PRE-PROPOSAL MEETING AND SITE VISIT

MEETING MINUTES

CHILLER REPLACEMENT PROJECT

NATIONAL BUILDING MUSEIUM

February 2, 2017

SOLICITATION #GS-11-P-17-DC-C-0003

1. Pre-proposal Meeting and Site Visit was held at the National Building Museum at 930

AM. The Sign-in sheet from this site visit is attached.

2. Mr. Haynes Thompson, Contracting Officer (CO), introduced key General Service

Administration representatives. The Contract Specialist (CS), Ms. Briana Glover (absent) and the Project Manager (PM), Mr. John Calloway. The CO & CS are the primary points of contact during the acquisition process.

3. The CO covered the agenda items to include:

a. Purpose of the pre-proposal and site visit meeting is to afford offerors the opportunity to view the site and develop questions.

b. All questions must be submitted in writing to the CO & CS by Wednesday, February 8, 2017 by 2:00PM local. No question or response, by any party during or after the site visit, other than through the means of written submission and a formal solicitation amendment, is considered binding.

c. Procurement is set-aside for Service Disabled Veteran Owned Small Businesses

(SDVOSB).

d. Effort falls under specialty NAICS code 238220. As a result, the prime contractor must perform 25% of the labor effort as required in FAR 52.219-27.

e. Proposal submission documents

f. This procurement is subject to availability of funds.

g. Construction Wage requirements apply.

h. Period of Performance is 90 days from Notice to Proceed (NTP).

i. Insurance and bonds must be provided by the awardee within 10 days of contract award.

j. Price Proposal must be itemized with division breakdown and detailed cost elements. This is to ensure proper evaluation for price fair and reasonableness and to ensure understanding of scope.

k. The RFP due date was announced to be February 24, 2017 by 2:00PM. During the site visit, the CO was informed that the solicitation document, paragraph I.H.

Receipt of Offers, indicated a February 23, 2017 submission due date which is in error. The submission date identified on the SF 1442 and on FBO of February 24, 2017 by 2:00PM EST is correct.

l. Proposals are to be submitted electronically via email to both the CO & CS.

4. The CO turned it over to PM for physical tour. GSA representatives and interested parties saw the basement, the existing chiller & infrastructure, freight elevator, hallways, access points, and the outside pit area which was located adjacent to the building. The site visit concluded after interested parties viewed the pit area.
