SECTION 011000 - SUMMARY

PART 1 - GENERAL

1.1 PROJECT IDENTIFICATION

A. Project Name and Location:

Garmatz Federal Courthouse Switchgear Upgrade 101 West Lombard Street Baltimore, MD 21201

B. Project Summary Description: The majority of the electrical distribution system has reached the end of its useful life and requires replacement or retrofit. The main areas/scopes of work including the following:

1. Retrofit Medium Voltage Switchgear: Remove three (3) existing Medium Voltage Air

Circuit Breakers (one breaker per incoming feeder) and replace with Medium Voltage Vacuum Circuit Breakers. Install multifunction relays, miscellaneous relays, PTs, CTs, and other necessary components in the Medium Voltage Switchgear lineup to report information back to the power monitoring and control system installed as part of this project.

2. Replacement of Low Voltage Switchgear: Replace six (6) existing sections of Low Voltage Switchgear.

3. Replacement of Network Protector, Isolation Cabinets, and Busway: Six (6) Network Protectors will be replaced in whole. The isolation cabinet, which houses the High Pressure Contact Switch (HPS), is close-coupled to the network protector (sits on top of network protector) and shall also be removed. The HPS shall not be replaced; main breakers in each Low Voltage Switchgear section will be utilized to perform the isolation function. Replace busway from Network Protectors to Low Voltage Switchgear

4. Provide Power Monitoring & Control System: Provide the building with a complete turn-key power monitoring & control system capable of gathering and displaying data about the Medium Voltage Switchgear, Low Voltage Switchgear, and Network Protectors. Each monitored device shall be animated in real-time to depict the most current operational status of the system. The contractor is responsible for the delegated design and installation of the power monitoring and control system.

5. Replacement of Panelboards: The majority of electrical panelboards in the building shall be replaced.

6. Replacement of Motor Control Centers (MCC): Replace MCC’s with distribution panelboards and standalone combination starter/disconnect switches.

7. Replacement of dry type transformers: Transformers which are original to the building will be replaced.

8. Electrical Overcurrent Device Studies: Perform Coordination, Arc-Flash, and Short-Circuit studies.

C. Bid Options:

1. OPTION 1: Branch Circuit Tracing

a. Trace all existing branch circuits within building and provide type written panelboard directories for all new and existing panelboards. Refer to drawing E002 for additional requirements.

2. OPTION 2: Replace Normal Power Dry-Type Transformers

a. Replace normal power dry-type transformers which are original to the building with new dry-type transformers that are the same electrical capacity as the existing.

Refer to drawings for identification of specific locations and quantities.

3. OPTION 3: Replace Emergency Power Panelboards, Feeders, and Dry-Type Transformers

a. Replace emergency power panelboards, east and west emergency power risers, and emergency power dry-type transformers. Refer to drawings for extent of work associated with this option.

D. Architect: The term Architect refers to the project designer. The Architect’s status relative to the construction will be delineated in writing by the Contracting Officer prior to the pre-construction conference. The project was designed by:

E. Construction Manager: The Construction Manager's status relative to the construction will be delineated in writing by the Contracting Officer prior to the pre-construction conference. The Construction Manager is: To be determined by the Government.

F. The Contracting Officer for the project is: Mark Shenold.

1.2 WORK SEQUENCE

A. Refer to drawings for Phasing and Work Sequence requirements.

1.3 WORK UNDER OTHER CONTRACTS

A. The Contractor shall cooperate with other contractors performing related work, including providing labor, materials and other costs necessary to satisfactorily coordinate the Contract work with work performed under other contracts.

B. Owner may engage a third-party commissioning agent. The Contractor shall cooperate with CxA per specifications.

1.4 MISCELLANEOUS PROVISIONS

A. Work in the extension of existing conditions shall correspond in all respects with the existing conditions to which it connects, or to similar existing conditions, in materials, workmanship and finish.

B. Alterations to Existing Conditions: Existing conditions shall be cut, drilled, removed, temporarily removed, or removed and replaced, as necessary for performance of Work under the Contract.

1. Replacements of existing conditions that are removed shall match similar existing conditions.

2. Unless otherwise indicated, existing structural members shall not be cut or altered without authorization by the Contracting Officer.

3. Conditions remaining in place, which are damaged or defaced during the Work, shall be restored to the condition existing at time of award of Contract.

4. Discolored or unfinished surfaces exposed by removal of existing conditions, that are indicated to be final exposed surfaces, shall be refinished or replaced as necessary to produce uniform and harmonious contiguous surfaces.

5. Miscellaneous equipment relocations and facility modifications as noted to facilitate this scope.

C. Existing structures will remain in place.

D. Existing utility services with related owner “smart metering” and equipment will remain in place, however require modifications as described in the contract documents.

