About this file

This is a Fee Schedule and Rules document for the Golden State Fiber Network, administered by the Golden State Connect Authority (GSCA), establishing pricing and operational guidelines for service providers and customers accessing the GSF network infrastructure effective January 1, 2026. The document outlines capacity types, pricing structures, and terms applicable to residential and business tier service providers, as well as direct customer fees. Service providers pay initial setup fees of $5,000 (business) or $10,000 (residential) and monthly Network-to-Network Interface (NNI) usage fees ranging from $2,000 to $20,000+ depending on bandwidth tier and capacity. Residential wholesale capacity is offered at transport rates from $27 to $60 monthly with optional GSF Internet Transit add-ons; business tier service providers receive capacity options including Small Business asymmetrical plans, Enterprise symmetrical plans, and TLS ports with designated terms of 1, 2, 3, or 5 years. Installation and setup fees for business tier customers are quoted case-by-case, while residential customers pay no installation charge for standard ONT installation or $500 for outdoor ONT installation where requested. The document specifies maximum rate commitments that service providers must offer to end customers, including 100 Mbps symmetrical service at $30/month maximum, 250 Mbps at $37/month, 1 Gbps at $55/month, and up to 10 Gbps at $210/month.

Service provider business tier capacity pricing varies based on fiber location (in-building or parade route) and designated term length, with equipment installation fees ranging from $0 to $600 and monthly recurring charges scaling from $90 to $1,591 depending on speed tier and contract term. The fee schedule includes provisions for MACDs (Move, Add, Change, Disconnect), additional VLANs at $25 monthly, Dark Fiber IRU capacity on a case-by-case basis with 5, 10, or 20-year terms, and voice-optimized VLAN options at $50 monthly for PRI replacement or $4 per line for per-line billing. Business cancellation and termination charges apply liquidated damages equal to 100% of remaining monthly recurring charges for months 1-12 and 50% for months 13 through the end of the designated term; however, revenue replacement options allow service providers to avoid liquidated damages by placing equivalent new orders on 36-month terms or longer. Additional fees include maintenance and repair services at $75/hour, truck rolls for callback issues, and suspension charges that continue billing without service usage until formal disconnection. The GSCA Executive Director retains discretionary authority to waive or defer fees serving public purposes, and participating state and local entities qualify for special capacity provisions at $80/month for 250/250 Mbps service with a 1 terabyte transfer limit under MOU agreements.

· NNI pricing is for Service Provider aggregation/handoff. The Service Provider must also purchase some other Capacity Type (business and/or residential) at all remote locations.

· GSF may provide additional physical NNI connections at no charge for redundancy. Aggregate usage of all NNIs will be used in determining NNI Usage.

· Service Providers are responsible for all interconnect and/or cross connect fees if located at facility where they are required.

· Physical Interface is not rate-limited and bursting to full port capacity is allowed.

· NNI Usage Tier is based on 95% percentile utilization tier and is automatically adjusted based on utilization.

· Alternative pricing structure with no NNI Usage Fee and a 10% surcharge on transport Capacity Type pricing is also available.

MACD’s (Move Add Change Disconnect) A signed MACD must be submitted a minimum of 3 business days prior to completion. Relocation requests may require additional time for execution.

Fee Waiver or Deferral The GSCA Executive Director may, in their sole discretion, waive or defer all or part of any fee or charge set forth in this Fee Schedule upon making a written finding that the waiver or deferral serves the public purposes of Golden State Connect Authority.

II. Residential Wholesale Capacity Types

1. Residential Capacity Types will be provided only for points of service delivery that are residential premises, as determined by applicable zoning, unless otherwise approved by the GSCA Executive Director or designee.

2. Residential Capacity Types are generally considered unlimited and are not monitored. However, if a negative impact to the network is observed to be caused by excessive throughput by a single subscriber, then the Service Provider and/or end-subscriber may be warned that the capacity usage appears to be excessive. If that subscriber is determined to be utilizing the capacity for prohibited purposes, then that subscriber’s usage may be suspended or canceled.

3. Prohibited use of Residential capacity include the following:

a. Commercial server or VM hosting services

b. Reselling or redistribution of wireless or wired internet service provider services to other subscribers

c. Hosting of commercial video streaming services

d. Commercial VPN hosting services

4. A transport fee for the use of GSF’s network to provide Service Provider services to the address is required for all residential subscribers; GSF Internet transit is optional

5. All residential capacity remains active and will be billed until a cancelation order has been received through CRM.

6. For the “Up to 10 Gbps” plan, speeds up to 10 Gbps are permitted, though actual speeds may vary at times based on shared network utilization among a small cohort of users.

Suspends

If a Service Provider or GSF requests a suspension for any reason, transport for that customer will continue to be charged. While usage will be interrupted for the requested customer, billing continues. Billing will cease when a disconnect order is processed. Service Providers are responsible for requesting suspends, unsuspends, or disconnects relating to their customers.

Vacation Holds

GSF does not currently have a vacation hold available. The customer’s usage can either be suspended or disconnected by modify order.

III. Service Providers: Residential Customers Additional Fees If GSF needs to correct, repair, or service a residential customer where the Service Provider has either changed or failed to respond, GSF will dispatch and charge based on the GSF repair form.

IV. Common Interest Developments (CID) and Multi-Dwelling Units (MDU)

Open-access CID

GSF may provide a discounted bulk rate for the GSF infrastructure fee for all members of a CID association (rate negotiated on case-by-case basis). CID members may then purchase services similar to traditional residential addresses from their choice of provider, but without an infrastructure fee (other than the one paid via the CID association). Typical residential rates apply.

Bulk MDU Service-to-the-unit GSF builds and maintains Fiber infrastructure throughout the MDU with traditional ONT in each unit. Per-unit pricing is determined for the Service Provider on an individual case basis per MDU complex and varies based on the type of MDU, build costs, method of deployment, and services provided.

