SECTION 01010 - PROCEDURES AND CONTROL

PART 1 - GENERAL

1.01.0 DESCRIPTION OF WORK:

A. The types of minimum requirements for procedures and performance or control work of a general nature include, but are not limited to, the following categories:

1. Coordination and meetings.

2. Administrative/supervisory personnel.

3. Omitted.

4. Limitations for use of site.

5. Special reports.

6. Tradespeople and workmanship standards.

7. Inspections, test and reports.

8. General installation provisions.

9. Cutting and patching.

10. Cleaning and protection.

11. Energy Conservation.

12. Environmental Protection.

1.02 COORDINATION AND MEETINGS:

A. General: The Government will prepare and distribute a written memorandum of instructions on required coordination activities, including required notices, reports and Attendance at meetings. The Contractor shall prepare similar memorandum for subcontractors where interfacing of work is

B. Coordination of Trades: Coordinate work of different trades to limit interference between mechanical, electrical, architectural, and structural work, including existing services. Keep pipes, ducts, conduit, and the like as close as possible to ceiling slab, walls, and columns to use space efficiently.

C. Pre-construction Meeting: See Section 01546 "Safety and Health" Subsecton 1.0A for requirements of pre-construction safety meeting.

1.03 ADMINISTRATIVE/SUPERVISORY PERSONNEL:

A. General: In addition to a General Superintendent and other administrative and supervisory personnel required for performance OF the work, provide specific coordinating personnel as specified herein.

B. Environmental Control Officer: The Contractor shall designate one of his staff as "Environmental Control Officer" whose duties shall include the responsibility for enforcing the environmental protection provisions of these specifications including safety and health; the Requirements of the Occupational Safety and Health Act; and other applicable Federal, State and Local standards. As outlined in the applicable sections of this specification, Contractor shall, For approval by the Contracting Officer, his intended traffic flow plan, security plan, program for temporary structures, housecleaning plan, erosion control plan, demolition program, and safety and health plan. After approval by the Contracting Officer, the implementation and enforcement of these programs shall become the responsibility of the Environmental Control Officer. (Any changes in the programs must be requested by Contractor through the Environmental Control Officer for written concurrence by the Contracting Officer.)

1.04 OMITTED

1.05 LIMITATIONS FOR USE OF SITE:

A. General: In addition to site utilization limitations and requirements shown on drawings, and indicated by other contract documents, administer allocation of available access and space efficiently among entities to maximize efficient project performance. Schedule deliveries to minimize space and time required for site storage of materials and equipment.

B. General: Limit use of the premises to construction activities in areas indicated; allow for Owner occupancy and use by the public.

1. Confine operations to areas within Contract limits indicated. Portions of the site beyond areas in which construction operations are indicated are not to be disturbed.

2. Keep driveways and entrances serving the premises clear and available to the Owner and the Owner's employees at all times. Do not use these areas for parking or storage of materials.

C. Use of the Existing Building: Repair damage caused by construction operations. Take all precautions necessary to protect the building and its occupants during the construction period.

1.Use of Existing Elevators: The Contractor will be permitted to use the freight elevators for freight service and transportation of construction personnel during the construction

period. This elevator must also be available to the Owner at all times; coordinate usage with the Owner's representative. Provide protective pads for the cab and other appropriate protective measures for the car and entrance doors and frames. Use of other elevators by the Contractor will not be permitted.

D. Use of Equipment by Government: See General Conditions, Section.

E. Occupancy of Premises: The premises will be owner occupied during performance of work under this contract.

1. Cooperate with the Owner during construction operations to minimize conflicts and facilitate Owner usage. Perform the Work so as not to interfere with the Owner's operations.

2. The Owner reserves the right to occupy and to place and install equipment in completed areas of the building, provided that such occupancy does not interfere with completion of the Work, and said area have been inspected and approved of as substantially completed by the C.O.T.R. Such placing of equipment and partial occupancy shall not constitute acceptance of the total work.

F. A Certificate of Substantial Completion will be executed for each specific portion of the work to be occupied prior to Owner occupancy.

G. Prior to partial Owner occupancy, mechanical and electrical systems shall be fully operational. Required inspections and tests shall have been successfully completed. Upon occupancy the Owner will provide operation of mechanical and electrical systems in occupied portions of the building.

