Small Business Innovation Research (SBIR) & Small Business Technology Transfer (STTR)
Program Support
1. Introduction
1.1 Mission
1.1.1 The SBIR and STTR programs are United States Government programs administered by the Small Business Administration (SBA). The Department of Defense (DoD) participates in this program and budgets more than $1 billion in research funds annually. The United States Special Operations Command (SOCOM) SBIR program is a component of the DoD SBIR program's overall mission to leverage small business technology innovation for the Warfighter. The USSOCOM SBIR program is focused on providing funding for the development of advanced technology that provides increased capability for the SOF Warfighter.
1.1.2 In conjunction with the SBIR program, Congress established the STTR program. The STTR program is similar in structure to SBIR and funds cooperative research and development projects with small businesses in partnership with not-for-profit research institutions (such as universities) to move research to the marketplace.
1.1.3 The USSOCOM SBIR/STTR Program Office supports the DoD SBIR and STTR programs by implementing SBA and DoD policy and participating in an annual DoD SBIR topic solicitation.
USSOCOM awards approximately $12 million in research funds annually through the SBIR program.
1.2 Scope
This contract supports the USSOCOM SBIR/STTR Program Office and requires the special skills needed to support each aspect of the program. Aspects of the support to be provided include providing SBIR/STTR program subject matter expertise, performing outreach, providing customer support, administering a SBIR public website, and the development, administration, maintenance, and upgrade of a web based SBIR proposal evaluation application.

The contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may take other remedies as he or she deems necessary, including prohibiting the contractor from participation in subsequent contracted requirements which may be affected by the OCI.

(b) The prohibition in (a) of this clause does not preclude the Contractor from asserting rights that are otherwise authorized by law or regulation.
