1. Will estimated quantities be provided and included in the price structure?

No.

2. What certification is required for Service Disabled Veteran Owned Small Business?

SDVOSB is self certified. The this small business category must be reflected in SAM. gov and in the completed C301, Representations and Certifications. SDVOSB firms will not be given preference on a task level basis.

3. Will task orders RFPs be all based off of Line Items?

In some cases individual task order scopes of work will include nonpriced (negotiated) contract line items.

4. What software do you use for estimating? Do you use RS means?

GSA uses internal cost estimating software. GSA does not use RS means as an estimating tool since it does not factor in Davis Bacon rates.

5. Does the price evaluation preference for HubZone small business concerns apply to this procurement?

No, the price evaluation preference does not apply since this is not a full and open competitive procurement per FAR 19.1307.

6. Are line items based off of a quantity of 1?

Yes, please refer to Amendment 0002. On a task order basis, quantities of line items will be provided in the

RFP.

7. Is each task order negotiated after line item pricing is established?

No, established line items cannot be increased. However, the contractor does have the ability to discount their contract line item pricing on a task order basis. Please note line item pricing shall be allinclusive (ex.

Overhead and profit, G&A, ect…)

8. Should these line items include pricing for bonding, offhours work, and or AE and Design Services?

No, pricing for bonding, offhours work and AE and Design Services will be addressed as a separate cost on a task order basis.

9. Are awardees going to be held to the price provided for the quantity of one per line item? For example, it costs more to install one light fixture than it would to install multiple fixtures. On a task order basis are we going to be held to that higher price, even though it would normally cost less due to increased quantity.

Contractors have the ability to discount pricing for line items on a task order basis.

10. Are offerors going to have to propose on task orders for the quantity of one?

It is not GSA’s intent to award line items for the quantity of 1. For contract award purposes the quantity of one is a base line number to compare contractor prices equally.

11. Once awarded the IDIQ is there a project for our firm to start right away?

No,the purpose of this IDIQ is to create a pool of available contractors for the Field Office to provide RFPs to.

12. Is there a Minimum Guarantee?

Please refer to Sec. K of page 28 of the C101.

13. Note: Option Periods are not guaranteed. It is the unilateral right of the government to exercise option periods. This may be determined by performance on past task orders under this IDIQ.

14. Is bonding required for this procurement?

No, bonding is not required of for the IDIQ contract. Bonding is required for task orders of $35,000 and up.

15. What is the furthest south in Delaware we would be performing work?

The entire State.

16. Are the line items that call out specific buildings only for that building?

Line items that reference a specific building are specific to that location.

17. Will there be preproposal meeting for every task order?

Yes, there should be a preproposal meeting for every task order. Contractors are strongly encouraged to attend. This allows the contractors the chance to walkthrough the pending location of the project and make their determinations of how they should submit pricing for the task order.

18. Can you explain the RFP process for task orders based off of agreed to line item pricing?

The Field Office will provide all successful awardees an RFP with their specific line item prices relating to the task order. The RFP will include quantities of each required line item relating to the Scope of work as well as the total price. After receiving the RFP it is the firm’s choice to take one of the following actions: 1.) Sign RPF as is 2.) provide a discounted price 3.) decline.

19. Are all 6 awardees invited to the preproposal meeting for task orders?

Yes

20. Note: Security Clearance must be gained by providing accurate and timely submissions for all required documents. Once Awarded this contract it is imperative that contractors pursue and obtain security clearances prior to Notice To Proceed (NTP). This topic will be addressed in further detail during the preconstruction award.

21. How will nonline item work be addressed?

In cases where nonline item work (negotiated line items) applies, the contractors will be provided with a scope of work in the RFP and a blank line item for them to provide pricing.

22, Will there be a change in due date?

Please see Amendment 0002.

23. Are prior experience projects supposed to be under $25,000 or $30,000?

Please reference Amendment 0002.

24. Should offerors provide a separate document detailing Past Performance Reference or can references be included in the Prior Experience document?

Past Performance References can be noted under each project provided in your Prior Experience portion of the technical proposal.

25. For this contract are you considering a CVE certified SDVOSB the same as a self certified SDVOSB?

CVE certified SDVOSB (s) are approved to display the SDVOSB crest on their letterhead, self certified are not.

26. The price we are providing for the Base line item cost is to include our Overhead G&A and Fee correct?

Yes

27. Is the cost of the materials to be included or is it just man hours?

Yes Please refer to the Schedule B, which describes what is to be provided.

28. How do we provide a technical proposal when we do not have a scope?

Please refer to the solicita蒣�on. The solicita蒣�on details what must be included in your technical proposal.
