Description of Services The Contractor shall provide all labor and supervision necessary to deliver the variety of administrative support classifications described in herein at various locations in the Heartland Region. Services are currently being provided at each of the locations listed below:
Kansas City Metropolitan Area (majority of contract work) St. Louis Metropolitan Area Topeka, Kansas Des Moines, Iowa Omaha, Nebraska Other areas in the four-state Region as determined by the Government
Schedule of Services The anticipated period of performance is as follows (subject to change based on Government need):
Base Period, November 1, 2012 – October 31, 2013 Option Period I, November 1, 2013 – October 31, 2014 Option Period II, November 1, 2014 – October 31, 2015 Option Period III, November 1, 2015 – October 31, 2016 Option Period IV, November 1, 2016 – October 31, 2017
The Government reserves the right not to exercise option periods if it it’s determined to be in the best interest of the Government.
Offer for Services Please insert a firm-fixed monthly price for each position classification on the price sheets provided below. The stated rates shall be fully loaded to include labor, supervision, health and welfare benefits, holiday and vacation benefits, payroll taxes, profit, overhead and any other expenses. The Government reserves the right to order classifications not herein listed. Such position classifications will be added via modification and negotiated at time of inclusion. Offerors must quote a price for the initial 12-month Base Period, as well as for each of the option periods in order to be considered for award. Failure to submit a price for all classifications will render your proposal non-responsive.
Offeror should note that not all position classifications appear on a Wage Determination. With this, the solicitation will separate positions into two separate classifications of positions:
a. Professional Positions (those not appearing on a Wage Determination)
b. SCA Positions (those where prevailing wage rates are provided within the Wage Determination)
IMPORTANT NOTE REGARDING PRICING OF OPTION PERIODS:
When pricing option periods, Professional Positions shall be priced inclusive of escalation. These prices will be used for the duration of the contract and shall not change unless there is a change in the scope of work. If there is a change made to the scope of work, the contractor will be allowed to submit a request for adjustment in price.
When pricing option periods, SCA Positions shall be priced without escalation. SCA Positions shall be priced in accordance with the prevailing wage rates in the respective wage determination for each location. Offerors shall base their prices off the wage rate, and then include applicable payroll taxes, profit and overhead and any other expenses. In other words, offerors shall price the option requirements for the four (4) additional twelve (12) month periods by assuming that the minimum hourly wages and fringe benefits established by the Administrator, Wage and Hour Division, U.S. Department of Labor, for the initial 12 month period of performance will also apply to the four
(4) additional optional twelve month periods.
In the event the option(s) is exercised by the Government, the contract price(s) will be adjusted upward or downward at the time the option is exercised in accordance with the clause entitled "52.222-43 Fair Labor Standards Act and Service Contract Act - Price Adjustment (Option Contract)".
Offerors are cautioned that any offer may be rejected as non-responsive if it is materially unbalanced as to prices for the options and the initial contract period. An offer is unbalanced when it is based on prices which are significantly less than cost for some work or prices which are significantly overstated for other work.
Price Sheets (Return the completed portion below with Price Proposal) The estimated number of positions is given for offeror’s reference in understanding the magnitude of the contract at the time of issuance of solicitation. This number may change at any time, and does not represent a guaranteed minimum or maximum. Additionally, the Government reserves the right to alter the number of positions at any time throughout the life cycle of the contract.
Offeror’s shall provide an individual monthly unit price per position. This price should represent what only one (1) full-time 40 hour/week position would cost the Government on a monthly basis.
Compensation of Part-time Employees The Government reserves the right to order less than full time employees, and this will be prorated off the full proposal amount. For example, the Government may only require a 32 hour per week position versus 40. In this example, the cost shall be 4/5ths of the full monthly offer price; 24 hours per week would be 3/5ths of the full monthly offer price, etc. When the Government orders less than full-time services, this calculation will be applied by the Government.
Deductions for Non-Performance (Vacation, Sick Leave, Employment commencing in middle of month, etc) If any deductions are needed for non-performance or absenteeism, the monthly price provided by the contractor will be reduced. A deduction will be taken if non-performance in any given month exceeds 30 minutes. The Government will utilize a “non-performance deduction rate” that will be equivalent to the full monthly offer price divided by 160 hours. This amount will represent the hourly non-performance deduction rate that will be reduced from the contractors’ monthly payment for each hour an employee is not in attendance. Since this contract is firm-fixed price, each month starting out will be considered to have the same amount of days and hours as all others.
Note: employees are not necessarily expected to work 160 hours each month; this number will only be utilized for deduction purposes.
Example of deduction Contractor proposes a $4,000/month price for Position Classification A. Employee in Position Classification A takes 8.5 hours leave in any given month. The Government will take a deduction from the monthly price as follows:
$4,000 Monthly Price divided by 160 hours, totaling $25/hr.
$25/hr times 8.5 hours missed, totaling $212.50 deduction Government will pay $3,787.50 for the given month
Additionally, if an employee starts in the middle of a given work month, or services are terminated in the middle of a month; the payment month will be prorated equivalently.
Overtime Overtime may at times be required under this contract. A separate order or modification will be issued when overtime is necessary and will be compensated on an hourly rate basis. Offerors shall provide an hourly price in the price sheets for this.