H. Parking Facilities at Federal Buildings: Parking for one Contractor vehicle will be permitted, when prior arrangements are made with the C.O. and a space is available. There is no guaranteed parking for the contractors at any of the sites. There will be no additional parking available on site during normal working hours. The Contractor(s) shall make their own arrangements for vehicle parking.

I. Loading Dock Facilities: The Government will permit use of loading dock facilities, for delivery of materials, on a first come, first served basis.

J. Materials on the Site: Materials and equipment that are removed and not reused under this contract shall remain property of the Government, and shall be stored on site where directed by C.O.T.R.

K. Salvaged Valued Materials on the Site: Materials and equipment that are removed and not reused under this contract and not designated to be turned over to the Government shall become the property of the contractor, and the salvage value shall be reflected in the bid.

L. Storage or Sale of Equipment on Site: Storage or sale of excess salvageable materials on the site is not permitted and must be removed from the site.

1.06Special Reports:

A. General: Except as otherwise indicated, submit special reports to the Contracting Officer within one day of occurrence requiring special report, with copy to others affected by occurrence.

B. Reporting Accidents: Refer to Section 01546 "Safety and Health".

C. Reporting Unusual Events: When an event of unusual and significant nature occurs at site (examples: Visits by news media; extraordinary weather phenomenon), prepare and submit a special report listing chain of events, persons participating, response by Contractor's personnel, evaluation of results or effects, and similar pertinent information. When such events are known or predicable in advance, advise the Contracting Officer in advance at earliest possible date.

1.08 INSPECTIONS, TESTS AND REPORTS:

A. General: Afford reasonable access to agencies performing tests and inspections.

B. Qualification of Testing Agencies: Except as otherwise indicated and except where manufacturer's testing facilities are indicated as acceptable, engage independent testing laboratories specializing in required services and acceptable to the Contracting Officer.

C. Reports: Refer to Section, "Submittals; 01300".

1.09 GOVERNMENT FURNISHED ITEMS:

A. The Government will provide Gov. furnished items for office areas and fabrication equipment for production processes. The work includes providing support systems to receive Owner's equipment, and mechanical and electrical connections.

1. The Government will arrange and pay for delivery of Government Furnished Items in accordance with the Contractor's Construction Schedule, and will inspect deliveries for damage.

2. If Government Furnished Items are damaged, defective or missing, the Government will arrange for replacement. The Government will also arrange for manufacturer's field services, and the delivery of manufacturer's warranties and bonds to the Contractor.

3. The Contractor is responsible for designating the delivery dates of Government Furnished Items in the Contractor's Construction Schedule and for receiving, unloading and handling furnished items at the site. The Contractor is responsible for protecting Government Furnished Items from damage, including damage from

exposure to the elements, and to repair or replace items damaged as a result of his operations.

PART 2 - PRODUCTS

PART 3 EXECUTION

3.01 GENERAL INSTALLATION PROVISIONS:

A. Omitted

B. Installer's Inspection of Conditions: Contractor shall inspect substrate to receive work, and conditions under which work will be performed, and report (in writing to C.O.) unsatisfactory conditions with recommended solution for corrective action.

C. Manufacturer's Instructions: Where installations include manufactured products, comply with manufacturer's applicable instructions or recommendations for installation, to the extent these are more explicit or stringent than contract documents.

D. Inspect each item prior to installation and reject damaged and defective items.

E. Install work during conditions which will ensure results compatible with entire job and acceptable to C.O.T.R Isolate each unit of work from non-compatible work, as required to prevent deterioration.

F. Mounting Heights: Where mounting heights are not indicated, mount individual units of work at industry-recognized standard mounting heights for applications indicated. Refer questionable mounting height choices to the Contracting Officer for written approval.

3.02 CUTTING AND PATCHING

A. General: Do not cut-and-patch structural work in a manner resulting in reduction of design parameters. Submit proposed cutting and patching to the Contracting Officer for written approval before proceeding. Do not cut-and-patch operational and safety-related components that will result in reduction of capacities to perform in manner intended or result in decreased operational life, increased maintenance, or decreased safety.

B. Material: Except as otherwise indicated or approved by the Contracting Officer, provide materials that meet or exceed those being cut-and-patched.

Use materials identical to original materials where feasible and provide a finished product that is visually compatible with adjacent areas.

