STATEMENT OF WORK

Camp Pendleton Range 116 Septic Tank Pumping Service

Camp Pendleton Range 116 Portable Hand Wash Stations

Camp Pendleton Range 116 Potable Water Service

Requirement: On-call septic tank pumping of up to three, 3000 gallon raw sewage holding tanks, On-call potable water tank delivery of up to three, 2000-gallon potable water storage tanks and On-call delivery/servicing of up to six (6) Portable Hand Wash Stations at Naval Special Warfare Range 116 Dynamic Shooting Complex located on board Marine Corps Base Camp Pendleton, CA 92055.

Detailed Description of the work to be performed:

1. Vendor shall pump septic tanks as needed by request to Dynamic Shooting Complex, Range 116, Basilone Road, Camp Pendleton, CA. Vendor shall be on-call within 24-hour notice to provide septic tank pumping service for the duration of FY15.

2. Vendor shall deliver potable water as needed by request to Dynamic Shooting Complex, Range 116, Basilone Road, Camp Pendleton, CA. Vendor will be required to fill one or more potable water tanks within 48 hours of notification for the duration of FY15. Vendor’s pump trucks must be able to adapt to various hose and pumping stations fittings to accomplish providing potable water pumping service to existing potable water storage tanks at Range 116 sites.

3. Vendor shall provide portable Hygiene Hand Wash Stations as requested to support training personnel to Dynamic Shooting Complex, Range 116, Basilone Road, Camp Pendleton, CA.

Operating Environment:

Dynamic Shooting Complex, Range 116 on Marine Corps Base Camp Pendleton, CA. Range 116 is a remotely located operational live fire shooting complex. The septic and potable water reservoir tanks are often serviced during live fire training. Improved road access is available to all tanks, both septic and potable water, and training areas for portable hand wash stations.

System Functionality:

1. The septic systems to be serviced are three 3000 gallon raw sewage holding tanks.

2. The potable water reservoir tanks to be serviced are three 2000 gallon fresh water holding tanks.

3. Portable hand wash stations are to include sinks, soap, paper towels and delivery.

Interface Requirements:

1. Range 116 personnel will contact vendor when sewage holding tanks require servicing. One holding tank is located down range of the firing line, requiring the driver of the pumping truck to contact Range 116 Staff prior to proceeding down range. The vendor rep/driver will inform Range 116 Staff after completing septic pumping and they are clear of the area. The vendor rep/driver will provide a receipt for service to the Range 116 office upon completion of servicing the septic tanks.

2. Range 116 personnel will contact vendor when potable water storage tanks require servicing. One of the tanks to be serviced is located down range of the firing line. The driver will is required to contact Range 116 Staff prior to continuing down range. The vendor will inform the Range 116 Staff once the services are complete and they are clear of the area. The vendor rep/driver will provide a receipt for service to the Range 116 office upon completion of servicing the potable water storage tanks.

3. Range 116 personnel will contact vendor in advance prior to all training for delivery/servicing of portable hand wash stations. The vendor will inform the Range 116 Staff once the wash station(s) is serviced and they are clear of the area. The vendor rep/driver will provide a receipt for service to the Range 116 office upon completion of delivering or servicing the portable hand wash stations.

Training Requirements:

Vendor shall complete Range Safety (Contractors) Course held by Marine Corps Base Camp Pendleton for information regarding the inherent dangers of a live fire shooting complex. Vendor delivery/service personnel must be briefed in regards to the inherent dangers of a live fire shooting complex before servicing septic tanks, potable water tanks, and hygiene wash stations. Vendor delivery/service personnel must be briefed in regards to the locations of the septic tanks, potable water tanks, and portable hand wash stations.

List of products and services deliverable by the vendor:

1. Extraction and disposal of raw sewage waste.

2. Delivery and Pumping of fresh potable water.

3. Delivery and servicing of portable hand wash stations as requested for hygiene.

Scheduling must be coordinated between vendor and Range Staff personnel.

Period of performances with Option years:

Base Year: 01 January 2015 through 31 December 2015 Option Year 1 – 01 January 2016 – 31 December 2016

Option Year 2 – 01 January 2017 -- 31 December 2017

Option Year 3 – 01 January 2018 – 31 December 2018

Option Year 4 – 01 January 2019 – 31 December 2019