C - Description/Specification
General Information and Background The General Services Administration is a federal agency whose Heartland Region is headquartered in Kansas City, Missouri. The Heartland Region consists of four states; Missouri, Iowa, Nebraska and Kansas. The Heartland Region requires an administrative support contractor to help fulfill our mission and agency goals by providing qualified administrative support personnel. The contractor employees provided under the contract will work side-by-side with other federal workers; however their roles will be non-inherently governmental in nature.
The Contractor will be required to provide all management, supervision and manpower to provide services as specified in the contract. The Contractor shall determine the resource allocations and performance methods. These performance-based specifications express the Government’s requirements in the form of Manpower Support Task Requirements.
The support provided under any purchase is not related to Federal employment requirements nor does it involve temporary help services that may be authorized under 5 CFR Part 300. There is no direct employee-employer relationship between the contractor employees and the Federal Government under any purchase.
The Government anticipates awarding one (1) Indefinite Delivery, Indefinite Quantity, requirements contract for these services. Services will be awarded on a separate GSA Form 300 and will specify the quantities required at that time.
Days and Hours of Operation Days of operation are Monday through Friday. Work shall not be required on the following Federal holidays or on days observed in lieu thereof:
New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day
Holidays that fall on Saturday are observed on the previous Friday. Holidays that fall on Sunday are observed on the following Monday. The contractor will be paid for all Holidays if they are normally scheduled to work on that day.
In general, contractor employees are expected to work the hours of 8:00 a.m. – 4:30 p.m., which includes a 30 minute lunch. These hours may be flexible with coordination of the GSA Point of Contact and Contracting Officer.
GSA core hours are 9:00 a.m. -3:00 p.m., meaning during these hours employees must be in attendance.
Each task order will specify the hours of operation if they differ from the above.
Unanticipated Federal Holidays/Unanticipated Building Closures/Shutdown Unanticipated holidays declared by the President will count as Government holidays. As long as the Contractor pays employees as if it were an anticipated holiday, the contractor will also be paid for the unanticipated holiday.
Furthermore, reductions in price will be taken for services not performed due to unanticipated closure of the building. In this situation, employees may be provided the option to make up work through the remainder of the pay period or work in a telework arrangement for the day of building closure, as coordinated with the Government.
If a contract employee is located in a building in which is provided an “optional early dismissal” (typically weather related), the contract employee shall be provide the following options: take leave without pay, leave the building and make up work throughout the remainder of the pay period, use leave provided by contractor, or continue to work as normal.
In the event Congress fails to appropriate funds, contract employees, on a case by case basis, may be required to work. The Contracting Officer will notify the contractor in regard to which positions will be required to work in a Government “shutdown.” The contractor will not be paid for contract employees whom do not work during a “shutdown.” The contractor will be paid for employees whom do work in a “shutdown” situation.
In this event, a stop work order will be issued by the Contracting Officer for those contract employees who are not required to work, in accordance with FAR 52.242-15, Stop Work Order.
Telework Some positions under this contract may be eligible for telework or mobile-work. Permission for an employee to telework can only be granted by the Contractor’s Project Manager/Supervisor. The Project Manager is responsible for coordinating with the GSA POC and CO as to whether the particular position may be eligible for telework.
Permission to telework shall only be granted if the telework arrangement does not prohibit any normal work activity or services provided to the Government.
When an employee is teleworking, they shall be fully accessible as if they are working in an office setting.
Project Manager(s)/Supervision The Contractor shall provide full time on-site supervision to assure conformance with the contract requirements.
Not less than one (1) person shall fulfill this role, and will be referred to as the Project Manager of the contract. The contractor may provide additional supervision if they deem necessary.
The Project Manager shall be on site at the 1500 East Bannister location at all times when the contract work is in progress. The Contractor shall provide all management and supervision as an overhead function (not to be direct charged to GSA). In other words, this cost shall be priced into the proposed prices for each position.
The Project Manager will be required to travel to all locations where contractor employees are located at a minimum of twice (2x) a year. These trips will not be paid for by the Government. They shall be included in the contractor’s overhead. Additionally, since the Project Manager is considered overhead, Government Owned Vehicles may not be used by the Project Manager.
Other responsibilities of Project Manager(s):
a. Project Manager is the individual with overall responsibility for personnel working under this contract.
b. Shall coordinate with the Government Point of Contact work hours of employees under the contract, start/stop delays, telework arrangements, workspace set-up

Furthermore, the Project Manager shall carry a mobile device during working hours to be reached when needed, and must be available within 2 hours of contract after normal business hours.

Government personnel may not perform any supervisory functions of contractor personnel. The contractor/Project Manager will be responsible for interviewing, appraising individual performance, scheduling leave or work, or providing direction on how to perform work.
The contract personnel assigned to render services shall at all times be employees of the Contractor and under the direction and control of the Contractor. Notwithstanding any other provisions of this contract, the Contractor shall at all times be responsible for the supervision of its employees in the performance of the services required. At no time shall the Contractor personnel be considered employees of the United States Government.
Timesheets All contract employees shall submit a weekly or bi-weekly timesheet to their contract supervisor and Government POC designated on the task order. These timesheets will be used as an inspection method, and shall not be considered as monitoring or supervision of contract employees.
Supplies, Materials and Equipment Furnished by the Government The Government will provide all workstations, normal office supplies, office furniture, telephones, calculators, copy machines, computers, computer software, and other supplies and materials needed to do the work assigned.

The Project Manage(s) will not be allowed to use Government Owned Vehicles for work under this contract (as the contractor PM shall be considered overhead of the contract).
The Contractor shall be responsible for enforcing suitable penalties for their employees who use or authorize use of such vehicles for other than official Government purposes. Fines imposed on a Contractor employee for an offense committed by him or her are imposed on the employee personally or payment thereof is his or her personal responsibility.
The Contractor shall provide insurance coverage as stated below for use of GOV’s:
