1. Agency and Contracting Activity: (FAR 6.303-2(b)(1))
Agency: USSOCOM Contracting Activity: COMNAVSPECWARCOM 2000 Trident Way, Bldg. 624
San Diego CA 92115-5599
2. Description of Action: (FAR 6.303-2(b)(2))
Approval is requested for a new 5 year Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) line items on a sole source basis to Sparta Software Corporation, 165 A Constitution Dr., Menlo Park, CA 94025, CAGE: 7M7Y4, FOR OFFICIAL USE ONLY – J&A No. 18-035 for the SpartaTrac Force System in order to provide physical assessment of operator’s physical performance and identify risk factors that can decrease operational readiness.
The contract will be funded at the delivery order level with Operations and Maintenance (O&M) funding applicable to the fiscal year in which orders are issued.
3. Description of Supplies/Services: (FAR 6.303-2(b)(3))
Sparta Software Corporation’s SpartaTrac Force Platform & Performance Testing System is a jump profile force plate and software system that can accurately and objectively assess the operator’s force production, athleticism, fatigue and susceptibility to injury risk, which assists in the assessment of force longevity and readiness. The system includes the Platform/Performance Testing System, Force Plates, and software.
The minimum contract value to be obligated is $100,000.00. The maximum contract value is $1,000,000.00, which may consist of any combination of CLINs and quantities.
4. Authority Cited: (FAR 6.303-2(b)(4))
This sole source acquisition is being conducted under the authority of the simplified acquisition procedures for certain commercial items at 41 U.S.C. 1901, as implemented by FAR 13.501(a).
5. Reason for Authority Cited: (FAR 6.303-2(b)(5))
SOCOM Policy Memorandum 15-30 requires Human Performance Program (HPP) physical assessments and testing of NSW SEAL and SWCC Operators. The SpartaTrac System is the only system currently in place and utilized within NSW for HPP physical assessments and testing of NSW SEAL and SWCC Operators. SpartaTrac is the only physical assessment and testing system that meets the Government’s requirement of providing analytical analysis in the triaxial athletic movement (Load, Explode and Drive) of a jump profile. The system generates and stores the data (jump profiles of each individual) collected. The SpartaTrac Systems are linked via interoperable software, which provides a comprehensive view of the testing data necessary to assess the force readiness and longevity. The system is not interoperable with other force platform performance systems and does not allow any cloud based server downloading, so the only way to access and store the information is through the SpartaTrac System.
The SpartaTrac System has been used to test hundreds of Operators to date. If another system were employed, the data gathered from the SpartaTrac System would become obsolete, as it there is no way to access it and data would no longer reflect a cumulative aggregation of tests. All testing previously done would have to be reaccomplished if a new system were utilized. Additionally, any alternative system would not be inter-operable with other force platform performance systems. Therefore using an alternative system would prevent the aggregation of the data outputs, the accumulation of which is what the system is used for.
Additionally, NSWC has spent $228,000 to put SpartaTrac Systems in place, including associated training, software subscriptions and annual licenses. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
6. Efforts/Actions to Increase Competition: (FAR 6.303-2(b)(6) & (11))
A pre-solicitation notice will be publicized as required by FAR 5.2.
The Government will continue to monitor the market place for competitive options to support the requirement as well as to remain informed of changes in technology. When the equipment reaches the end of its life cycle, the Government will consider ways to remove any barriers in the future requirement and thereby maximize competition.
7. Market Research: (FAR 6.303-2(b)(8)).
The Government conducted market research which included a review of industry websites, FedBizOpps, GSA schedules (GSA eLibrary and GSA Advantage), contact with industry, and expert opinion. A Sources Sought Notice was posted on FedBizOpps on 23 May 2018, which resulted in two vendors expressing interest: Sparta Software Corp. and BTS Bioengineering Corp. Market research also revealed that ForceDeck, a United Kingdom based company, provided like-type items. However, ForceDeck and BTS Bioengineering cannot meet the NSWC’s requirement for providing analytical analysis in the triaxial athletic movement (Load, Explode and Drive) required for the NSWC HPP jump profile. As identified above, alternative systems are not interoperable with the current SpartaTrac systems already in use within NSWC.
