PRODUCT DESCRIPTION
Naval Special Warfare Command Breacher Ballistic Acoustic Panel
1. BACKGROUND
1.1. The breacher room requires updates to reduce noise absorption with increased mass to resonance within the breacher facility, Naval Special Warfare Center Ranges (N9), Camp Connors at Fort AP Hill, Virginia.
2. OBJECTIVE
The Government is seeking the material, Breacher Ballistic Acoustic Panels, 550 Poly Adhesive and Adhesive Applicator to improve the breacher room.
3. DESCRIPTION OF REQUIREMENT
3.1. Product: Breacher Ballistic Acoustic Panels, 550 Poly Adhesive and Adhesive Applicator
3.2. Specifications/Salient Characteristics:
3.2.1. Rubber ballistic acoustics panels 24” X 24”X 2” and associated polyurethane adhesive;
3.2.2. Sound absorption and reduction of reverberation (Noise reduction coefficient (NRC) as described below, with test data to document);
3.2.2.1. Absorb 70% of all sound at 1,000 (Hz)
3.2.2.2. Absorb 95% of all sound at 2,000 (Hz)
3.2.3. Noise reduction coefficient (NRC) at least .6 rating, with test data to document;
3.2.4. Absorb bullet fragments;
3.2.5. Ballistic rubber shall contain properties that reduce the risk of fire;
3.2.6. Ballistic rubber shall have fire extinguishing properties;
3.2.7. 3D extrusion shape
3.2.8. 550 Poly Adhesive and Adhesive Applicator.
3.3. The Government reserves the right to order less then the maximum quantities identified in the contract option years; changes to be addressed prior to option exercise.
4. DELIVERY INFORMATION
4.1. Delivery date: TO BE ESTABLISHED PRIOR TO AWARD
4.2. Delivery POC Name: TO BE PROVIDED UPON AWARD
4.3. Delivery address: Camp Connors 15327 South Range Road Fort AP Hill Bowling Green VA 22427
4.4. Special instructions: Call listed POC to ensure camp access. No Deliveries After 1530 or before 0800.
5. QUALITY ASSURANCE
5.1. The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms to include proper delivery of quantity and type of goods. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.
