1 PROJECT DESCRIPTION

Project Name: Richland Courthouse and Federal Building Elevator Modernization Project Number: VWA00045 Region: 10

Building Name: Richland Courthouse and Federal Office Building (WA0063ZZ) Building Address: 825 Jadwin Ave, Richland, WA 99352

The Richland Federal Building was built in 1964 and is 370,175 square feet. It consists of 3 distinct, but inter-connected functions: the 4-level US Courthouse, the 8-level Federal Office Building and the 1-level [former] US Post Office. The Post Office portion of the building has been vacated, but will be backfilled by a new tenant very soon. All portions of the building are constructed of a steel frame with concrete on steel deck floors and roof and precast concrete exterior wall panels.

The five (four passenger and one freight) elevators are original, or have been updated, and have exceeded their useful life span. Replacement parts are becoming more scarce and breakdowns are becoming more frequent. Elevator 1 is currently out of order, leaving three functional passenger elevators for the building’s occupants and guests.

Concurrent, or nearly concurrent, to this project is another capital project concerning itself with the renovation of the outdated electrical backbone. The Elevator Modernization project Contractor is expected to work closely with the Electrical Renovation Contractor to ensure each schedule is not impacted and each project finishes successfully.

1.1. Project Goals and Objectives

The overall goal is to utilize a highly collaborative design build delivery approach for this project, with the outcome that the DB contractor will work closely with of all the stakeholders to deliver a project that meets the expectations and needs of all stakeholders and avoids any and all disruptions to the tenant’s operations and well being.

The Construction contractor shall provide a fully functional design and construction for the SOW

– renovation of the five elevators. The elevator renovation design shall provide the most modern and most relevant upgrades that will provide the GSA and its tenants with the highest degree possible of trouble free operation and maintenance for the next 20 years minimum within the defined scope and allocated budget.

The D-B team shall also provide all operations and maintenance effort for the five elevators from the notice to proceed with construction (AMEND 002) until substantial completion, as well as during the period of one year following substantial completion. This effort will consist of all daily operations related to newly installed systems, required maintenance of all elevator equipment.

owner’s review, codes and standards review, and constructability review.

1.8.5.1 Owner’s Review

The owner’s review ensures that established functional, aesthetic and spatial requirements of the project are satisfied, including but not limited to:

The design is responsive to GSA program goals, objectives and priorities.

The completed elevators can be efficiently operated and maintained.

The design adequately and efficiently accommodates the space program.

Commissioning design reviews are provided as indicated in GSA’s PBS Building

Commissioning Guide

The GSA review does not alleviate the Contractor from conducting its own QA review, nor does it relieve the Contractor from errors contained in documents reviewed by the GSA.

1.8.5.2 Codes and Standards Review

The codes and standards review ensures that the proposed design complies with applicable regulations, codes, and standards referenced in the standards and criteria documents listed above under performance objectives. Such reviews shall not be construed as relieving the Contractor of any code compliance responsibilities.

1.8.5.3 Constructability Review

Constructability of the project as designed is the sole responsibility of the Contractor. To ensure that the design can be constructed within schedule and budget and that the sequencing of construction is planned for optimum efficiency, the Contractor shall ensure that:

The level of design complexity is consistent with the project schedule and budget constraints.

Building systems are compatible and viable.

Site and building access, logistics, available storage and tenant occupancy requirements are accommodated.

Existing conditions are shown correctly and adequately.

Construction duration and phasing plans are reasonable and logical to ensure facility operations during construction period. .
