Amendment 0004 Power Distribution Upgrade
The purpose of this amendment is to provide questions and answers asked through January 21, 2010. Additionally a question included in Amendment 0003 is clarified.
Questions are closed.
Amendment 0003 – Question 1 asks whether the firm is required to be registered in the State of Oklahoma. The answer provided was yes. NOTE: This answer is hereby changed. The PE who applies their official seal to the construction documents shall be registered in the State of Oklahoma.
1. Question: If Offeror is selected, is it mandatory for the Offeror to physically be in attendance in Denver for the oral presentations.
Answer: Yes.
2. Question: Are teleconference interviews an option for the Offerors selected for oral presentations.
Answer: No.
3. Question: Are existing one-line power riser diagrams of the existing facility available to Offerors to review for better project understanding?
Answer: The existing one-line diagrams are part of the package (appendix A).
Although every effort was made to ensure the accuracy of the existing one-line diagrams, it is a required part of the design process to verify and augment (as required for design/electrical surveys) the existing one-line diagrams with a field survey. The one-line drawing(s) will be made available to Offerors continuing to Stage II of the A-E selection process.
4. Question: Are existing one-line communication riser diagrams of the existing facility available for Offerors to review?
Answer: The communications design for this project is limited to the building automation system (BAS) communications and the control systems for the switchgear and power distribution system. Some of these items are shown on the electrical distribution one-line, but all communications and control of the electrical distribution system is required to be verified with a field survey. The one-line drawing(s) will be made available to Offerors continuing to Stage II of the A-E selection process.
5. Question: Does the GSA have a preferred software program for the CADD work to be performed?
Answer: The drawings are required to be submitted in two formats, AutoCAD 2006 compatible format and Adobe PDF format.
6. Question: Does the GSA have a preferred software program for the electrical studies to be performed?
Answer: There is no preference for the electrical studies software.

7. Question: What is the scope of “electrical studies”? (Fault currents? OCPD coordination? Arc flash? Other?)
Answer: Fault Current, OCPD Coordination, Arc Flash are the required studies. It is the intent of these studies to identify existing components that are undersized and to validate the new design requirements.
8. Question: What is the nature/scope of “post construction contract services
(PCCS)”?
Answer: DISA will administer the contract and answer construction contractor questions. The design firm awarded the contract will be required to assist when a question arises regarding design that requires consultation by DISA facilities engineering and the contract design engineering team.
9. Question: What is the scope of the cost estimates? Is a specific software program required for the cost estimates?
Answer: The cost estimates shall be for equipment and labor costs for installation on a government facility in the Oklahoma City area. There is no software program required for cost estimates.
10. Question: What is the desired bread-down of the submittal? Are the organization makeup and noteworthy accomplishments in addition to or included within the
SF330?
Answer: Organization makeup and noteworthy accomplishments may be provided in addition to the SF330.
11. Question: Does design scope for datacenter include data/voice infrastructure and cabling?
Answer: The only data cabling design will be for connection of new equipment to the BAS and switchgear control.
12. Question: Is the design scope for the datacenter limited to “power” only?
Answer: Although the design scope is limited to the power distribution, any interference of the newly designed electrical distribution system and mechanical systems, plumbing, walls, etc will need to be identified in the design phase (ie larger room required for battery storage, duct work that will interfere with required clearances, etc).
13. Question: Is RCDD design required for the project?
Answer: RCCD is not required for this project as the communications design will be minimal (limited to BAS and switchgear control).
