Administrative and Technical Support Services Solicitation #GS-08-P-16-JE-D-7000

Question #1: We are currently reviewing the GSA Region 8 Solicitation and cannot locate the

Labor Categories under Attachment B. We are just seeing the Attachment B Title Page. Please advise.

Answer #1: The Attachment “B” Labor Categories are attached.

Question #2: Does the Combined Synopsis/Solicitation under solicitation number

GS08P16JED7000 contain requirements similar to a current contract? If possible, please provide the current contract number. Or, is this a new requirement for the government?

Answer #2: The current contract number is GS-08P-10-JB-D-0006. This is not a new requirement for General Services Administration (GSA).

Question #3: I would like to confirm the Proposals due date for this requirement. The

Solicitation Cover Page states that Proposals are due no later than January 6, 2016. SF1449 is showing Proposals due date as January 11, 2016. Please let me know which is the correct

Proposals due date.

Answer #3: The due date is January 6, 2016.

Question #4: It is our understanding that both the Letter of Eligibility and listing in the VetBiz

Registration can only be obtained by being a “VA Verified SDVOSB.” Currently, the VA and

FAA are the only Federal agencies that require companies to be VA Verified SDVOSBs for their

SDVOSB set aside opportunities. We are not aware of any GSA Headquarters or Regional acquisition policies that require companies to be VA Verified SDVOSBs.

We are concerned that the SDVOSB certification requirement as currently stated is overly restrictive and inconsistent with GSA and almost all other Federal agency SDVOSB eligibility requirements. Further, we believe the current eligibility requirement will limit competition from highly qualified, self-certified SDVOSB firms.

GSA either eliminate Go/No Go Criteria 1 or expand the acceptable SDVOSB documentation to include any of the following:

· SAM profile with SDVOSB status identified

· Documentation of majority ownership’s military service and disability status from DoD

Answer #4: GSA will not eliminate the GO/NO GO criteria from this Solicitation. The GSA has also determined that the SAM self-certification is not verification of Service-Disabled Status and shall not be accepted; however, GSA will accept the following:

a. Letter of Disabled Status issued to the individual from the Department of Veterans Affairs identifying the Veteran's Service-Disabled Status

Question #5: I am interested in the Admin and Technical Services pre-solicitation. I see that this is a re-solicitation of an existing contract awarded to Arcanum Group. I was curious about receiving any information you may have about the previous award information and this upcoming solicitation. I am curious if you are able to provide any past performance information with respect to the current contract. Or if you can tell me how the performance of the current contractor is going.

Answer #5: All pertinent information is included in the posted Solicitation. Past Performance information is considered proprietary and not available for release.

Question #6: Would you consider revising your criteria for similar projects by removing the language “with a staff of at least twenty (20) employees and a contract value of at least $5 million per year”

Answer #6: The GSA is looking for a minimum experience level of at least twenty (20) employees and a contract value of at least $5 million per year. The contractual requirements operate at this level or above.

Question #7: On Solicitation Cover Page, it states that the first envelope shall contain one (1) original and five (6) copies of your Technical Proposal.

Answer #7: The Technical Proposal shall contain one (1) original and six (6) copies.

Question #8: The Offeror shall provide a completed Attachment 3 for Base Year and 4-One

Year Options to renew. There is no Attachment 3.

Answer #8: Attachment 3 is Attachments "F" and “G” in the Solicitation Package.

Question #9: The Fourth (4th) Paragraph reads: The Offeror shall enter prices for al line items in the price schedule applicable to the Base Period and all Option Periods (Solicitation pages 2-

4). The schedule consists of twenty pages.

Answer #9: The Standard Form 1449 is Section A and Section B and shall be submitted as part of the Solicitation. The Standard Form 1449 is not required for pricing, but must be submitted with Offeror’s signature. For proposal pricing, submit Attachments "F" and “G”.

Question #10: The Fifth (5th) Paragraphs reads, “The Contracting Officer has determined that all labor categories are subject to the “Service Contract Act.” Paragraph C.12 Statement of

Equivalent rates for Federal Employees lists several Employee classifications that are equivalent to GS-11 or above. However, in accordance with instructions, they are to be classified as Service Contract Act personnel. This seems to contradict the determination that personnel in bona fide Executive, Administrative, or Professional positions are classified as

Exempt.

Answer #10: C.12.52.222-42 Statement of Equivalent Rates for Federal Hires (MAY 2014), as stated in bold: THIS STATEMENT IF FOR INFORMAITON ONLY: IT IS NOT A WAGE

DETERMINATION

Question #11: To provide the information, the Offeror shall use the Price Breakdown

Worksheet, Attachment C. Would you consider providing in an Excel format?

Answer #11: The Price Breakdown Worksheet, is Attachments "F" and “G” and provided in

Excel format.

Question #12: Six (6) states are mentioned as possible performance locations. However, Offerors are not provided workload data for the proposed locations. Any rates proposed are subject to the Wage Determination (WD) of a specific location. If appears that you are seeking composite rates covering all possible locations. If so, please provide the determining hours per labor category by location.

Answer #12: We are not seeking composite rates. For this Solicitation, please provide rates for

Wage Determination No.:2005-2081, Revision #16, 07/08/2015. This is provided as the first

Wage Determination in the Solicitation and it is for Denver County; the highest of the Wage

Rate Determinations in Region 8.
