CONTRACTOR’S QUESTIONS & ANSWERS

GS-05P-11-SV-C-0035

ROOF REPLACEMENT & MASONRY RESTORATION (PHASE 5)

1 | P a g e

1. Per Det. 1 on sheet A – 203, the steps refer us to sheet A – 302. There is no Sheet A – 302.

These two notes were intended to reference Sheet A-202 which shows other aspects of the stairs to be repaired in the South elevation.

2. Per Det. 1 on sheet A – 301 there is no stucco on existing building, existing material is sand finished elastomeric coating, there is no room for flashing. Provided that this statement is correct, do not install flashing as indicated.

3. Per sheet A – 504 & Det. 3 on sheet A – 206 flashing already exists. Do you want flashing installed on the east elevation? The question is unclear. Sheet A-504 shows repairs for the concrete ramp. Sheet A-206 shows the Building 20 / Courtyard area. Please clarify the intent of the question.

4. Please Clarify General Note 1 on sheet A – 209. Is GSA’s intent to remove and reinstall at all 8 locations? The intent is all 8 locations.

5. On sheet A – 105, A – 106, and A – 107, the concrete facing of the 6 x 6 sections that we are replacing is deteriorating also, is GSA’s intent to replace the face also? Per the Contractor's photos, portions of this retaining wall are clearly deteriorated. However, it will have to be addressed as a change order during construction as we don't have enough information to create a scope based on quantities and locations.

6. Are we to assume the 6 x 6 sections are removal of 4” and replacement of 4”? Work with an assumed thickness of 6 inches. The Contractor will be responsible for confirming thickness during construction. If it is different from 6 inches, a contract modification will need to be made.

7. Is the EPDM membrane to be white or black? Black.

8. Drawing A 103 has a note to replace roof at the elevated corridor. Are there any details? As noted, Detail 5 on Sheet A-502 is similar. The substrate to construction the roof upon is wood.

9. What thickness of insulation is required at the elevated corridor? One inch minimum.

10. Specifications call for 1/2" DensDeck Prime cover board but it is not shown in some details. Is a cover board required in all locations or only where shown in details? The intent is to use the cover board in all locations.

11. Is new metal counterflashing required or can we reuse the existing metal counterflashing?

Provide as indicated on the documents.

12. What is the minimum thickness of insulation required at area of full tapered insulation? Per Sheet A-104, 3 inches is the minimum.

13. What thickness of insulation is required at Bldg. 31 and Corridor to Bldg. 1A? One inch minimum for Building 31. Three inches minimum for Building 1A.

14. Is tapered insulation required at Bldg. 31 and Corridor to Bldg. Insulation at these locations shall be tapered.

15. Specifications call for 75 mil EPDM. Black EPDM is manufactured in 45, 60 and 80 mils. White membrane is manufactured only in 60 mil. Which mil thickness should we quote? Carlisle Sure- Tough Reinforced EPDM which is called out to be the basis of design is manufactured in 75 mil

ROOF REPLACEMENT & MASONRY RESTORATION (PHASE 5)

2 | P a g e according to the manufacturer's product literature. If you elect to use another manufacturer, you must treat 75 mil as the minimum thickness and move up to the next available thickness. In this case 80 mil.

Questions 16 and 17 are about the stone repair at the front street entrance to building # 1.

The plans and specs called out to replace, repair or patch two front stones on the lower retaining wall.

16. Could you provide any information on what Quarry made the original stones? It is our opinion that they are beyond any acceptable repair at his time. Neither our office nor the Property Manager is able to obtain this information.

17. If original information is not available could an Allowance be added to the contract documents to cover the purchase of this two stones? While we do not object to the contractor's recommendation to replace the stones, the GSA Historic Preservation Branch specifically instructed our office during design not to replace these stones. Therefore, it is our understanding that no allowance should be added to replace these stones. Repair of the stones should remain in the base contract.
