Question 1: I have a question about the above referenced solicitation.
The Product Description states:
3.1 The Contractor shall design, engineer, and build custom‐built hot‐dip galvanized duty mobile catwalks for use with CCA’s.
3.4 Each catwalk shall be made of stainless‐steel hardware
Our fabricator has a concern about comingling the hot dipped galvanized catwalk with the stainless steel hardware. He states: It would be beneficial not to use stainless steel hardware. There is less chance for corrosion using Hot Dipped Galvanized hardware on Hot Dipped Galvanized steel than mixing the two different types of steel. Either that or go stainless with the whole thing (more than 5x cost).
The question being, is it acceptable to use hot dipped galvanized steel for the hardware?
ANSWER 1: See revised Product Description.
Question 2: What are the design criteria for the chain posts, simply OSHA compliance?
ANSWER 2: The chain posts shall be OSHA compliant to meet safety standards.
Question 3: Should the chain posts be designed in certain locations to accommodate work areas while in use?
ANSWER 3: See revised Product Description.
Question 4: Should the catwalk have stairs on both ends or is one end sufficient?
ANSWER 4: See revised Product Description.
Question 5: Should there be self‐closing gate at the top of the stair?
ANSWER 5: A self‐closing gate at the top of the stairs is not a requirement.
Question 6: Is a 36” wide walking surface and stair step sufficient? Note this does not include handrails, just walking surface width.
ANSWER 6: Yes
Question 7: Please confirm if this acquisition is open to all Small Businesses (100% Total Small Business) as noted in the www.beta.sam.gov web page, or if it is limited to certified 8A contractors – as noted in the attached solicitation.
ANSWER 7: It is 100% set aside for Small Business. The solicitation has been corrected.
Question 8: Please clarify if requirement 3.6 ‐ Each catwalk shall have a 1,000‐pound load capacity – is total load on the assembled structure, or 1000lb per section, or 1000lb per sqft?
ANSWER 8: See revised Product Description.
Question 9: Please clarify if the 7ft height referenced in requirement 3.2 (Each catwalk shall be between 10‐foot & 11‐foot in total height (7‐foot deck height)…) is the elevation to the deck or the ‘clear height below the deck and structure’ of the catwalk
ANSWER 9: See revised Product Description.
Question 10: Acknowledging the 35ft total length of catwalk and stairs, per requirement 3.2 (Each catwalk shall be between 10‐foot & 11‐foot in total height (7‐foot deck height), between 30‐foot and 35‐ foot in length, and 38‐inches in width.) is there a requirement for ‘clear span length’ below the catwalk deck/platform and between the two stairs?
ANSWER 10: It shall be clear with exception of structural reinforcement.
Question 11: Acknowledging the min 3” (articulated) steel caster in requirement 3.3, please clarify if the catwalk will be used on improved smooth hard surface (i.e. concrete) or unimproved or asphalt surface?
And if design limited to a 4” max caster diameter?
ANSWER 11: See revised Product Description.
Question 12: Please confirm what length of catwalk platform requires chain pole (removable railing) per requirement 3.3?
ANSWER 12: See revised Product Description.
Question 13: What is the needed load rating on the casters?
ANSWER 13: See revised Product Description.
Question 14: What are the chain poles used for?
ANSWER 14: The chain poles are used to prevent safety mishaps.
Question 15: Ref. solicitation page 3 of 41. I would like to confirm that DFARS 252.211‐7003 is applicable for this project? If so, what parts or members of assembly would need to be marked?
ANSWER 15: In accordance with DFARS 252.211‐7003 (c) Unique item identifier.
(1) The Contractor shall provide a unique item identifier for the following:
(i) Delivered items for which the Government’s unit acquisition cost is $5,000 or more
The Catwalk as a unit is valued at more than $5,000. Therefore, each catwalk unit requires a DoD item unique identification.