E. Removed items indicated to remain the property of the Government shall be stored on site where directed by the Contracting Officer.

F. Contractor is required to attend post construction follow up meetings through warranty period as specified.

G. Project site has tight, critical space conditions. Contractors are encouraged to visit site prior to bid.

H. Contractor is responsible for coordinating and scheduling utility outages. Refer to contract documents for additional information. Outages are subject to utility (BGE) approval and last minute changes.

SECTION 011400 - WORK RESTRICTIONS

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and Division 1 Specification Sections, apply to this Section.

1.2 CONTRACTOR USE OF PREMISES

A. The Contracting Officer or Contracting Officer's Representative will conduct a pre-construction survey with the Contractor to review and document the existing conditions surrounding the project premises prior to the beginning of any construction activity.

B. The Contractor shall limit use of the premises to the work in areas indicated, to allow for Government occupancy and public use.

1. Confine operations at the site to areas indicated. Do not disturb portions of the site beyond the areas in which Work is indicated.

2. Keep driveways and entrances serving the premises clear and available at all times to the Government, Government employees and visitors. Do not use these areas for parking or storage of materials.

3. Schedule deliveries to minimize space and time requirements for storage of material and equipment on site.

4. Maintain existing building in a safe and weathertight condition throughout the construction period. Repair damage caused by construction operations. Take precautions to protect the building, its occupants and the public during the construction period.

5. Keep public areas, such as hallways, stairs, lobbies and toilet rooms, free from accumulation of waste material, rubbish, construction debris and construction materials.

6. Space on the premises will not be made available for the Contractor's storage and related activities.

7. Use of the existing loading dock facilities will be shared with Government activities on a first-come-first-served, wait-your-turn basis.

8. Existing materials and equipment that are removed as part of the construction operations, and that are not reused or designated to be salvaged as Government or other's property, shall become the property of the Contractor and shall be removed from the site. Storage or sale of excess salvageable materials and equipment is not permitted on site.

9. Pollution producing equipment shall not be located near air intakes where airborne smoke or fumes could be drawn into the building.

10. No parking will be available on site during working hours of the building occupants. The Contractor and Contractor's employees shall make their own arrangements for vehicle parking off site.

1.3 GOVERNMENT OCCUPANCY

A. The Government will occupy the site and the existing building during the entire period of construction. Cooperate with the Government's representatives during construction operations

to minimize conflicts and facilitate Government usage. Perform the Work in a manner that does not interfere with the Government's operations.

1.4 WORKING HOURS

2. Work in or above areas that are occupied shall be performed during off hours of 1800 to 0600.

3. Work that generates noise such as core drilling, chipping, hammer drilling, powder actuated fasteners or sawing shall be performed during off hours of 1800 to 0600.

4. Work that generates odors shall be performed during off hours off hours of 1800 to 0200.

D. Work accomplished during Government Unoccupied Hours shall be performed at no additional cost to the Government. Contractor shall submit a proposed schedule and gain the Contracting Officer's approval at least 48 hours before proceeding with any work during Government Unoccupied Hours.

2. Identification of energy conservation measures to reduce energy usage.

C. Waste Management Plan: Establish a program to maximize recycling of waste materials.

Program shall minimally include the following:

1. Designation of a waste management coordinator.

2. Identification of recyclable materials.

3. Identification of available local recycling firms and agencies to receive recyclable materials.

4. Establishment of quantity goals for collection of each recyclable material.

5. Designation of one or more locations on the project site for collection, sorting and temporary storage of recyclable materials.

6. Means and schedule for transporting and delivery of recyclable materials to recycling firms and agencies.

D. Implementation of the Waste Management Plan: Contractor's waste management coordinator shall provide on-site instruction of workers in the identification, separation and handling of recyclable materials, and shall manage the process for the duration of the Contract.

1. Contractor shall lay out and define specific areas to facilitate separation of materials for recycling, and shall maintain collection bins clearly marked to avoid contamination of the recyclable materials.

2. The waste management coordinator shall report monthly, in writing, the quantity of each recyclable material collected during the previous month and cumulatively to date, compared to the quantity goal, and other points of interest. Copies of each report shall be distributed to each significant party of the project, including the Contracting Officer.

1.4 ADMINISTRATIVE AND SUPERVISORY PERSONNEL

A. In addition to the Project superintendent, the Contractor shall provide other administrative and supervisory personnel as required for proper performance of the Work.

Determine where each activity is in relation to the Contractor's Construction Schedule, whether on time or ahead or behind schedule. Determine how construction behind schedule will be expedited; secure commitments from parties involved to do so. Discuss whether schedule revisions are required to insure that current and subsequent activities will be completed within the Contract Time.

b. Review the present and future needs of each entity present, including but not limited to the following:

Prior to conferences, advise the Contracting Officer and Commissioning Agent of scheduled conference dates.