C. Temporary Support and Protection: Provide adequate temporary support for work to be cut, to prevent failure. Do not damage other work. Provide protection of the work from adverse weather exposure.

D. Cut work by methods lease likely to damage work to be retained and work adjoining.

E. Restore exposed finishes of patched areas; and, where necessary extend finish restoration onto adjacent retained work in a manner which will eliminate evidence of patching. Where patch occurs in a smooth painted surface, extend one final paint finish coat over entire unbroken surface containing patch, after patch area has received primer and one base coat up to 250 square feet.

Additional square footage to be ordered separately.

3.03 CLEANING AND PROTECTION:

A. General: Perform maintenance as required to maintain a neat and clean work site. Apply suitable protective covering on newly installed work to protect from damage or deterioration.

B. Limiting Exposures of Work: Take necessary steps so that none of the work, whether completed or in progress, will be subjected to harmful, dangerous or damaging exposures during the construction period. Such exposures include, but are not limited to static loading, dynamic loading, internal pressures, external pressures, high or low temperatures, thermal shock, high or low humidity, air contamination or pollution, water, ice, solvents, chemicals, light, radiation, punction, abrasion, heavy traffic, soiling, bacteria, insect infestation, combustion, electrical current, high speed operation, improper lubrication, unusual wear, misuse, incompatible interface, destructive testing, misalignment, excessive weathering, unprotected storage, improper shipping/handling, theft and vandalism.

3.04 ENVIRONMENTAL PROTECTION:

A. Omitted

B. Solid, Liquid and Gaseous Contaminants: Contractor shall be responsible for the proper disposal of all solid, liquid, and gaseous contaminants in accordance with all local codes and regulations.

C. Disposal of Refuse: Remove refuse resulting from construction operations at the site. Dispose of material at an approved dump site.

D. Covered Chutes: All chutes for refuse, and the like, shall be covered, or of such a design to fully confine the material to prevent the dissemination of dust.

E. Trucking:

1. Load all trucks leaving the site with loose debris in a manner that will prevent dropping of material on streets. Fasten suitable tarpaulins over the load before leaving the job site. Trucks bringing loose materials over paved streets to the site shall be similarly loaded and protected.

3. The Contractor shall conform to all local regulations regarding load limits when transporting material.

F. Construction Site Maintenance:

1. Store all supplies and equipment on project site so as to prevent damage.

Maintain site in a neat and orderly manner.

2. Contractor shall be responsible for maintaining any temporary structures and site enclosures (fence) in good repair and visually pleasant. He shall also provide adequate security to prevent unauthorized persons on the site, and to maintain property security.

G. Noise Control: Comply with all applicable state and local laws, ordinances, and regulations relative to noise control. Equipment to be employed on this site shall not produce a noise level exceeding the following limits in Db(A) at a distance of 50 feet from the equipment under test.

Equipment: 85 Db(A)

3.05 ENERGY CONSERVATION:

A. The plan developed by the Energy Conservation Officer and approved by the Contracting Officer shall be adhered to in the execution of the work. Post copies of the plan in conspicuous locations so that all personnel employed on the project are aware of the need to conserve energy at all times.

SECTION 01045 - CUTTING AND PATCHING

PART 1 - GENERAL

1.01RELATED DOCUMENTS

A. Drawings and general provisions of Contract, including General and Supplementary Conditions and other Division-1 Specification Sections, apply to this Section.

1.02SUMMARY

A. This Section specifies administrative and procedural requirements for cutting and patching.

B. Refer to other Sections for specific requirements and limitations applicable to cutting and patching individual parts of the Work.

1. Requirements of this Section apply to mechanical and electrical installations. Refer to Division-15 and Division-16 sections for other requirements and limitations applicable to cutting and patching mechanical and electrical installations.

C. Demolition of selected portions of the building for alterations is included in Section "Selective Demolition".

D. Omitted

1.03SUBMITTALS

A. Cutting and Patching Proposal: Where approval of procedures for cutting and patching is required before proceeding, submit a proposal describing procedures well in advance of the time cutting and patching will be performed and request approval to proceed. Include the following information, as applicable, in the proposal:

1. Describe the extent of cutting and patching required and how it is to be performed;

indicate why it cannot be avoided.

2. Describe anticipated results in terms of changes to existing construction; include changes to structural elements and operating components as well as changes in the building's appearance and other significant visual elements.

