avionics parts as we thought this was an airframe spare parts contract. Please advise if we must have the capability to manufacture all brands on unnamed avionics parts?
Answer: Avionics should be read as aviation.
2. Question: Reference page 17, section L, paragraph 4, 14 CFR Part 21 deals with production of replacement and modification parts. As we are an FAA Part 145 Repair Station (i.e, a supplier) and not in the manufacturing of new spare parts, why must we be compliant with Part 21? Moreover, why must we also have Part 21 approval in order to supply standard aviation hardware (i.e., nuts, bolts, etc.)?
Answer: The cited solicitation provision does not require the offeror to have production approval or parts manufacturing approval from the Federal Aviation Administration (FAA). The Government requires traceability of the articles offered to the source of manufacture and how the offered article (parts and components) complies with Part14 C.F.R. Part 21, for example, the part is obtained from a source with FAA production approval, parts manufacture approval, commercial part (as defined and regulated in Part 21), and standard parts (as defined and regulated in Part 21), but excluding owner/operator manufactured parts). Offers may propose articles compliant with any of these Part 21 approvals, or a mix of these approvals. The offer must identify the particular FAA approval authority that the part has been produced under.
3. Question: Reference page 18, section M, paragraph M.2..1., please advise where 14 CFR Part 21 is described within the schedule?
Answer : The Schedule refers Part B of the SF 1449, Item No. 0001, on page 3 of the solicitation.
