PRE-PROPOSAL CONFERENCE AGENDA

February 2, 2017

PROJECT TITLE: Chiller Replacement

MEETING LOCATION: National Building Museum

2. DESCRIBE PROJECT:

SCOPE OF WORK

Construction services are needed for the replacement of a chiller at the National Building Museum, located at 401 F Street NW, Washington, DC 20001. Contractor shall be responsible for professional quality, technical accuracy, project coordination, equipment installation, training, and all other ancillary items required to deliver and handover a complete and functional operating system to the Government.

PURPOSE:

The purpose of this Pre-Proposal Conference and Site Visit is to afford the prospective offerors the opportunity to review the site and prepare any questions or concerns you may have regarding the contract provisions and requirements for this project for formal submission.

In order to prevent unnecessary extension of the proposal due date, we request that any questions you may have during , as well as following this meeting must be submitted in writing by Wednesday, 2/8/17 by 2:00PM.

All questions should be directed to Haynes Thompson, Contracting Officer AND Briana Glover. Questions must be submitted in writing via email to haynes.thompson@gsa.gov, and briana.glover@gsa.gov. No oral statements made by a Government representative at this Pre-Proposal Meeting or during any portion of the Site Visit, nor any written record of such oral statements as may be made or furnished to the offeror will qualify or be deemed to have the effect of adding to, modifying, or otherwise varying from the written provisions of the Request for Proposal. In the event the discussion or questions raised during a Site Visit or Pre- Proposal Meeting indicate a need to modify the Request for Proposal, they must be submitted as stated above and an amendment to the solicitation will be issued. RFP.

3. SOLICITATION OVERVIEW:

a. Understand the requirements of the Solicitation!

b. NAICS Code: 238 – Specialty Trade Contractors/238220 Plumbing, Heating, and Air-Conditioning Contractors

c. Small Business Size Standard: $15M

d. Socioeconomic: Service Disabled Veteran Owned Small Business Set-aside (SDVOSB). Must comply with FAR 52.219-27

e. Limitations on subcontracting: The concern will perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees.

g. Availability of Funds: This solicitation did not warrant that funds are presently available for award of a contract.

h. Proposal Acceptance: Offerors must provide no less than 60 calendar days for government acceptance after the offer due date.

4. CONTRACTUAL PREVIEW:

a. CONTRACT TYPE: Firm Fixed Price.

b. WAGE AND FRINGE BENEFITS: Contractors are to pay wage and fringe benefits according to the Construction Wage Determination. The minimum wages and fringe benefits are set forth in the prevailing wage determination contained in the RFP.

c. PERIOD OF PERFORMANCE: As part of the Scope of Work, the project has a period of performance of 90 days from Notice to Proceed.

d. INSURANCE REQUIREMENTS: After contract award and before the contract start date, the contractor must furnish the Contract Specialist with a current Certificate of Insurance, listing the Government as an additional insured and meeting the requirements specified in this solicitation.

e. BONDS: The awardee will be required to furnish Performance and Payment bonds within 10 calendar days of award.

f. Normal Operating Hours: Refer to the SOW

g. Badging:

Background checks will be performed Contractors badges will be issued Security clearances for all contractors apply (HSPD-12) after award

h. REQUEST FOR SENSITIVE BUT UNCLASSIFIED DOCUMENTS: This solicitation includes Sensitive but Unclassified (SBU) building information. SBU documents provided under this RFP are intended for use by authorized users only. In support of this requirement, GSA requires offerors to exercise reasonable care when handling documents relating to SBU building information per the solicitation.

The contractor and all subcontractors agree that they will abide by this agreement and will only disseminate Sensitive But Unclassified (SBU) building information to other authorized users under the conditions set forth above.

5. PRICING PROPOSAL:

Your total price proposal will be composed of the price elements which will be reviewed for reasonableness. Lump sum prices are not acceptable. Each element of cost must have supporting documentation justifying and providing evidence for proposed costs. You must also be found responsible and submit all other required documentation.

Proposal must also delineate between subcontractor and prime contractor costs and all markups.

* Please remember to sign and date your proposal. An authorized representative of your firm must perform this function.

* Remember to acknowledge all amendments by completing blocks 19 of the SF 1442.

7. WALK THROUGH:

Participants are to stay together, look as much as you want. Verify with sponsors if and when pictures are appropriate. Deviations from these instructions may result in your removal from the site. There will be no other viewing opportunities of the site.