3. List products to be used and firms or entities that will perform Work.

4. Indicate dates when cutting and patching is to be performed.

5. List utilities that will be disturbed or affected, including those that will be relocated and those that will be temporarily out-of-service. Indicate how long service will be disrupted.

6. Where cutting and patching involves addition of reinforcement to structural elements, submit details and engineering calculations to show how reinforcement is integrated with the original structure.

7. Approval by the C.O.T.R to proceed with cutting and patching does not waive the C.O.T.R.'s right to later require complete removal and replacement of a part of the Work found to be unsatisfactory.

1.04QUALITY ASSURANCE

A. Requirements for Structural Work: Do not cut and patch structural elements in a manner that would reduce their load-carrying capacity or load-deflection ratio.

1. Obtain approval of the cutting and patching proposal before cutting and patching the following structural elements:

a. Foundation construction.

b. Bearing and retaining walls.

c. Structural concrete.

d. Structural steel.

e. Lintels.

f. Timber and primary wood framing.

g. Structural decking.

h. Stair systems.

i. Miscellaneous structural metals.

j. Exterior curtain wall construction.

k. Equipment supports.

l. Piping, ductwork, vessels and equipment.

m. Omitted

B. Operational and Safety Limitations: Do not cut and patch operating elements or safety related components in a manner that would result in reducing their capacity to perform as intended, or result in increased maintenance, or decreased operational life or safety.

1. Obtain approval of the cutting and patching proposal before cutting and patching the following operating elements or safety related systems:

a. Shoring, bracing, and sheeting.

b. Primary operational systems and equipment.

c. Air or smoke barriers.

d. Water, moisture, or vapor barriers.

e. Membranes and flashings.

f. Fire protection systems.

g. Noise and vibration control elements and systems.

h. Control systems.

i. Communication systems.

j. Conveying systems.

k. Electrical wiring systems.

C. Visual Requirements: Do not cut and patch construction exposed on the exterior or in occupied spaces, in a manner that would, in the C.O.T.R opinion, reduce the building's aesthetic qualities, or result in visual evidence of cutting and patching. Remove and replace Work cut and patched in a visually satisfactory manner.

1. If possible retain the original installer or fabricator to cut and patch the following categories of exposed Work, or if it is not possible to engage the original installer or fabricator, engage another recognized experienced and specialized firm:

a. Processed concrete finishes.

b. Stonework and stone masonry.

c. Ornamental metal.

d. Matched-veneer woodwork.

e. Preformed metal panels.

f. Omitted

g. Stucco and ornamental plaster.

h. Acoustical ceilings.

i. Terrazzo.

j. Finished wood flooring.

k. Fluid-applied flooring.

l. Carpeting.

PART 2 - PRODUCTS

2.01MATERIALS

A. Use materials that are identical to existing materials. If identical materials are not available or cannot be used where exposed surfaces are involved, use materials that match existing adjacent surfaces to the fullest extent possible with regard to visual effect. Use materials whose installed performance will equal or surpass that of existing materials.

B. Plaster: Comply with ASTM C 842.

1. Base Coat: Ready-mixed, sand aggregate gypsum plaster base.

2. Finish Coat: Ready-mixed gypsum finish plaster.

PART 3 - EXECUTION

3.01INSPECTION

CUTTING AND PATCHING 01045 - 4

A. Before cutting existing surfaces, examine surfaces to be cut and patched and conditions under which cutting and patching is to be performed. Take corrective action before proceeding, if unsafe or unsatisfactory conditions are encountered.

1. Before proceeding, meet at the site with parties involved in cutting and patching, including mechanical and electrical trades. Review areas of potential interference and conflict. Coordinate procedures and resolve potential conflicts before proceeding.

3.02PREPARATION

A. Temporary Support: Provide temporary support of Work to be cut.

B. Protection: Protect existing construction during cutting and patching to prevent damage.

Provide protection from adverse weather conditions for portions of the Project that might be exposed during cutting and patching operations.

C. Avoid interference with use of adjoining areas or interruption of free passage to adjoining areas.

D. Take all precautions necessary to avoid cutting existing pipe, conduit or ductwork serving the building, but scheduled to be removed or relocated until provisions have been made to bypass them.

3.03PERFORMANCE

A. General: Employ skilled workmen to perform cutting and patching. Proceed with cutting and patching at the earliest feasible time and complete without delay.

