Text version

1. Solicitation paragraph L.2.3. Technical/Price Proposal Guidelines states “Technical proposals should be no more than sixty (60) pages, to include the minimum of three projects from the Offeror’s completed Experience/Past Performance Data sheet and the proposed Organization and Management” (page 125).

However, solicitation paragraph L.2.4 states “the number of pages for the technical proposal should be no more than forty (40) pages, to include the minimum of three projects from the Offeror's completed Experience/Past Performance Data sheet (Reference Data Sheet )(page 126).” Please clarify if technical proposal length is 40 or 60 pages.

A: See amendment 1.

2. Solicitation paragraph L.2.4 states “Attachment 6 shall be used to submit Experience or Past Performance information” (page 125). We cannot find an Attachment 6 provided. Is it the same as the reference document in Exhibit 4? If not, please provide.

A: Please use the Job Reference sheet found on page 109 of the solicitation to submit your information.

3. Exhibit 4 contains Form SF-LLL Disclosures of Lobbying Activities but this is not mentioned elsewhere. Is it required as part of the proposal? Please clarify.

A: No, Form SF-LLL is only required at contract award.

4. Solicitation paragraph C.38.22 Window washing equipment states that the contractor is responsible for maintaining equipment in accordance with Manufacture's recommendations; rails are to be inspected monthly and other equipment annually or before each use; maintenance and inspections shall conform to any local or state regulations. Does the technician inspecting the equipment require any additional certification? Are there any additional GSA regulations that apply here beyond the local and state regulations?

A: Please refer to California Title 8.

5. Is there currently a Service Request Manager on the contract or is this a new requirement?

A: The Service Request Manager is a new requirement.

6. It is our understanding that the buildings are going through major renovations requiring contractor support, such as to review as-builts, escort contractors, and isolate systems. Is this expected to continue?

A: There are no major ongoing or planned renovations at this time. Please see section C.17 for additional information regarding contractor support.

7. Is the requirement to raise and lower the flags a new requirement? Is there is a history as to how often it is raised or lowered to half mast, special occasions, memorial events, etc.?

A: The raising and lowering of the flags is a new requirement under the O&M contract. The contractor will be asked to lower and raise the flags as determined by the Department of Homeland Security’s Flag Action Notifications or the GSA Property Manager.

8. The Price Schedule in SF 1449 and in Section B.7 differ in a significant way. Both SF 1449 and B.7 have separate items for O&M Services for both the Sansome and Battery Street Buildings, and separate items for VTE services for those same buildings. However, B.7 has an addition line item for “Service Request and Administrative Support.” Clearly this refers to the services described in C.8.4. However, there is no separate line item for these services on SF 1449. In order for SF 1449 to be complete, Service Request and Administrative Support will have to be included under O&M services. This will mean that the prices for the O&M Service lines will be different on SF 1449 and B.7. Or does the Government want the Service Request and Administrative Support included in O&M Services on B.7 and also broken out separately? Please clarify.

A: Please see revised B.7. PRICE SCHEDULE on Page 11 & 12.

9. Price Schedule B.7 asks for a unit price for items 1001, 1002, 2001, 4001, and 4002. Is the unit price just for the base period, or does it have to be the same unit price for all periods? Please clarify.

A: Please see revised B.7. PRICE SCHEDULE on Page 11 & 12.

10. The second page of B.7 includes spaces for prices for the fifth, sixth, seventh, eighth, and ninth options. However, SF 1449 only includes spaces for prices though Option Four. Please clarify length of contract.

A: Please see revised B.7. PRICE SCHEDULE on Page 11 & 12.
