Product Description Naval Special Warfare Command
NavNet Chart Unlocks
1.0 OBJECTIVE: The Naval Special Warfare Command (NSWC) intends to issue a five-year, firm fixed price (FFP), Indefinite Delivery, Indefinite Quantity type contract for the purchase of NavNet 3D unlock codes. These unlock codes for electronic charts will used by deployed Detachments and are required for safety of navigation. Unlock codes are for access to proprietary software applications ran on Furuno NavNet 3D Chart/Navigation systems. Software is proprietary to MapMedia a subsidiary of SigNet SA of France.
1.1 Background: NSW Combatant Craft utilize a commercial off the shelf (COTS) navigation and radar system, NavNet 3D by Furuno. In order to plan and chart courses, each boat and 1 planning laptop per Detachment requires a separate “unlock” to allow access to plan these Plan of Intended Movement’s (PIM’s) for any specific underway in a specific Area of Responsibility (AoR).
2.0 DESCRIPTION OF REQUIREMENT: Each NavNet 3D by Furuno is serialized and requires a unique unlock code per AoR. These AoR’s have increased in geographic area since the Combatant Craft Medium (CCM) has expanded their operating area requiring an increased consumption of unlocks. Without these unlocks, the Detachments are unable to plot their intended movements to ensure safety of navigation and obstacle avoidance. Unlock codes also permit for the updating of legacy navigation charts.
2.1 General physical description to include capabilities: NAVNET 3D Chart Unlock Codes including ‘new’ version and ‘refresh option.’
2.1.1 Codes must be made available for the following geographic locations: US East Coast, US West Coast, US Central and Gulf, US Great Lakes & Maritimes, MegaWide (Atlantic Coast, Gulf of Mexico, Caribbean, Pacific Coast includes Alaska to Panama and Hawaii), US - Alaska, US- Hawaiian Islands, Canada, US Canada & Mexico, Bahamas - Central America - Caribbean and World Data.
2.1.2 Chart types: Vector, Taster, High Resolution phone, Currents and Fishing, both Wide and MegaWide.
2.2 Quantities: Quantities shall be disclosed at the order level.
3.0 DELIVERY INFORMATION.
3.1 All delivery information will be provided at the order level. Delivery of access codes shall take place no later than ten (10) days after issuance of an order.
4.0 QUALITY ASSURANCE: The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms to include proper delivery of quantity and type of goods. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.
