The quoter’s technical capability will be determined Acceptable or Unacceptable in accordance with the rating table below. The basis for technical acceptability shall be the technical matrix, Attachment 2 with both tabs completed:
Rating Description Acceptable An acceptable quote involves quoted ATVs that meet ALL of the requirements of the technical matrix, Attachment 2 (both configurations).
Unacceptable Quote does not meet all stated requirements under the technical matrix, Attachment 2

Procedure for Evaluation: Quotes will be ordered from lowest price to highest price. The lowest quote will be evaluated for technical acceptability through analysis of the below listed quote details. If the lowest price quote is determined technically unacceptable, the next lowest quote will be evaluated. This process shall continue until a lowest price technically acceptable quote with acceptable past performance is identified. If an awardable quote is not identified, the Government may determine it necessary to revise requirements, enter into communications with offerors or cancel the solicitation in its entirety.
Prior to award, the Government may request additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and or copies of catalog pages along with any applicable discounts. The Government may evaluate any and all information submitted by the vendor to support the reasonableness of prices quoted.