1. Cut existing construction to provide for installation of other components or performance of other construction activities and the subsequent fitting and patching required to restore surfaces to their original condition.

B. Cutting: Cut existing construction using methods least likely to damage elements to be retained or adjoining construction. Where possible review proposed procedures with the original installer; comply with the original installer's recommendations.

1. In general, where cutting is required use hand or small power tools designed for sawing or grinding, not hammering and chopping. Cut holes and slots neatly to size required with minimum disturbance of adjacent surfaces. Temporarily cover openings when not in use.

2. To avoid marring existing finished surfaces, cut or drill from the exposed or finished side into concealed surfaces.

3. Cut through concrete and masonry using a cutting machine such as a carborundum saw or diamond core drill.

4. By-pass utility services such as pipe or conduit, before cutting, where services are shown or required to be removed, relocated or abandoned. Cut-off pipe or conduit in walls or partitions to be removed. Cap, valve or plug and seal the remaining portion of pipe or conduit to prevent entrance of moisture or other foreign matter after by-passing and cutting.

C. Patching: Patch with durable seams that are as invisible as possible. Comply with specified tolerances.

1. Where feasible, inspect and test patched areas to demonstrate integrity of the installation.

2. Restore exposed finishes of patched areas and extend finish restoration into retained adjoining construction in a manner that will eliminate evidence of patching and refinishing.

3. Where removal of walls or partitions extends one finished area into another, patch and repair floor and wall surfaces in the new space to provide an even surface of uniform color and appearance. Remove existing floor and wall coverings and replace with new materials, if necessary to achieve uniform color and appearance.

a. Where patching occurs in a smooth painted surface, extend final paint coat over entire unbroken area containing the patch, after the patched area has received primer and second coat.

4. Patch, repair or re-hang existing ceilings as necessary to provide an even plane surface of uniform appearance.

D. Plaster Installation: Comply with manufacturer's instructions and install thickness and coats as indicated.

1. Unless otherwise indicated provide 3-coat Work.

2. Finish gypsum plaster with smooth-troweled finish. Sand lightly to remove trowel marks and arrises.

3. Cut, patch, point-up and repair plaster to accommodate other construction and to restore cracks, dents and imperfections.

2.04CLEANING

A. Thoroughly clean areas and spaces where cutting and patching is performed or used as access. Remove completely paint, mortar, oils, putty and items of similar nature.

Thoroughly clean piping, conduit and similar features before painting or other finishing is applied. Restore damaged pipe covering to its original condition.

PART 1 - GENERAL

1.01RELATED DOCUMENTS

A. Drawings and general provisions of Contract, including General and Supplementary Conditions and other Division-1 Specification Sections, apply to this Section.

1.02SUMMARY

A. This Section specifies administrative and procedural requirements for submittals required for performance of the Work, including;

1. Contractor's construction schedule.

1.03SUBMITTAL PROCEDURES

A. Coordination: Coordinate preparation and processing of submittals with performance of construction activities. Transmit each submittal sufficiently in advance of performance of related construction activities to avoid delay.

1. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals and related activities that require sequential activity.

2. Coordinate transmittal of different types of submittals for related elements of the Work so processing will not be delayed by the need to review submittals concurrently for coordination.

3. Processing: Allow sufficient review time so that installation will not be delayed as a result of the time required to process submittals, including time for re-submittals.

a. Allow two weeks for initial review. Allow additional time if processing must be delayed to permit coordination with subsequent submittals. The Contracting Officer Technical Representative (COTR) will promptly advise the Contractor when a submittal being processed must be delayed for coordination.

B. Submittal Preparation: Place a permanent label or title block on each submittal for identification. Indicate the name of the entity that prepared each submittal on the label or title block.

1. Provide a space approximately 4" x 5" on the label or beside the title block on Shop Drawings to record the Contractor's review and approval markings and the action taken.

2. Include the following information on the label for processing and recording action taken.

a. Project name.

b. Date.

c. Reserved

d. Name and address of Contractor.

e. Name and address of subcontractor.

f. Name and address of supplier.

g. Name of manufacturer.

h. Number and title of appropriate Specification Section.

i. Drawing number and detail references, as appropriate.

C. Submittal Transmittal: Package each submittal appropriately for transmittal and handling.

Transmit each submittal from Contractor to Government using a transmittal form.

Submittals received from sources other than the Contractor will be returned without action.

