FOR OFFICIAL USE ONLY
June 2017 FOR OFFICIAL USE ONLY – J&A No. 17-1310
Justification for Other Than Full and Open Competition (J&A)
BRAND NAME
Authority: (10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1)
Project/Program Name: Non-Standard Parachute Life Cycle Replacement
Component/PEO/Other: Military Free Fall School, Yuma Arizona
Estimated Contract Cost (including options) : REDACTED
Type J&A: (Individual X or Class )
J&A No.
17-1310
1. Agency and Contracting Activity: (FAR 6.303-2(b)(1))
HQ, US Army Special Operations Command, ATTN: AOCO (Contracting), E2929 Desert Storm Drive, Fort Bragg, NC 28310
2. Description of Action: (FAR 6.303-2(b)(2))
USASOC proposes a request to initiate a Brand Name Only Non-Standard Equipment contract for 135 Instructor Canopy Ram Air Parachute Systems (ICRAPS). This requirement will utilize current fiscal year operations and maintenance funds for life cycle replacement of a portion of the US Army John F. Kennedy Special Warfare Center and School (USAJFKSWCS), Military Free Fall (MFF) current ICRAPS inventory.
3. Description of Supplies/Services: (FAR 6.303-2(b)(3))
The below listed equipment functions as a system. The items are required and authorized by the United States Army Special Operations Command (USASOC) for instructor use at the Military Free Fall School and meets the requirement of being Berry Amendment Compliant, in that it is manufactured and assembled in the United States of America. Listed below are the pieces of the required system (Javelin Odyssey Container, Spectre Main Parachute, Reserve Parachute).
Javelin Odyssey Container System- The Javelin Odyssey Parachute Container System provides safety, reliability, and durability at the Military Free Fall School. Without this system, MFF Instructors will be unable to properly and safely train Free Fall Students. The location of the reserve handle, the cut away handle, and the bottom of container main canopy pilot chute allows instructors to safely manipulate their body positions during life-saving maneuvers without fear of a student accidentally deploying the instructors’ parachute. The importance of this parachute system also ensures safe flight while MFF Instructors conduct in flight hands on safety checks with students during operations. This particular container is fitted and designed to stay in place while MFF Instructor conducts student’s safety inspections in flight. The system also allows the instructor the time required to conduct in flight student assessment while simultaneously conducting safe non-malfunction landing preparations due this specific gear’s stability of non-slip or non-shifting. Without this capability, the instructor does not have sufficient time to adjust his own canopy due to altitude in order to land safely. This container system greatly decreases a risk of loss of life or catastrophic injury.
Spectre Brand Canopies (Parachutes)- This requested contract is replenishing the 40% of the current stock of canopies currently due for lifecycle replacement. The current stock consists
June 2017 FOR OFFICIAL USE ONLY – J&A No. 17-1310 solely of Spectre Brand canopies. Canopy parts associated with the Spectre Brand that are within compliance of life cycle replacement timeframe and/ or number of jumps will be used with the replenished amount associated with this requested contract. Instructors jump numerous times throughout each course and need to jump using the same brand of canopy for each jump for safety purposes.
Javelin Odyssey Harness Container- outter “backpack” assembly designed to safely house and deploy the main and reserve canopie.
REDACTED
Spectre Main Parachute- variation on sizing is tailored to the weight and size of the instructor when referencing the movement of the canopy (Wing Load)
Life cycle extends to 1 yr. or 500 Canopy openings
Spectre Reserve Parachute- variation on sizing is tailored to the weight and size of the instructor when referencing the movement of the canopy (Wing Load)
Life cycle extends to 3 yrs. or 500 Canopy openings (90 day mandatory repacking requirement)
4. Authority Cited: (FAR 6.303-2(b)(4))
X 10 U.S.C 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will
Satisfy Agency Requirements, as implemented by FAR 6.302-1(c)
5. Reason for Authority Cited: (FAR 6.303-2(b)(5))
This is a Brand Name Only request for life cycle replacement of standardized equipment utilized by the Military Freefall School in Yuma Arizona. This request replaces approximately 40% of the program stock with equipment and parts that will satisfy the agency’s needs. Introducing new products manufactured by another company would result in a substantial duplication of costs to standardize the remaining 60% that is not being replaced and to conduct lengthy product safety testing. For safety and utilization of parts associated with Spectre Canopies and Javeline Odyssey Containers, Spectre Canopies and Javeline Odyssey are the only canopies and containers that will adhere to safety for instructors and students as they are currently in operation.
6. Efforts/Actions to Increase Competition: (FAR 6.303-2(b)(6) & (11))
A pre-solicitation notice will be publicized as required by FAR 5.2 to locate additional sources to offer on the brand name equipment. A smaller brand name only purchase of the same equipment was made in 2016 under contract H92239-16-P-0031. Two competitive offers were received from small businesses and an award was made to the lowest offeror.
The Military Freefall School will continue to review products as they come on the market and present recommended products to the agency for assessment. Any decision to introduce a new product will depend on its performance in a training environment as well as a budget that will support 100% replacement of current inventory.
