1. Technical proposal Factor 2 Management Approach contains requirements to explain offeror’s approach to Green Building Practices and LEED. SOW paragraph 2.10 states that LEED is not a requirement on this project. Please clarify if Factor 2 Management Approach should not include designated approach for Green Building Practices and LEED because it is not applicable to the project.

• LEED and Green Buildings are not a requirement. The following paragraphs from the Solicitation are hereby removed from the Technical Requirements.

o The following paragraph on page 9 of 40 in the Solicitation, under factor 2 Management Approach Submittal Requirements is hereby removed:

Recycling, Green Building Process, LEED Strategies: Provide an example that demonstrates the firm’s approach to leadership in energy and environmental design. It shall address the building and operation of buildings that deliver high performance inside and out. Provide specific methods for reducing the impact of construction on our natural environment, economy, health and productivity.

o The following paragraph on page 9 of 40, and page 10 of 40 in the Solicitation, under Technical Factor 2 Management Approach, Standard for Evaluation is hereby removed:

4. The Recycling, Green Building Process, and LEED Strategies demonstrate the firm’s ability to substantially reduce or eliminate negative environmental impacts and improve existing unsustainable design, construction and operational practices. The Offeror has clearly demonstrated green design and construction measures that reduce operating costs, enhance building marketability, increase worker productivity and reduce potential liability resulting from indoor air quality problems.

2. SOW paragraph 3.3.2 Construction Work Sequence Plan contains requirements for planning of temporary swing space, tenant relocation, utility relocation, as well as testing/commissioning. Given the exterior masonry SOW please clarify if these requirements should be removed from the SOW?

• These requirements are hereby removed from the Scope of Work. Temporary swing space, tenant relocation, utility relocation as well as testing/commissioning are not a requirement for this project.

3. SOW paragraph 3.3.3 Construction Market Survey contains requirements for market survey of structural steel, concrete, exterior wall systems (curtain walls). Please clarify if these items should be removed/revised from the SOW for paragraph 3.3.3?

• A construction market survey is required for all necessary elements as it pertains to this project.

4. Please clarify applicable work of this project required for paragraph 3.6.4 Commissioning in the

SOW?

• Traditional commissioning services are not required for this project.

5. Page 3 of the Agreement identifies project duration at 568 calendar days for the construction schedule. Please clarify if this includes time for project shut down for winter months, or if shut down days will not count against the period of performance?

• 568 is the number of calendar days for the entire project from construction NTP to substantial completion. Spring 2018 through fall 2019. After 568 calendar days GSA can assess Liquidated damages.

6. Related to question #5 above, it is understood in Amendment 2 that construction start is anticipated for spring of 2018. Please clarify if it is GSA’s intent to complete all work by November 2019?

• Yes, GSA intends for all work to be complete by November 2019.

7. Please clarify if there is a period of performance required for Design Phase services? No period of performance is stated on page 3 of the Agreement.

• The design duration is drive by the design team. There is no PoP for pre-construction services.

8. On page 5 of the Agreement it states Contractor is entitled to 0.0% of any shared savings. Please confirm if this is correct?

• That is correct, shared savings are not included in this project.

9. Price Quote sheet contains Option 1 for ECW for construction phase services. Please designate if ECW should include all Base Bid, Alternate 1 and Alternate 2 costs for work items designated in plan sheets A-1-00 thru A-1-34? Please designate how to handle costs for base bid and alternate work scope items in preparation of Price Quote sheet?

• Please see the attached updated pricing sheet, below, which includes options for Alternate 1 and Alternate 2 costs from sheets A-104 and A-105.

10. Specification section 015000 states to provide GSA with an onsite office trailer with connection to existing utilities including electric, water and sewer. Please confirm where on site this trailer will be located and if connections to existing utilities are possible?

• GSA does not require the CMc to provide an onsite office for GSA. Contractor’s onsite office is the responsibility of the Construction Contractor. If a trailer is the best method, then the Contractor shall coordinate the placement of this trailer based on the site limitation and possibly coordinate with the City for street closer. It is also the responsibility of the contractor to provide a desk with internet connectivity for the CMa.

11. Please confirm if the GSA office trailer provided by contractor can remain on-site through shut down cold weather months?

• Please see the answer for question 10.

12. Specification section 015000 states requirements for temporary fence enclosure. Posts are stated to be ground penetrating. It is acceptable to use weighted non-penetrating fence bases?

• Yes, it is acceptable to use weighted, non-penetrating fence bases as long this method adequately protects the project site. Site logistics and the safety plan are the responsibility of the Contractor.

13. Please clarify if BIM is required as a part of project record documents?

• BIM is not a requirement.

14. Q/A #3 on Amendment #2 states that demobilization is permissible for winter shut. Complete demobilization of a project of this magnitude will have substantial cost. Is the level of demobilization the complete option of the contractor? Or will there be any requirements for partial or complete demobilization of the site during the winter shut down?

• Mobilization and demobilization is at the discretion of the contractor, with GSA approval.

15. Section 015000 states requirements for weather protection including enclosure and temporary heat. Please confirm contractor is not required to provide temporary enclosure and heat of work areas to maintain progress of work through cold weather months?

• Cold weather work will require planning and coordination with the GSA, particularly if masonry work is expected to happen when the temperature falls below 40 degrees.
