ADVANCE NOTICE TO ALL

INTERESTED INDUSTRY PARTNERS

This is an advance notice that the General Services Administration (GSA), Federal Acquisition Service (FAS), Federal Systems Integration and Management Center (FEDSIM) intends to issue a Request for Proposals (RFP) in

September 2015. The RFP will result in multiple award Indefinite Delivery/Indefinite Quantity (MA IDIQ) contracts to support the United States Cyber Command (USCYBERCOM) and the Cyber Mission Force (CMF).

The purpose of the MA IDIQ is to support USCYBERCOM and CMF in directing the operations and defense of the

Department of Defense Information Network (DODIN) and conducting full-spectrum military cyberspace operations to ensure the United States (US) freedom of action in cyberspace. The Government estimates the total value of this effort to be approximately $460 million with a 5-year performance period.

The potential requirements to be consolidated in this MA IDIQ will consist of the following:

1. Task Order: HC1028-08-D-2015 0034;Contractor: Booz Allen Hamilton (Large Business)

2. Task Order: FA4600-08-D-9005 0018;Contractor: CACI Inc. (Large Business)

3. Task Order: W91260-09-D-0003;Contractor: COLSA (Large Business)

4. Task Order: FA4600-08-D-9003;Contractor: Exelis (Large Business)

5. Task Order: HC1028-08-D-2023 VC33;Contractor: Northrop Grumman (Large Business)

Due Diligence Sessions: The Government will conduct Due Diligence sessions during the week of August 17 through August 21 at MITRE Corporation (300 Sentinel Drive (National Business Park) Suite 600 Annapolis

Junction, MD 20701). The purpose of Due Diligence is to provide industry the opportunity to ask questions and provide feedback to aid the Government with market research concerning the USCYBERCOM/CMF requirement. Due Diligence will be a combination of both individual and group sessions between the

Government and interested Industry Partners. The “Draft” Labor Category Descriptions, RFP Sections C and H, and Task Order 1 Section C are attached to this notice in order to assist interested Industry Partners with participating in Due Diligence sessions. The Government anticipates releasing the “Draft” Evaluation Factors to accompany the aforementioned draft documents on Monday, August 10, 2015.

Industry Partners interested in signing up for Due Diligence shall fill out the attached Due Diligence Experience reference demonstrating experience in specific cyber related areas provided within the Due Diligence experience reference attachment. All requests must be submitted via e-mail to GSA FEDSIM Contract Specialist Brittney

Chappell (brittney.chappell@gsa.gov) and Contracting Officer Robert Wade (robert.wade@gsa.gov) no later than

11:00 AM ET on Wednesday, August 12, 2015. Date and time preferences will not be considered. In the e-mail, please include the following information: company name, Point of Contact (POC) name, POC e-mail address, POC phone number, and the completed Due Diligence Experience reference. Requests that do not include the completed Due Diligence Experience reference will not be considered. Upon receipt of all requests, the

Government will provide formal invitations with specific instructions at least 24 hours in advance of the scheduled Due Diligence session.