1. On the transmittal record relevant information and requests for data. On the form, or separate sheet, record deviations from Contract Document requirements, including minor variations and limitations. Include Contractor's certification that information complies with Contract Document requirements.

2. Transmittal Form: Use AIA Document G 810.

3. Transmittal Form: Use the sample form at the end of this Section for transmittal of submittals.

1.04CONTRACTOR'S CONSTRUCTION SCHEDULE

A. Bar-Chart Schedule: Prepare a fully developed, horizontal bar- chart type Contractor's construction schedule for any project expected to take more than 60 days. Submit within 10 days of the date established for "Commencement of the Work".

1. Provide a separate time bar for each significant construction activity. Provide a continuous vertical line to identify the first working day of each week. Use the same breakdown of units of the Work as indicated in the "Schedule of Values".

2. Within each time bar indicate estimated completion percentage in 10 percent increments. As Work progresses, place a contrasting mark in each bar to indicate Actual Completion.

3. Prepare the schedule on a sheet, or series of sheets, of stable transparency, or other reproducible media, of sufficient width to show data for the entire construction period.

4. Secure time commitments for performing critical elements of the Work from parties involved. Coordinate each element on the schedule with other construction activities; include minor elements involved in the sequence of the Work. Show each activity in proper sequence. Indicate graphically sequences necessary for completion of related portions of the Work.

5. Coordinate the Contractor's construction schedule with the schedule of values, list of subcontracts, submittal schedule, progress reports, payment requests and other schedules.

6. Indicate completion in advance of the date established for Substantial Completion.

Indicate Substantial Completion on the schedule to allow time for the COTR procedures necessary for certification of Substantial Completion.

B. Phasing: Provide notations on the schedule to show how the sequence of the Work is affected by requirements for phased completion to permit Work by separate Contractors and partial occupancy by the Owner prior to Substantial Completion.

Government, subcontractors, and other parties required to comply with scheduled dates.

1.07SHOP DRAWINGS - WHEN NECESSARY

A. Submit newly prepared information, drawn to accurate scale. Highlight, encircle, or otherwise indicate deviations from the Contract Documents. Do not reproduce Contract Documents or copy standard information as the basis of Shop Drawings. Standard information prepared without specific reference to the Project is not considered Shop Drawings.

B. Shop Drawings include fabrication and installation drawings, setting diagrams, schedules, patterns, templates and similar drawings. Include the following information:

1. Dimensions.

2. Identification of products and materials included.

3. Compliance with specified standards.

4. Notation of coordination requirements.

5. Notation of dimensions established by field measurement.

6. Sheet Size: Except for templates, patterns and similar full- size Drawings, submit

Shop Drawings on sheets at least 8-1/2" x 11" but no larger than 36" x 48".

7. Initial Submittal: Submit one correctable translucent reproducible print and one blue- or black-line print for the COTR's review; the reproducible print will be returned.

8. Initial Submittal: Submit 2 blue- or black-line prints for the COTR's review; one will be returned.

9. Final Submittal: Submit 3 blue- or black-line prints; submit 5 prints where required for maintenance manuals. 2 prints will be retained; the remainder will be returned.

1.08 PRODUCT DATA

A. Collect Product Data into a single submittal for each element of construction or system.

Product Data includes printed information such as manufacturer's installation instructions, catalog cuts, standard color charts, roughing-in diagrams and templates, standard wiring diagrams and performance curves. Where Product Data must be specially prepared because standard printed data is not suitable for use, submit as "Shop Drawings."

1. Mark each copy to show applicable choices and options. Where printed Product Data includes information on several products, some of which are not required, mark copies to indicate the applicable information. Include the following information:

a. Manufacturer's printed recommendations.

b. Compliance with recognized trade association standards.

c. Compliance with recognized testing agency standards.

d. Application of testing agency labels and seals.

e. Notation of dimensions verified by field measurement.

f. Notation of coordination requirements.

2. Do not submit Product Data until compliance with requirements of the Contract Documents has been confirmed.

3. Preliminary Submittal: Submit a preliminary single-copy of Product Data where selection of options is required.

4. Submittals: Submit 2 copies of each required submittal; submit 4 copies where required for maintenance manuals. The COTR will retain one, and will return the other marked with action taken and corrections or modifications required.

a. Unless noncompliance with Contract Document provisions is observed, the submittal may serve as the final submittal.

