2.1 BACKGROUND

The Air Force Special Operation Command (AFSOC) is responsible for training United States Air Force (USAF) Tactical Air Control Parties (TACP). TACPs are teams of specially trained Airmen with the ability to call and direct close air support and other offensive operations from a forward position. These TACPs go through extensive and rigorous training to gain the Joint Terminal Attack Controller (JTAC) certification. The need for these highly skilled Airmen has increased greatly, and with the reduction of live flying time and live training exercises, AFSOC requires additional resources to assist in training.

A key device that is used in JTAC training is the Joint Terminal Control Training Rehearsal System (JTC TRS). This training device is a high-fidelity, partially immersive simulator which is designed to support TACP and combat controller squadron level continuation, qualification, and mission rehearsal training. The JTC TRS represents a reduced footprint trainer that encompasses high fidelity visual displays, geo-specific visual databases, equipment emulators, and associated hardware and software.

In an effort to certify additional JTACs, six AFSOC locations will be receiving new JTC TRS training devices in early Fiscal Year (FY) 2018. Due to high congressional interest and a congressional addition of funding, these devices are being delivered earlier than expected. The early delivery of this equipment will not afford enough time for military construction to build permanent shelters until FY 2021. As a result, a medium-term solution is required to effectively house and operate the incoming JTC TRS devices.

The Air Force Life Cycle Management Center Simulators Program Office (AFLCMC/WNS) is responsible for ensuring that the six AFSOC locations scheduled to receive training devices have relocatable simulator shelters in which to house and operate the JTC TRS for up to five years until military construction (MILCON) is complete.

2.1.1 PURPOSE

The purpose of this contract is to provide AFLCMC/WNS and AFSOC with a total of six Relocatable Simulator Shelters (RSS) for the housing of new JTC TRS training devices. The RSSs must be delivered at the rate of one per month between October 2017 and March 2018. These six RSSs will be delivered to four locations within the Continental United States (CONUS) and two locations Outside the Continental United States (OCONUS). The purpose of this contract is to have all RSSs delivered and installed so that AFSOC can accept delivery of the newly purchased JTC TRS training devices provided by QuantaDyn Corporation beginning in March 2018.

This contract will provide commercially available RSSs at each location to include delivery, setup, and warranties.

These RSSs must last a minimum of 5 years to allow completion of funded MILCON. These RSSs will allow AFSOC to safely and effectively maintain JTAC certifications.

2.1.2 AGENCY MISSION

The AFLCMC/WNS is the lead organization supported by this contract. This contract also provides support to AFSOC as the end user of the RSSs.

The AFLCMC/WNS is one of six centers reporting to the Air Force Materiel Command. Led by a 3-Star General Officer, Lt Gen John F. Thompson, AFLCMC/WNS is charged with life cycle management of Air Force weapon systems from their inception to retirement.

The AFLCMC/WNS mission is to “Acquire and Support War-Winning Capabilities.” Adherence to AFLCMC/WNS guiding principles enables AFLCMC/WNS personnel to meet their goal to “Deliver to Commitments,” through:

a. Speed with Discipline

b. Trust and Confidence

c. Unity of Purpose AFLCMC/WNS provides holistic management of weapon systems across their life cycle and simplifies/consolidates staff functions and processes to curtail redundancy and enhance efficiency. AFLCMC/WNS’s operating structure provides an integrated framework for decision making and process optimization across the weapon system life cycle.

AFSOC’s mission is to “Provide our Nation’s specialized airpower, capable across the spectrum of conflict… Any Place, Any Time, Anywhere.” AFSOC ensures readiness to execute global special operations today, works to transform the force and fleet to maintain relevance tomorrow, and invests in the resiliency of the force family and relationships.

2.2 SCOPE

The scope of this contract includes the procurement of the RSSs, delivery of site-specific engineering requirement documents to the Government, coordination with the Federal Systems Integration and Management Center (FEDSIM) Contracting Officer’s Representative (COR) to establish delivery location Points of Contact (POC), shipping to final delivery locations, and installation and configuration of the RSSs. With the exception of items under warranty, described in Section 2.5.1.1, post-delivery maintenance and sustainment will be performed by AFSOC. The contractor shall be responsible for providing an acceptable RSS solution and correcting any defects for items under warranty. The contractor is not responsible for the delivery, functionality, or any part of the JTC TRS training devices. The JTC TRS training devices and their installation are the responsibility of the JTC TRS Program Office.

