Q11. Will the sample project be awarded?

A11. No. The sample project is used for proposal evaluation purposes only. It will not be awarded.

Q12. Are the technical and price proposal to be submitted in separate binders?

A12. No. Separating the materials is not necessary.

Q13. How many copies of the price proposal should be submitted?

A13. Please submit an original and 5 copies. (Section 00100 is hereby amended from one original and 4 copies to one original and 5 copies.)

Q14. Do you only want to see resumes for the Project Manager(s) or should other key personnel resumes be included?

A14. Please include resumes for Project Managers, Superintendents, and Foremen i.e.

anyone with directive authority on Task Orders.

Q15. On page 8 of the RFP it states that “past performance information regarding predecessor companies and key personnel who have relevant experience” will be taken into account. However, it also states that “projects will only be considered if the Offeror served as primary/general contractor (within the past 3 years). Are we to assume that we can submit projects performed by our submitted key personnel while at predecessor companies (within the past 3 years) if the predecessor company was the primary/general contractor of the project?

A15. Yes. You can include projects for which your key personnel worked at other firms.

Q16. For past performance, will we be able to submit projects that are substantially complete (80% or more) or solely completed projects?

A16. Yes. You can submit projects that are (at minimum) 80% complete, but please label these projects as still in process, and include the percentage complete.

Q17. Regarding the sample project: Are the wood doors pre-finished as assumed by Spec Section 08211 2.3.A, 1.4 D samples?

A 17. The contractor can select the most cost-effective method that will result in a quality finish.

Q18. Regarding the sample project: What is the species of the door veneer?

A18. Red Oak.

Q19. Exhibit E identifies the rates for Project Manager and Superintendent. Will there be any escalation allowed on a year by year basis (inflation, cost of living, etc)?

A19. Yes. We will use the most recently published factors (at time of Option exercise) cited on the U.S. Department of Labor Employment Cost Index (ECI) Table 5 for

“Occupational Group – Construction”. (Currently, the most recent data (period ending Dec 2007) indicates a 3.9% escalation rate.)

Q20. Will the selection committee recognize an approved Small Business Administration 8(a) Mentor/Protégé construction arrangement?

A 20. No.

Q21. Could you please forward me the title, telephone, and fax number for John Brock?

A21. All correspondence regarding this contract should be directed to Tannis Taylor (Tannis.Taylor@gsa.gov, 303-236-8000 X2234, fax 970-221-3669). Proposals should be sent to John Brock at: Colorado Service Center, Building 41, Room 240, Denver Federal Center, Denver, Colorado, 80225-0546.

Q22. For the pricing proposal, does the company’s ceiling price have an allowance for inflation over the 5 year period.

A22. The percentages on Exhibit E will not have an inflation allowance over the 5 year contract period. The billing rates for Project Managers and Superintendents may be increased (see the answer to question 19).

Q23. Please define the costs associated with overhead, indirect costs, and direct job expenses. What are acceptable as line item costs. Please also address indirect labor.

A23. Please use the definitions and guidelines in FAR 31—Contract Cost Principles and Procedures.

Q24. We would like to know if there will be an interested venders list for this project or a bidders list?

A24. The attendance list from the Bidders Conference will be posted on FedBizOpps.

Q25. How much work does the GSA anticipate outside of the Colorado area?

A25. We expect the majority of work to be performed within the state of Colorado, however, we do not have a strong work volume estimate at this time. The MACC IDIQ contract is being issued by the Colorado Service Center, but will be made available, as a courtesy, to other Region 8 Service Centers. The volume of out-of-state work will depend upon the degree to which other Service Centers choose to use this contract.

Q26. It appears that another MACC will be awarded through full & open competition.

Will 8(a) contractors compete with full & open contractors on individual task orders?

A26. No. The Colorado Service Center is issuing an unrestricted MACC GS-08P-08-JB- D-0049. Task orders will be issued under one contract or the other. Task orders issued under the 8(a) contract will be competed only amongst the Awardees of the 8(a) contract.

Q27. Who is responsible for removal of any/all asbestos?

A27. The GC responsible for the task order would be responsible for asbestos removal. If the presence of asbestos was unknown at the time of the task order award, the task order would be modified for asbestos removal.

Q28. On page 59 of the MATOC solicitation, there is a “Special Contract Requirement” that prime contractors perform 50 percent of services with their own forces. Normally, we see construction contracts requiring only 15 percent of the work to be performed with own forces. (Ref FAR 19.508 and 52.219-14). Can you please confirm that the intent is to require 50 percent rather than 15 percent for the MATOC?

A28. (Please note – this is different than the verbal answer provided at the Bidders Conference) The language of item 1. Performance of Work/Limitations on Subcontracting: on page 59 of the solicitation is being deleted from the contract. We are replacing this with FAR 52.236-1, requiring 15% self-performance.

Q29. I am interested in also bidding for GS-08P-JB-D-0049. Do I have to attend the Bidder’s Conference for that contract as well?

A29. Attendance at the Bidder’s Conference is recommended, but not required.

Q30. My bonding capacity is less than $3,500,000. Can I still bid on this contract?

A30. Yes, you can still submit a proposal for this contract. You do not have to have bonding capacity for the entire $3.5M annual limit of the contract. However, your bonding capacity must be sufficient to cover all of your current Task Order awards. If a Task Order exceeds your bonding capacity, you are not required to submit a bid for that Task Order.

Q31. I don’t currently have a bonding company. How will this affect my proposal?

A31. Your proposal must include Exhibit D- Surety Form. If this form is not included, your proposal will be deemed nonresponsive.

Descript: A. This amendment inserts the following language as item 18 of Section 00800 Special Contract Requirements:

18. Substitutions of Key Personnel: The Contractor shall provide complete resumes for proposed substitutes, and any additional information requested by the Contracting Officer. Proposed substitutes should have qualifications and experience comparable to that of the persons submitted in Exhibit C Project Manager/Superintendent Resumes. No change in fixed unit prices may occur as a result of key personnel substitutions.

B. This amendment adds the following language to Section 00810 Task Order Issuance procedures:

The pricing factors submitted for initial MACC IDIQ award (Exhibit E) are incorporated into the contract, and will be the maximum rates allowed on individual task orders. However, when submitting competitive bids for task orders, offerors may choose to bid below their maximum rates.

C. Under Section 00800 Special Contract Requirements, this amendment deletes item 1. Performance of Work/Limitations on Subcontracting.

D. This amendment adds FAR 52.236-1 Performance of Work by the Contractor which reads as follows:

The Contractor shall perform on the site, and with its own organization, work equivalent to at least fifteen (15) percent of the total amount of work to be performed under the contract. This percentage may be reduced by a supplemental agreement to this contract if, during performing the work, the Contractor requests a reduction and the Contracting Officer determines that the reduction would be to the advantage of the Government.

E. This amendment incorporates answers to questions 11-31, received through March 24,2008.
