DRAFT EVALUATION FACTORS

Interested Industry Partners are encouraged to review the following draft evaluation factors for the USCYBERCOM MA IDIQ RFP and provide questions, feedback, and suggestions to the

Government during their scheduled Due Diligence session.

Note: The Government anticipates awarding the first task order concurrently with the award of the IDIQ. As a result, the following draft evaluation factors support both the MA IDIQ and Task

Order 1.

Pass/Fail Elements:

The following will be evaluated on a Pass/Fail basis:

a. The Government will reject any proposal in which the offeror (prime contractor) does not clearly demonstrate it has access to SCIF

b. The Government will reject any proposal that does not provide a Section 508 Compliance

Statement

c. The Government will reject any proposal that does not provide confirmation that all applicable License Agreements will comply with the requirement of Section H.15

d. The Government will reject any proposal that does not provide a name for each Basic

Contract and Task Order 1 Key Person proposed at the proposal submission due date. A proposal that states, “To Be Determined” or TBD for a proposed Key Person, or omits a

Key Person, will be rejected by the Government

e. The Government will reject any proposal that does not provide a Letter of Commitment, signed by each proposed Basic Contract and Task Order 1 Key Person at the proposal submission due date

The Government has not determined an order of importance; however, the technical proposals may be based on the following factors:

Factor: Technical Approach:

- Technical approach to delivering high quality support services as defined in the

IDIQ RFP Section C.

- Technical approach to delivering Requirements Scenario (scenario to be provided at solicitation release).

- Technical Approach to Task Order 1 (Contractor-provided Service Level

Agreements, Risk Mitigation Plan, and Technical Approach topic presentation areas).

- Technical Approach to Surge Support Scenario for Task Order 1 (scenario to be provided at solicitation release).

Factor: Key Personnel & Staffing:

- Key Personnel as shown on the written Project Staffing Plan Table/Key

Personnel qualifications for Task Order 1 AND Basic IDIQ Contract Key

Personnel, as well as the information in the Staffing Plan/Key Personnel qualifications.

Factor: Past Performance:

- The Offeror shall request that their customer submit past performance information on the attached Past Performance Questionnaire (Attachment

#TBD) in demonstrating the ability to perform USCYBERCOM and the Cyber

Mission Force Support Services. Three Past Performance examples and one must be performed by the proposed prime contractor. If the prime is a CTA then one must be performed by the CTA.

Factor: Management Approach:

- Management approach to the Basic IDIQ contract to include approach to managing multiple task orders and multiple subcontractors.

- Approach to integrating the IDIQ Program Manager across Task Order(s).

- Approach to managing communication at the basic IDIQ contract and Task

Order(s) (internally, with subcontractors, and with Government)

- IDIQ responsiveness, recruitment and retention approach to include hiring and retention practices, hiring experts recognized in the field, ensuring qualified and cleared personnel will be available at time of TO award, minimizing personnel turnover, and ensuring a continuation of services during personnel absences due to sickness leave and voluntary/involuntary termination from employment such that impact to the government is minimized.

- Management of security considerations to include procedures for obtaining/maintaining appropriate company and personnel security clearances and safeguarding classified materials and controlled unclassified information

(handling, storage, and transmission), as well as, process for obtaining security clearances for personal at time of Task Order ward and throughout contract performance, including for short notice Task Orders.

- Management Approach to Task Order 1 to include management approach to

Surge Scenario.

- Quality Control Plan to Task Order 1.