2.3 CURRENT OPERATING ENVIRONMENT AND CONSTRAINTS

AFLCMC/WNS, Air Combat Command, and AFSOC have contracted with QuantaDyn Corporation to produce JTC TRS training devices for CONUS and OCONUS locations. The RSS solution provided must be in place at least 60 days prior to delivery of the QuantaDyn JTC TRS devices that will be delivered beginning in March 2018. If the contractor can only deliver and install one RSS per month, then the first device would have to be in place by October 2017, then one per month thereafter.

2.4 OBJECTIVE

The objective of this contract is to effectively equip AFLCMC/WNS and AFSOC with six Commercial Off-the-Shelf (COTS) RSSs capable of providing a safe and effective environment for JTC TRS training devices.

7.1 ORGANIZATIONAL CONFLICT OF INTEREST AND NON-DISCLOSURE REQUIREMENTS

7.1.1 ORGANIZATIONAL CONFLICT OF INTEREST (OCI)

a. If a contractor has performed or is currently performing work or anticipates performing work that creates or represents an actual or potential organizational conflict of interest (OCI), the contractor shall immediately disclose this actual or potential OCI to the FEDSIM CO in accordance with FAR Subpart 9.5. The nature of the OCI may involve the prime contractor, subcontractors of any tier, or teaming partners.

b. The contractor is required to complete and sign an OCI Statement (see Section J, Attachment O). The contractor must represent either that (1) It is not aware of any facts which create any actual or potential OCI relating to the award of this contract, or (2) It has included information in its proposal, providing all current information bearing on the existence of any actual or potential OCI and has included a mitigation plan in accordance with paragraph (c) below.

c. If a contractor with an actual or potential OCI believes the conflict can be avoided, neutralized, or mitigated, the contractor shall submit a mitigation plan to the Government for review.

d. In addition to the mitigation plan, the FEDSIM CO may require further information from the contractor. The FEDSIM CO will use all information submitted by the contractor, and any other relevant information known to GSA, to determine whether an award to the contractor may take place, and whether the mitigation plan adequately avoids, neutralizes, or mitigates the OCI.

e. If any such conflict of interest is found to exist, the FEDSIM CO may determine that the conflict cannot be avoided, neutralized, mitigated or otherwise resolved to the satisfaction of the Government and the contractor may be found ineligible for award. Alternatively, the FEDSIM CO may determine that it is otherwise in the best interest of the United States to contract with the contractor and include the appropriate provisions to avoid neutralize, mitigate, or waive such conflict in the contract awarded.

7.1.2 NON-DISCLOSURE REQUIREMENTS

If the contractor acts on behalf of, or provides advice with respect to any phase of an agency procurement, as defined in FAR 3.104-4, then the contractor shall execute and submit a Corporate Non-Disclosure Agreement (NDA) Form (Section 9, Attachment B) and ensure that all its personnel (to include subcontractors, teaming partners, and consultants) who will be personally and substantially involved in the performance of the contract:

c. Are instructed in FAR Part 9 for third-party disclosures when acting in an advisory capacity.

All proposed replacement contractor personnel also must be listed on a signed Addendum to Corporate NDA and be instructed in the requirements of FAR 3.104. Any information provided by contractors in the performance of this contract or obtained by the Government is only to be used in the performance of the contract. The contractor shall put in place appropriate procedures for the protection of such information and shall be liable to the Government for any misuse or unauthorized disclosure of such information by its personnel, as defined above.

7.2 SECURITY CLEARANCES

11.2 GENERAL INSTRUCTIONS

a. The offeror shall furnish the information required by this solicitation. A Standard Form (SF) 1449 – Solicitation/Contract/Order for Commercial Items, completed and signed by the offeror in Block 14, constitutes the offeror’s acceptance of the terms and conditions of the proposed contract.
