Request for Information (RFI) for Marine/Vessel Lease in support of Naval Special Warfare Group Four (NSWG-4), Special Boat Team 22 (SBT-22).
REFERENCE NUMBER: KNI0002
DATE: 11 July 2018
1. INTRODUCTION: This Market Survey is issued for the purpose of determining industry capabilities to meet a potential requirement for a Marine/Vessel Lease for an Ocean Going Trawler. The Government’s vessel requirements are described under Attachment 01 – Performance Work Statement and the intended period of performance is for one year, with four, twelve month option periods. All firms having the capabilities to perform the tasking described in this RFI are encouraged to respond. The Government, in the below paragraphs, will provide general information relating to required content of any RFI submission. The RFI submission content shall be limited solely to the ability of your firm to meet the Government’s requirements as represented by the draft work statement and the information requested below. Submission of marketing material shall not be included under RFI submission and will not be considered.
2. GENERAL REQUIREMENT: In general terms, NSWG4 and SBT 22, have a requirement for a long term vessel lease for an ocean going trawler as described by Attachment 0001. Included in this RFI is a draft work statement (Attachment 0001), Technical Matrix (Attachment 0002), Vessel Physical Inspection Matrix (Attachment 0003) and Notional Pricing Sheet (Attachment 0004). In addition to meeting the requirements of Attachment 0001, proposed vessel will be required to meet the requirements of Attachments 0002 and 0003.
3. SUBMISSION REQUIREMENTS: Responses shall be limited to ten (10) pages.
Responses shall be prepared so that when printed, they meet the following requirements: 8.5x11 inch paper, single-spaced typed lines, 1 inch margins, 12 point Times New Roman font. Tables may use 10-point font. Graphics or pictures are not allowed. Illustrations such as tables, flowcharts, organizational charts, process charts or other similar type informational charts may be used, and they will be counted against the page count limitations. Respondents are responsible for ensuring the legibility of all tables, charts, etc., and should assume that when their response is printed or copied, it will be done in black and white. Responses shall include the following sections: (I) Corporate Description and Corporate Capability and (II) Requirements Definition and Procurement Approach Feedback Section as described below.
Section I: Corporate Description and Capability.
(1) Name and address of firm;
(2) Two points of contact, including: Name, title, phone, and e-mail address;
(3) CAGE Code and DUNS Number;
(4) Business Size under North American Industry Classification System 532411;
(5) Offeror’s capability in meeting the Government’s stated requirement as defined by the draft work statement;
(6) Offers shall provide list of customers for current and relevant work performed associated with the described leasing efforts. The purpose is to demonstrate the capability corresponding to the technical tasking, relevant experience, and past performance of the firm on similar efforts that have occurred within the past three (3) years of issuance of this RFI for a vessel lease similar to the vessel characteristics defined under Attachment 0001.
Section II: Requirements Definition and Procurement Approach Feedback: The Government is requesting interested firms provide feedback in relation to the Government’s draft definition of requirements and procurement approach. Interested parties shall submit information relating to the following.
(1) Requirements Definition: The Government has included a draft work statement as attachment 0001 to this RFI. The draft work statement represents the Government’s most current description of objectives and tasking involved with establishment of a Marine/Vessel lease for an Ocean Going Trawler. As part of the submission, interested parties are encouraged to provide feedback relating to the Government’s current description of this effort. Interested parties shall provide feedback on how the Government can better define the proposed requirement and submissions should include identification of areas of concern where the Government may have unrealistic performance expectations or areas requiring further clarifications. RFI submissions should contain as much detail as possible. The Government requests industry comment on ability and requirements associated with liability insurance (see Attachment 0001 paragraphs 3.0).
(2) Procurement Approach. If any request for quote (RFQ) is issued, the Government intends to use a two-step selection process as part of the basis of award.
(I). The first phase of the selection process will involve a “GO/NO GO” assessment of:
a. Past Performance: Evaluation of the entities recent and relevant past performance in supporting Marine/Vessel lease. Recent is defined as an effort conducted within three (3) year of issuance of this RFI and Relevant is defined as an effort similar in scope and magnitude of the Government’s defined requirement (see Attachment 0001).
b. Technical Matrix: Contractors assertion of proposed vessel’s ability to meet the vessel requirements of the Technical Matrix (see Attachment 0002). Contractors to fill out Technical Matrix with detail relating to proposed vessel.
Any offerors quote that receives a ‘NO-GO” rating for either of these two factors may no longer be considered for award.
(II). The second phase of the selection process will involve a trade-off between the Marine Physical Inspection Matrix and Price.
a. Vessel Physical Inspection Matrix (see Attachment 0003). Attachment 0003 is associated with a physical vessel inspection prior to award and will assess various systems and/or aspects of the contractor’s proposed vessel submitted for lease. Areas of inspection and description of the inspection to be undertaken is described under the referenced attachment. Adjectival ratings will be provided for each area of inspection and the inspection. Adjectival rating definitions are described under Attachment 0003. Each area of inspection will receive its own rating and a total roll-up rating will be provided. Inspection will be undertaken by USG personnel.
b. Price: Proposed pricing submitted in response to any issues solicitation will be evaluated in accordance with Federal Acquisition Regulation (FAR) 13.106-3. The Government has developed a Notional Pricing Sheet, Attachment 0004. Offerors shall price all periods on sheet and submit this pricing as part of the RFI submission. Pricing is notional and represents a non-binding estimate.
Values will auto-calculate.
c. Trade-Off and Award Decision: The Government reserves the right to issue an award to a quote that is higher priced but contains a higher adjectival rating associated with Attachment 0003. As the degree of variance in the rating of the Vessel Physical Inspection Matrix and Price diminishes, price will become increasingly important. In order to select the winning quote, the Government will rank the competing acceptable quotes from best to worst by making a series of paired comparisons among them, trading off the differences under Attachment 0003 against price of each pair as follows:
i. If one acceptable quote is better in terms of Attachment 0003 and has the lower price, then the Government will consider that quote to be the better value;
ii. If one acceptable quote is better in terms of Attachment 0003 but has a higher price, then the Government will decide whether the differences in the rating of Attachment 0003 are worth the difference in price. If the Government considers the differences in the rating of Attachment 0003 to ne worth the price difference, then the Government will consider the acceptable offeror with the higher price to be the better value. If not, then the Government will consider the acceptable quote with the lower price to be the better value;
iii. The Government will continue to make paired comparisons in this way until the
Government has decided which acceptable offeror is the best value.
(3) Submission. Respondents shall submit any other information they believe is relevant to the Government’s described effort. Additional information is subject to the aggregate page limitation of ten (10) pages. Responses to this RFI shall be submitted to John M Knizner, N01C, via email at john.knizner@socom.mil:
a. Questions shall be submitted no later than 1200PM Pacific Time, Monday, 16 July 2018;
b. The closing time for this RFI is 1200PM Pacific Time, Friday, 20 July 2018.
The Government will post responses to questions received. No further questions will be accepted after the closing time/date of this RFI.
This is an RFI only. This is not a solicitation, nor does it guarantee a solicitation will be issued.
Requests for a solicitation will not receive a response. Any information submitted in response to this RFI is strictly voluntary. The Government will neither award a contract solely based on this RFI, nor pay for any information submitted by respondents. This RFI is a request by the Government to collect information from interested vendors for the purpose of market research.
Failing to provide a response to this RFI will not prohibit/exclude an interested vendor from participating in a future solicitation. This RFI does not constitute a commitment, implied or otherwise, that a procurement action will be issued. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with applicable Government regulations.
