STATEMENT OF WORK
SPECIAL MISSION LOW PROFILE CLOTHING
15 NOV 16
Statement of Work Naval Special Warfare Command (NSWC) Special Mission Low Profile Clothing (SMLPC)
1. BACKGROUND
NSWC anticipates the award of one or more indefinite delivery/indefinite quantity (IDIQ) contracts to allow for the purchase of rugged and casual-type civilian clothing items not normally stocked as part of traditional military uniform inventories. The support will be centered around two primary locations: Joint Expeditionary Base (JEB) Little Creek, VA (hereafter referred to as JEB), and Naval Amphibious Base (NAB) Coronado, CA (hereafter referred to as NAB). Operations in diverse environments create the need for a considerable range of clothing items, please Attachments 2.a – 2.d to the solicitation. The foregoing attachments provide “brand name or equal” requirements. The brand name or equal requirements are provided for the purpose of gauging the style, material, quality, and durability sought, and do not portend any required sources of supply. The quantities reflected in the Attachments reflect the estimated cumulative total for both locations (JEB and NAB), and are subject to change based on operational needs of the deploying members.
2. OBJECTIVE
The objective of this requirement is to establish a contract vehicle or vehicles that allow(s) for the rapid purchase and receipt of rugged and casual-type clothing to support NSWC requirements. It is anticipated that the Contractor or Contractors will be capable of providing a full suite of retail service support as discussed below to include selection, outfitting, delivery, and returns/exchanges.
3. DESCRIPTION OF REQUIREMENT
3.1. Selection
3.1.1. The Contractor shall help minimize the look-alike effect by providing a broad range of colors, styles and sizes of each type of required item, as is set forth within Attachments 2.a – 2.d.
3.1.2. The Contractor shall provide at least two (2) brand name or equivalent items that are required for each individual ELIN contained in Attachments 2.a – 2.d. The Contractor must propose brand name and color selections that can be readily supplied on future delivery orders. Future delivery orders shall be limited to those proposed brand name or equivalent items. Substitutations may be authorized by the Contracting Officer on a case-by-case basis.
3.2. Customer Service
3.2.1. Outfitting. Deploying members shall be afforded the opportunity to try-on representative selection samples for form/fit/function prior to purchase. To that end, the Contractor shall provide outfitting services at the Contractor’s facilities, if those facilities are “in-close-proximity-to” the supported military installations (JEB and/or NAB), or onboard the installations through outfitting events coordinated through the Contracting Officer’s Representative (COR). Within this context, “in-close-proximity-to” means not more than twenty-five (25) driving miles from the supported military installations.
3.2.1.1. In the event the outfitting services are to be provided onboard the installation(s), the Contractor shall be capable of mobilizing and providing those services within five (5) days of the COR’s request.
3.2.1.2. The Contractor shall have the capability to ship each order within three (3) days following written notice by the COR that the order has been finalized.
3.2.2. Delivery. The Contractor shall ship the requested item(s) from on-hand stock. In the event the Contractor does not have on-hand stock to fulfill an order, the Contractor shall have the capability of shipping items to ensure receipt by the customer within five (5) business days after an order is placed (Standard Shipping).
3.2.2.1. The Contractor shall provide Standard Shipping at no additional charge to the customer, i.e. free standard shipping.
3.2.2.2. All items requiring shipping shall include a packing slip that lists the product description, price, quantity, and recipient. Recipients shall be identified by a unique identifying number provided to the Contractor at the delivery order level by the Government.
3.2.3. Exchanges and Returns
3.2.3.1. The Government shall have the right to return or exchange any item within seven (7) calendar days of receipt. The Contractor shall implement a process to accommodate the return and exchange of items. Each item that is shipped shall include a pre-paid return shipping label that allows for the return or exchange of that item at no additional charge.
3.2.3.2. For exchanged items, the Government shall select an item within the same ELIN of the original purchase. The Contractor shall utilize the shipping parameters discussed in ¶ 3.2.2 for shipments of exchanged items. Each item ordered by the Government may be exchanged one (1) time at no additional charge.
3.2.3.3. For returned items, the Government shall ship the item(s) back to the Contractor within seven (7) calendar days of receipt in the same condition in which it was received. Items may be returned by the Government at no additional charge and a refund issued against the originating delivery order.
4. DELIVERY INFORMATION
Specific delivery information shall be provided at the delivery order level. Delivery shall be made in accordance with the terms and conditions of this SOW and the individual delivery order.
5. PAYMENT INSTRUCTIONS
The Government will render payment on a delivery order basis after the delivery order requirements have been completely fulfilled, i.e. all requested items received by the Government. Specific payment instructions will be incorporated into the individual delivery order.
6. QUALITY ASSURANCE
The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms to include proper delivery of quantity and type of goods.
