The below questions and answers are provided and incorporated into
Solicitation: H92239-11-T-0026;
1) Does SOCOM require title, tags or insurance for the vehicles while in their possession?
NO, but the contractor must take into consideration the vehicles will be used for tactical and evasive training scenario’s for a 12 day period. The level of driving intensity at high speeds in off road conditions are likely, and risk of damages are equally high. All vehicles will be damaged with simunitions not ball ammunition. Therefore it is recommended that the contractor account for such damages in their quotes. Also other damages maybe encountered resulting from such a training scenario. It is expected that the contractor account for this risk in their proposal before contract award.
2) Does SOCOM require any type of lease agreement for the specific vehicles other than the execution of this contract?
NO
3) Item 0003 Toyota Van refers to a Toyota Minivan such as the Previa, Sienna or equivalent, as opposed to a full-sized passenger or cargo van (since the requirement is for late 1990s and the Toyota (full-size) Van went out of production in 1990). Please confirm.
This is correct statement
4) Items 0003-0006 do not indicate that the vehicles will sustain damage. Can you estimate expected wear and tear on the vehicles (e.g. approximate number of miles to be driven, likely mechanical or body damage that may occur)?
Approximately 200 miles drive, tires will sustain the majority of damages due to aggressive driving, quarter panels and fenders will likely sustain damage due to aggressive driving.
5) Do the spare tires have to be full-size spares or temporary spares that are issued standard with vehicles since the late 1990s.
All spare tires need to be full sized spares not the donut spare tires.
6) Page 10 of 26 makes reference to Options; however, no optional CLINs or optional PoP was identified in the RFP. Please confirm Items 0001-0006 for a 12-day period of performance is the base requirement with no options.
There will be no options on this contract.
7) ) The solicitation indicates the vehicles shall be late 1990s models. Is it possible to provide newer (but not older) vehicles, or is the exact age range (1995-1999) a specific requirement necessary for the training exercise?
The vehicle types listed in the solicitation (CLINs) are what is needed for this training. The model year (1990) is hereby removed. The types of vehicles that are listed in the CLIN items or an equivalent vehicle requirements must be met.
1. Please confirm whether all of the leased vehicles will be shot at using 9mm ammunition. If not all of the vehicles then please indicate which vehicles will not be damaged by gunfire.
All will be damaged with simunition not ball ammunition.
2. For such a project we would normally provide real Toyota HiLux vehicles. However as the lease period is quite short we understand that you will accept equivalent vehicles. Presumably this means we can provide any compact double cab pickups? Is this correct?
Need Toyota HiLux like vehicles that are very similar; no ford rangers, chevy p/u's and like.
Finally, you have mentioned that each vehicle should have two spare wheels and jacks, etc. Can you confirm that full-size spares are needed and do you anticipate that the tires will be damaged by gunfire?
3. Full size spare tires are required IOT conducts realistic training. Tires will not be damaged from gunfire but may be damaged by realistic training.
