Amendment 0002 Questions & Answers through 3/18/2008

Q1. GSA solicitation Pg. 6 Item 3: “Proposal must be clearly marked on outside of package...” Is there a form (proposal) that should be used to attach to the outside of package or ?

A1. Please make sure the solicitation number is marked on the outside of the envelope or package. No special form is needed.

Q2. Exhibit “C”: Can additional sheets be attached to this exhibit? If so, is there maximum?

A2. No additional sheets should be attached to Exhibit C – Key Personnel Resumes.

Any additional sheets that are submitted will not be evaluated.

Q3. SF1442 Page Nos. 3, 4 & 5: Half of the items have a value of 50.00 in the ‘Quantity’ column w/ ‘JB’ in the ‘Unit’ column. What do these column entries refer to?

A3. Each Task Order that we authorize under the contract will be considered one “job”, and we anticipate up to 50 jobs per fiscal year under these line items. We will discuss the SF1442 and present an example at the Bidder’s Conference.

Q4. IDIQ Price Proposal/ Bid Format Overhead & Profit: What is the GSA anticipated percentage for Contractor OH&P, if any?

A4. Price factors proposed in Exhibit E are to be determined by the Offeror. These factors will be evaluated to establish the competitive range, and are a significant factor for contract award. (See page 9, Factor 3: Price Factors.)

The percentages and rates that are submitted on Exhibit E- Price Factors will become a “ceiling” for future Task Orders. Bids for future Task Orders cannot exceed these amounts. Contractors may elect to submit rates that are lower, if appropriate, for individual Task Orders.

Q5. Solicitation Page 61 Section 00810.g Task order types: What percentage can an Offerer suppose for a given contract term for each task type, if any?

A5. These percentages are unknown. Based on recent history, we would expect Tenant Finishes and Repair & Alterations to be the majority of potential Task Orders.

Q6. Solicitation Page 59 Section 00800.1 Performance of Work/ Limitations on Subcontracting: Which condition (service-supply contract or indefinite quantity 8(a) award) applies to this solicitation? What constitute ‘applicable’ costs?

A6. The Indefinite Quantity 8(a) award terms apply to this contract. Applicable costs are labor costs.

Q7. Please clarify the 50% rule that the company has to perform with its own forces.

A7. In any 6 month period, 50% of the total labor costs for all Task Orders completed must have been self-performed.

Q8. When reviewing Solicitation #GS-08P-08-JB-D-0048, it seemed that the bulk of the Past Performance Questionnaire was missing. Should there be more to the Exhibit B form beyond page 68?

A8. Yes, pages were inadvertently omitted. This has been corrected on Amendment 0002.

Q9. I am unable to open the drawing file “E-400106E4.pdf.” Can this be reposted on the website?

A9. This file is posted on FedBizOpps. It has been verified, and appears to be fully accessible.

Q10. Is there a Wage Determination for the Sample Project?

A10. Yes. Wage Determination CO20080004 03/07/2008 for Denver, Colorado has been incorporated in Amendment 0002.

Descript: A. This amendment incorporates Exhibit G - Davis Bacon Wage Determination for the Sample Project.

B. This amendment deletes the sentence "Task Orders pertaining to secondary service areas will be permitted a travel allowance" from page 3, Section 00010.

C. This amendment corrects Exhibit B Past Performance Questionnaire by adding pages 2 and 3.

D. This amendment adds the following language to Section 00810e, "GSA will provide a standard format for proposal submission. A price that is found to be either unreasonably high or unrealistically low in relation to the proposed work may be indicative of an inherent lack of understanding of the solicitation requirements and may result in the proposal being rated lower or considered unacceptable.

Any inconsistency, whether real or apparent, between proposed performance and price must be clearly explained in the price proposal. For example, if unique and innovative approaches are the basis for an apparently unbalanced/inconsistently priced proposal, the nature of these approaches and their impact on price must be completely documented. The burden of proof of price realism rests solely with the Offeror."