Bulk MDU Single-handoff

GSF provides a single Enterprise Capacity Type with single handoff to Service Provider. Service Provider builds and maintains infrastructure throughout MDU complex to subdivide and resell capacity. This option is not available in all areas, and is subject to all applicable provisions of federal, state, and local law regarding tenant choice and bulk billing. Service Provider is responsible for all on- premises wiring, equipment, etc. beyond the GSF demarcation. This option may not be marketed by Service Providers as having any involvement with GSF.

MDU Uplifts Depending on deployment model, individual customers may be able to purchase individual residential connections up to 1 Gbps outside of the bulk agreement. Video uplifts may be available, but only by GSF discretion/capability (GSF will not truck roll on video related uplifts).

V. Service Providers: Business Tier Wholesale Capacity Types

1. Businesses are a commercial (non-residential) customer of the Service Provider with a single point of service delivery.[footnoteRef:2] Business Tier customers receive additional benefits not available to residential customers, as set forth below. [2: All customers of a Service Provider with a point of service delivery that is not a residential premises must automatically be enrolled as a Business Tier customer unless otherwise approved by the GSCA Executive Director or designee. ]

2. Business Tier circuits receive a higher priority of GSF network capacity usage.

3. Enterprise Capacity Types receive the highest level of GSF network capacity priority and unlimited use. Sites are monitored 24/7 and response time is 4 hours (see SLA for more details).

4. Capacity is for the use of a single business only. Capacity may not be subdivided or resold unless authorized in advance by GSF.

5. Business Tier circuits include one VLAN and may be configured for QinQ support (Enterprise only).

6. If third-party property access or conduit lease fees apply to business location, the actual cost of these fees will be added to GSF wholesale pricing.

Business Tier Service Provider Transport

· All pricing is based on designated initial term.

· Alternative terms are quoted on a case-by-case basis.

· At conclusion of designated initial term, Capacity Type purchases automatically renew to a monthly basis at the previously contracted rate and are only eligible for new pricing if a new designated term is agreed upon.

TLS port (Business Tier Transparent LAN Capacity)

1. Includes one VLAN.

2. All TLS ports must be for the same business entity.

3. GSF will rate limit each TLS location based on the contracted transport rate of the primary location.

Business Tier TLS Additional Fees & Costs

TLS Capacity – Additional VLAN per end customer group (monthly) Provisioned on the same physical port as Enterprise connection $25.00

GSF Internet Transit for Businesses

Service Providers have the option of adding GSF Internet Transit capacity to Enterprise transport Capacity Types. The cost to add GSF Internet Transit capacity is 30% of the applicable Enterprise monthly Capacity Type rates. GSF Internet Transit capacity includes 1 public IPv4 address (static or dynamic) per location and requires a customer or Service Provider provided router at each location.

Additional IP addresses or other usage features are available on a case-by-case basis.

Additional IP Address (MRC)
$10.00

Dark Fiber IRU

· Dark Fiber IRU capacity is priced on a case-by-case basis

· Pricing is based on the length, strand quantity, and availability of Fiber strands along the requested route

· Dark Fiber IRU capacity is only available on specific GSF routes

· Designated Terms of 5yr, 10yr, and 20yr are available

VI. Service Provider Business Tier Wholesale Capacity Type Terms and Pricing

Business Cancellation and Termination Charges Service Provider may cancel an Order (or portion thereof) for a business customer’s Capacity Type prior to the delivery of a Connection Notice upon written notice to GSF identifying the affected Order and Capacity Type. If Service Provider does so, Service Provider will pay GSF a cancellation charge equal to the sum of: (1) for “off-net” Capacity Types, third party termination charges for the cancelled Capacity Type; (2) for “on-net” Capacity Types, one month’s monthly recurring charges for the cancelled Capacity Type; (3) the non-recurring charges for the cancelled Capacity Type; and (4) GSF’s out-of-pocket costs (if any) incurred in constructing facilities necessary for Capacity Type delivery.

Service Provider may terminate a specified business customer’s Capacity Type after the delivery of a Connection Notice upon 30 days’ written notice to GSF. If Service Provider does so, or if Capacity Type is terminated by GSF as the result of the Service Provider’s or the business customer’s default, Service Provider will pay GSF a termination charge equal to the sum of: (1) all unpaid amounts for the Capacity Type(s) actually provided; (2) liquidated damages in an amount equal to the sum of 100% of the remaining monthly recurring charges for months 1-12 of the Designated Term and 50% of the remaining monthly recurring charges for month 13 through the end of the Designated Term; and (3) if not recovered by the foregoing, any termination liability payable to third parties resulting from the termination and any out-of-pocket costs of construction to the extent such construction was undertaken to provide a requested Capacity Type.

Revenue Replacement

Revenue replacement is available to Service Providers as a way to avoid liquidated damages when additional orders are submitted that are mutually beneficial to both GSF and Service Provider are submitted.

· Service Provider may request to cancel the remaining designated term of an order by placing a new order and applying 100% of the total MRC over the designated term of the new Capacity Type to replace the outstanding amount of the terminated order without paying liquidated damages for the terminated order.

· Only orders utilizing standard pricing may be applied as revenue replacement. Any discounted NRC (including financed construction costs), or discounted MRC pricing for the MRC may not be used towards revenue replacement.

· Only new orders for 36 month designated terms or longer may be considered for use for revenue replacement.

· New orders used for revenue replacement must be for new businesses to the GSF network, not renewals.

· Orders that originate from GSF via a lead or proxy sale are not eligible.

· Any NRC discounted order is not eligible for revenue replacement

· Approval of revenue replacement may be denied by GSF for any or no reason.
