Evaluation: 1.2. FACTOR 1: TECHNICAL
CAPABILITIES (pg. 89) 1.2.1.1 : Subfactor
PI-1: Program of Instruction (POI)
Approach://////The proposal shall include documented success (student after action reviews, critiques, etc.) from the offeror's proposed Program of Instruction.//////// Can you please clarify that this statement addresses the requirement to include as a part of the
POI/syllabus an opportunity for students to conduct AAR’s or critiques following each course and not that the offeror must include in this proposal AAR’s from previous MPC courses, which would mean only the incumbent can submit?
Solicitation, FAR 52.212-2, paragraph 1.2.1.1.

(student after action reviews, critiques, commercial success, etc.) of the offeror's proposed

Technical Capabilities: 15.1 Executive
Summary: The Executive Summary shall include a declaration statement that acknowledges and accepts, without exceptions, all Performance Work Statement
(PWS) requirements. However on page 77
Addendum to 52.212-1 paragraph 2; it states
“In no case shall words like “we will comply with the requirements of the contract,” or equivalent statements, be acceptable to meet the requirements of this RFP” does this exclude the statement “we will accept all PWS requirements”?
Solicitation, Addendum FAR
52.212-1, paragraph 2 and
15.1.;
The Executive Summary is a concise summary of the offerors proposed approach to the Multi-Purpose Canine and Handler
Training Support and is part of the instructions to all offerors. This section also allows an offeror to take any exceptions to the
PWS, but this section does NOT explain how an offeror will MEET the requirements of the
RFP.
The Government clearly states that "In no case shall words like “we will comply with the requirements of the contract,” or equivalent statements, be acceptable to meet the requirements of this RFP."