5. Distribution: Furnish copies of final submittal to installers, subcontractors, suppliers, manufacturers, fabricators, and others required for performance of construction activities. Show distribution on transmittal forms.

a. Do not proceed with installation until an applicable copy of Product Data applicable is in the installer's possession.

b. Do not permit use of unmarked copies of Product Data in connection with construction.

1.09SAMPLES - WHEN REQUIRED

A. Submit full-size, fully fabricated Samples cured and finished as specified and physically identical with the material or product proposed. Samples include partial sections of manufactured or fabricated components, cuts or containers of materials, color range sets, and swatches showing color, texture and pattern.

1. Mount, display, or package Samples in the manner specified to facilitate review of qualities indicated. Prepare Samples to match the COTR's Sample. Include the following:

a. Generic description of the Sample.

b. Sample source.

c. Product name or name of manufacturer.

d. Compliance with recognized standards.

e. Availability and delivery time.

2. Submit Samples for review of kind, color, pattern, and texture, for a final check of these characteristics with other elements, and for a comparison of these characteristics between the final submittal and the actual component as delivered and installed.

a. Where variation in color, pattern, texture or other characteristics are inherent in the material or product represented, submit multiple units (not less than 3), that show approximate limits of the variations.

b. Refer to other Specification Sections for requirements for Samples that illustrate workmanship, fabrication techniques, details of assembly, connections, operation and similar construction characteristics.

c. Refer to other Sections for Samples to be returned to the Contractor for incorporation in the Work. Such Samples must be undamaged at time of use.

On the transmittal, indicate special requests regarding disposition of Sample submittals.

6. Preliminary submittals: Where Samples are for selection of color, pattern, texture or similar characteristics from a range of standard choices, submit a full set of choices for the material or product.

a. Preliminary submittals will be reviewed and returned with the Architect's mark indicating selection and other action.

7. Submittals: Except for Samples illustrating assembly details, workmanship, fabrication techniques, connections, operation and similar characteristics, submit 3 sets; one will be returned marked with the action taken.

8. Maintain sets of Samples, as returned, at the Project site, for quality comparisons throughout the course of construction.

a. Unless noncompliance with Contract Document provisions is observed, the submittal may serve as the final submittal.

b. Sample sets may be used to obtain final acceptance of the construction associated with each set.

B. Distribution of Samples: Prepare and distribute additional sets to subcontractors, manufacturers, fabricators, suppliers, installers, and others as required for performance of the Work. Show distribution on transmittal forms.

1. Field Samples specified in individual Sections are special types of Samples. Field Samples are full-size examples erected on site to illustrate finishes, coatings, or finish materials and to establish the standard by which the Work will be judged.

a. Comply with submittal requirements to the fullest extent possible. Process transmittal forms to provide a record of activity.

C. The Government representative (COTR) shall determine whether samples are required.

1.10 SUBMITTAL APPROVAL

A. Except for submittals for record, information or similar purposes, where action and return is required or requested, the Government Representative will review each submittal, mark to indicate action taken, and return promptly.

1. Compliance with specified characteristics is the Contractor's responsibility.

B. Action Stamp: The Government Representative will stamp each submittal with a uniform, self-explanatory action stamp. The stamp will be appropriately marked, as follows, to indicate the action taken:

1. Final Unrestricted Release: Where submittals are marked "Approved," that part of the Work covered by the submittal may proceed provided it complies with requirements of the Contract Documents; final acceptance will depend upon that compliance.

2. Final-But-Restricted Release: When submittals are marked "Approved as Noted," that part of the Work covered by the submittal may proceed provided it complies with notations or corrections on the submittal and requirements of the Contract Documents; final acceptance will depend on that compliance.

3. Returned for Re-submittal: When submittal is marked "Not Approved, Revise and Resubmit," do not proceed with that part of the Work covered by the submittal, including purchasing, fabrication, delivery, or other activity. Revise or prepare a new submittal in accordance with the notations; resubmit without delay. Repeat if necessary to obtain a different action mark.

a. Do not permit submittals marked "Not Approved, Revise and Resubmit" to be used at the Project site, or elsewhere where Work is in progress.

4. Other Action: Where a submittal is primarily for information or record purposes, special processing or other activity, the submittal will be returned, marked "Action Not Required".

