STATEMENT OF WORK
Camp Pendleton Range 116 Septic Tank Pumping Service
Camp Pendleton Range 116 NON-potable Water Service
Camp Pendleton Range 116 Hand Wash Stations
1.0. Requirement:
1.1. On-call septic tank pumping of up to three, 3000 gallon raw sewage holding tanks, On-call non-potable water tank delivery of up to three, 2000-gallon non-potable water storage tanks, and On-call delivery/servicing of up to nine (9) hand wash stations at Naval Special Warfare Range 116 Dynamic Shooting Complex located on board Marine Corps Base Camp Pendleton, CA 92055.
2.0. Detailed Description of the work to be performed:
2.1. Vendor shall pump septic tanks as needed by request of the Dynamic Shooting Complex, Range 116, Basilone Road, Camp Pendleton, CA. Vendor shall be on-call within 24-hour notice to provide septic tank pumping services for the duration of all the period of performances.
2.2. Vendor shall deliver non-potable water as needed by request to Dynamic Shooting Complex, Range 116, Basilone Road, Camp Pendleton, CA. The vendor shall be required to fill one or more non-potable water tanks within 48 hours of notification for the duration of all the period of performances. Vendor’s pump trucks must be able to adapt to various hoses and pumping stations fittings to accomplish providing non-potable water pumping service to existing non-potable water storage tanks at Range 116 sites.
2.3. Vendor shall provide Hygiene Hand Wash Stations as requested to support training personnel to Dynamic Shooting Complex, Range 116, Basilone Road, Camp Pendleton, CA.
3.0. Operating Environment:
3.1. Dynamic Shooting Complex, Range 116 on Marine Corps Base, Camp Pendleton, CA. Range 116 is a remotely located operational live fire shooting complex. The septic and non-potable water reservoir tanks are often serviced during live fire training. Improved road access is available to all tanks, both septic and non-non-potable water, and training areas for portable hand wash stations.
4.0. System Functionality:
4.1. The septic systems to be serviced are three 3000 gallon raw sewage holding tanks.
4.2. The non-potable water reservoir tanks to be serviced are three 2000 gallon fresh water holding tanks.
4.3. Hand wash stations are to include sinks, soap, paper towels and delivery.
5.0. Interface Requirements:
5.1. Range 116 personnel will contact vendor when sewage holding tanks require servicing. One holding tank is located down range of the firing line, requiring the driver of the pumping truck to contact Range 116 Staff prior to proceeding down range. The vendor rep/driver shall inform Range 116 Staff after completing septic pumping and they are clear of the area. The vendor rep/driver shall provide a receipt for services rendered to the Range 116 office upon completion of servicing the septic tanks.
5.2. Range 116 personnel will contact vendor when non-potable water storage tanks require servicing. One of the tanks to be serviced is located down range of the firing line. The driver shall contact Range 116 Staff prior to continuing down range. The vendor shall inform the Range 116 Staff once the services are completed and they are clear of the area. The vendor rep/driver shall provide a receipt for services rendered to the Range 116 office upon completion of servicing the non-potable water storage tanks.
5.3. Range 116 personnel will contact vendor in advance prior to all training for delivery /servicing of portable hand wash stations. The vendor shall inform the Range 116 Staff once the wash station(s) are serviced and they are clear of the area. The vendor rep/driver shall provide a receipt for services rendered to the Range 116 office upon completion of delivering or servicing the portable hand wash stations.
6.0. Training Requirements:
6.1. Vendor shall complete Range Safety (Contractors) Course held by Marine Corps Base, Camp Pendleton for information regarding the inherent dangers of a live fire shooting complex. Vendor delivery/service personnel must be briefed in regards to the inherent dangers of a live fire shooting complex before servicing septic tanks, non-potable water tanks, and hygiene wash stations. Vendor delivery/service personnel must be briefed in regards to the locations of the septic tanks, non-potable water tanks, and portable hand wash stations.
7.0. List of products and services deliverable by the vendor:
7.1. Extraction and disposal of raw sewage waste.
7.2. Delivery and Pumping of fresh non-potable water.
7.3. Delivery and servicing of portable hand wash stations as requested for hygiene.
8.0. Project Schedule:

8.2. Scheduling shall be coordinated between vendor and Range Staff personnel.
9.0. Period of performances with Option years:
9.1. Base Year: 15 January 2015 through 14 January 2016
9.2. Option Year 1: 15 January 2016 - 14 January 2017
9.3. Option Year 2: 15 January 2017 - 14 January 2018
9.4. Option Year 3: 15 January 2018 - 14 January 2019
9.5. Option Year 4: 15 January 2019 - 14 January 2020
