SUMMARY OF CHANGES

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

QUESTIONS AND ANSWERS

Q1.a. Is there an incumbent for this effort?

A1.a. Yes

Q1.b. If so, are they eligible to compete for this effort?

A1.b. All interested vendors that are Women Owned Small Business concerns are eligible to compete for this effort.

Q2. What is the current level of effort supporting this requirement? Since this is LPTA, without more quantification, the incumbent has an advantage.

Q3. What constitutes "normal east coast business hours? Please clarify.

A3. 8:00 AM to 5:00 PM Eastern Time

Q4.a. Is there an existing web site?

A4.a. Yes

Q4.b. If so, does it belong to the government or the current contractor? If it belongs to the government and can be taken over, the prices would be vastly different for modifications/upgrades. Please clarify.

A4.b. The existing website will be transferred to the successful offeror.

Q5.a. Is there any existing proposal evaluation application?

A5.a. Yes

Q5.b. If so, does it belong to the government or the current contractor ? If it belongs to the government and can be upgraded, prices are vastly different for modifications/upgrades.

Please clarify.

A5.b. The existing proposal evaluation application does not belong to the government.

Q6. Who is the current incumbent for this effort? What is the incumbent contract number?

A6. The incumbent is Dawnbreaker, Inc. The applicable contract number is H92222-10-F-

Q7. Will the government provide the current level of effort (Full Time Equivalents) in order to help determine a baseline for support for this contract?

A7. The requirements in this solicitation are not the same as the requirements in the expiring contract. As such, each offeror will have to determine the level of effort required to support this solicitation.

Q8. CLIN ITEM Number 0002, 1001, 2001, and 3001 require a FFP quote including travel to, “Two of the conferences are typically held in the metro Washington, D.C. area and Tampa, FL.

The location of the third will be determined at a later date but will be a CONUS location.” Since the solicitation does not specify the exact dates, durations, and all destinations for the travel, please provide a plug number for such costs so that bidders may provide a fair and equitable price proposal.

A8. A plug number will not be provided for travel since travel will NOT be a separate CLIN on the contract. Paragraph 2.6 of Section C identifies the number of personnel, the length of the conferences and two travel days per conference. Determining/Estimating the travel costs to/from the third location to be included in the fixed price will have to be accomplished by the offerors based on their location, knowledge of this program, and their business practices.

Q9. Responders are to document their price for the transition period. While the transition shall begin within seven days of award, and be complete by 1 April 2016, can the government provide an estimated date of contract award so this CLIN can be properly priced?

A9. The estimated date of contract award is 1 Feb 2016.

Q10. While work performance will be performed at contractor facilities, does the government require regular visits to USSOCOM offices in Tampa, Florida to support PWS execution (such as outreach, coordination with USSOCOM Components and Theatre Special Operations Command, as well as external agencies)? If yes, on average, how often will personnel be required to support at USSOCOM facilities?

A10. No regular visits to USSOCOM offices in Tampa, FL is required.

A11. Offerors are expected to provide SMEs that are the best candidates to support the requirements of this solicitation in accordance with Section C, paragraph 4.1.

Q12. In section 4.2.6.3, contractors shall purchase and transport brochures/pamphlets to conferences at USSOCOM. Will the government please provide the different types of brochures/pamphlets (i.e. 5 different 8/5x11 brochures, 1 postcard size brochure, and 3 tri-folds, and 1 8-page pamphlet), and historical quantities (average 2000 of each brochure, 500 postcards, 500 each tri-folds, and 1000 pamphlets) of each in order to develop accurate costs associated with this task?

A12. Section C has been revised. See paragraph 4.2.6.3

A13. In the past, small containers of mints have been procured as give-aways.. However, due to current supply levels and other procurement methods available, if necessary, no other items are required under this solicitation.

Q14. Section 4.2.7 refers to purchasing and securing two national SBIR conferences and the Special Operations Forces Industry Conference (SOFIC) annually (to include booth space and rental). The 2016 National SBIR/STTR conference is scheduled for May 23-25, and 2016 SOFIC is scheduled for May 23-26. These two events are scheduled the same week. As the contract requires two SMEs attend each event, along with booth display and printed material, this will require a total of 4 SMEs, two booths, and associated shipping of material for both of these conferences. Please confirm attendance is required at both conferences.

A14. Due to the scheduling conflict the support personnel will be split between the two conferences. Only one booth set-up will be required to be shipped. SOFIC does not charge a fee for the SBIR booth/space.

Q15. Booth space at the annual USSOCOM SOFIC conference is often scheduled and sold out well in advance of the conference. Please confirm USSOCOM has secured booth space (either reserved or purchased the space) for the 2016 conference, as it may be difficult to obtain a booth so close to the event after contract award. With the National SBIR/STTR conference schedule so close to contract award, please confirm the government has USSOCOM has secured booth space (either reserved or purchased the space) for the 2016 conference, as it may be difficult to obtain a booth after the contract has been issued. If applicable, please confirm any conference booth space contracts and insurance purchased by the incumbent will convey to new prime contractor.

Please provide size and weight specifications for the SBIR booth display in order to determine approximate shipping costs associated with the items. Will the government please clarify if the bidder will be responsible for maintenance and purchase of new booth display(s) if needed during contract execution.

A15. SOFIC does not have a booth fee for government booths. The USSOCOM SBIR Program secures the booth space and will convey this information to the USSOCOM SBIR Support Contractor. A booth space is already reserved for SOFIC. The Contractor is responsible for making arrangements to ship the Government furnished booth display from where it is maintained at the Contractor's facility to any conference and back; any shipping cost and insurance, etc., is the responsibility of the Contractor. There is no transferable insurance between contractors. For the National SBIR Conference, the USSOCOM Support Contractor makes the booth arrangements with the Conference Organizers and is responsible for the cost of the booth area and cost of shipping of the booth display, as well as any insurance involved. The current booth display is aluminum framing with 3 narrow roll-up displays that fit within a 10 ft.

If yes, will the government provide this information to ensure successful transition of hosting and management upon contract award?

A18. The URL http://builtwith.com/ussocomsbir.com will provide the technology profile for the www.ussocomsbir.com site.

For example, Evaluators need to be able to download and save proposals, upload comments into the site, report evaluations within the Evaluation Application, etc.

A28. Evaluators shall also be able to click on a proposal number, link to the proposal, print the proposal if required/desired, and type in and save comments in the application. Paragraph 4.6.5 has been revised.

Q29. In regards to Section 4.6.6, are there any specific safeguard requirements USSOCOM requires for this Evaluation Application (such as SSL Certificates, CAC approved log in, etc.)?

Please confirm which timeframe is correct.

A31. Both timeframes are correct. Transition shall begin within 7 days of contract award as described in CLIN 0001 and contact with the incumbent contractor shall be made within 14 days of contract award.