SECTION 01310- SCHEDULES AND REPORTS

PART 1 GENERAL:

1.01 CONSTRUCTION PROGRESS SCHEDULE:

A. Refer to General Conditions clause "Schedules for Construction Contracts.

B. REPORT OF DELIVERY ORDER

1. The Contractor shall furnish a monthly report listing all delivery orders including changes received under the contract during the reporting month by line item, with dollar value of each order or change.

2. Such reports shall be submitted on a GSA Form 72, "Contractor's Report of Order Received" or Contractor 's own letterhead and forwarded within ten (10) working days after each reporting period as defined below to:

3. A reporting period shall be each calendar month, whether or not the contract is in force for the full month. 4. The Contractor shall also forward a copy of each report to each GSA/PBS Building Manager designated to approve work to be performed and to perform inspections of work performed under this contract.

SECTION 01524 - CONSTRUCTION WASTE MANAGEMENT

PART 1 - GENERAL

1.1 SUMMARY

A. This Section includes administrative and procedural requirements for the following:

1. Salvaging nonhazardous demolition and construction waste.

2. Recycling nonhazardous demolition and construction waste.

3. Disposing of nonhazardous demolition and construction waste.

B. See Division 1 Section "Selective Demolition" for disposition of waste resulting from partial demolition of buildings, structures, and site improvements, and for disposition of hazardous waste.

C. See Division 2 Section "Building Demolition" for disposition of waste resulting from demolition of buildings, structures, and site improvements, and for disposition of hazardous waste.

1.2 DEFINITIONS

A. Construction Waste: Building and site improvement materials and other solid waste resulting from construction, remodeling, renovation, or repair operations. Construction waste includes packaging.

B. Demolition Waste: Building and site improvement materials resulting from demolition or selective demolition operations.

C. Disposal: Removal off-site of demolition and construction waste and subsequent sale, recycling, reuse, or deposit in landfill or incinerator acceptable to authorities having jurisdiction.

D. Recycle: Recovery of demolition or construction waste for subsequent processing in preparation for reuse.

E. Salvage: Recovery of demolition or construction waste and subsequent sale or reuse in another facility.

F. Salvage and Reuse: Recovery of demolition or construction waste and subsequent incorporation into the Work.

1.3 PERFORMANCE REQUIREMENTS

A. General: Develop waste management report that results in end-of-Project rates for salvage/recycling of 50 to 75 percent by weight of total waste generated by the Work.

B. Salvage/Recycle Requirements: Owner's goal is to salvage and recycle as much nonhazardous demolition and construction waste as possible including the following materials: metals, glass, wood, paper, plastic, ceiling tiles, carpet, lamps and gypsum board.

1.4 SUBMITTALS

A. Waste Reduction Progress Reports: Concurrent with the final Application for Payment, submit three copies of report. See sample report at end of section 3. Include the following information:

B. Recycling and Processing Facility Records: Indicate receipt and acceptance of recyclable waste by recycling and processing facilities licensed to accept them. Include manifests, weight tickets, receipts, and invoices.

C. Landfill and Incinerator Disposal Records: Indicate receipt and acceptance of waste by landfills and incinerator facilities licensed to accept them. Include manifests, weight tickets, receipts, and invoices.

D. Statement of Refrigerant Recovery: Signed by refrigerant recovery technician responsible for recovering refrigerant, stating that all refrigerant that was present was recovered and that recovery was performed according to EPA regulations. Include name and address of technician and date refrigerant was recovered.

1.5 QUALITY ASSURANCE

A. Waste Management Conference: Conduct conference at Project site when this requirement applies.

1.6 WASTE MANAGEMENT REPORT

A. General: Develop report consisting of waste identification and waste reduction work report. Include separate sections in report for demolition and construction waste.

Indicate quantities by weight or volume, but use same units of measure throughout waste management report.

B. Waste Identification: Indicate anticipated types and quantities of demolition and construction waste generated by the Work. Include estimated quantities and assumptions for estimates.

C. Waste Reduction Work Report: List each type of waste and whether it will be salvaged, recycled, or disposed of in landfill or incinerator. Include points of waste generation, total quantity of each type of waste, quantity for each means of recovery, and handling and transportation procedures.

1. Salvaged Materials for Reuse: For materials that will be salvaged and reused in this Project, describe methods for preparing salvaged materials before incorporation into the Work.