2. Schedule interruptions during times when the facility is unoccupied.

3. Plan must be approved in writing by the Building Manager and the Contracting Officer or the Contracting Officer's representative. If not approved, consult with the Building Manager, and revise and resubmit the plan until approved.

C. Coordination of Interruptions: Sufficiently in advance of each scheduled utility interruption, the Contractor shall issue a notice to all affected parties, confirming each provision of the interruption, or canceling and rescheduling. Coordinate with the Building Manager and Contracting Officer's representative, and confirm that the responsible personnel are prepared to execute the shut-down and start-up of affected existing equipment, prior to each interruption.

1. The Contractor shall schedule, provide and coordinate for 14-calendar day notification in advance of any utility service interruption.

2. The contractor shall schedule, provide and coordinate outages and service interruptions with the local power electric company, Baltimore Gas and Electric Company, based on the Baltimore Gas and Electric Company’s seasonal power requirements.

a. The contractor shall coordinate and schedule a 48-hour and 24-hour confirmation with the Baltimore Gas and Electric Company prior to any schedule outage or service interruption.

1.7 SUBMITTALS

A. Coordination Drawings: Comply with the shop drawing requirements specified in Division 1 Section "Submittal Procedures."

B. Energy Conservation: Within 15 calendar days after commencement of construction, submit the energy conservation plan, followed by monthly implementation reports.

C. Coordinate the timing for preparation and processing of schedules and reports with the performance of other construction activities, and maintain a consistent and logical correlation between updated schedules and reports.

1.2 CONSTRUCTION PROGRESS SCHEDULING

A. Contractor's Construction Schedule: Prepare and periodically update a comprehensive, fully developed, horizontal bar-chart-type construction schedule. Base the Contractor's Construction Schedule on the preliminary construction schedule and whatever updating and feedback received since the start of construction.

1. Submit the initial Contractor's Construction Schedule within 30 calendar days after the date established for commencement of the Contact.

2. Within each construction activity's time bar, indicate estimated completion percentages in not more than 10 percent increments and, as work progresses, place marks in the bars to indicate actual completion percentages.

3. Cost Correlation: If requested by the Contracting Officer, provide a cost correlation line at the head of the schedule to indicate planned and actual cost. As work progresses, show dollar volume of Work performed as of the dates used for applications for payment.

4. Phasing: Arrange schedule to show how sequence of work is affected by requirements for phased completion, work by separate contractors, work by Government, Government-furnished items, coordination with existing work, limitations of continued occupancies, noninterruptible services, partial completion for occupancy, site restrictions, provisions for future work, seasonal variations, environmental control, and similar provisions of the project.

5. Individual Work Stages: Show significant stages for each category or unit of work, including where applicable, but not necessarily limited to, submittals, purchases, mockups, fabrication, sample testing, deliveries, installation, testing, adjusting, curing, start-up and placement into final use and operation.

6. Area Separations: Arrange the schedule to separately show each major category or unit of work for each major area of construction. Indicate where each major category or unit of work must be sequenced or integrated with other work as necessary for structural completion, permanent space enclosure, and completion of mechanical and electrical work or completion of some other recognized stage of completion for overall work in that area. A major area is defined as a story of construction, a separate building or similar separation.

7. Updating: Provide an updated schedule in conjunction with each project meeting specified in Division 1 Section "Project Management and Coordination." In addition, CONSTRUCTION PROGRESS DOCUMENTATION 013200 - 2

1.3 SUBMITTAL SCHEDULE

A. The submittal schedule shall list all submittals required by the specifications, listed in order by the specification section in which they are required. Coordinate the Submittal Schedule with the Contractor's Construction Schedule and other related documents. The Submittal Schedule shall include the following information:

1. Submittal Number.

2. Submittal Description.

3. Related specification section and paragraph numbers.

4. Category of Submittal (Sample, Shop Drawing, Certified Test Report, etc.)

5. Name of Subcontractor, if applicable.

6. Description of the part of the Work covered by the submittal.

7. Corresponding activity or event number on the Contractor's Construction Schedule, if applicable.

8. Scheduled date for first submittal (planned and actual dates).

9. Schedule dates for resubmittal of disapproved submittals (planned and actual dates).

10. Type of action by Contracting Officer's Representative (approved; approved as noted; not approved, revise and resubmit).

B. Schedule a resubmittal for each submittal. Except where specified otherwise in the contract documents, provide not less than 14 calendar days for the review of each submittal and resubmittal.

1. Provide not less than 30 calendar days for review of each fire protection submittal.

C. Distribution: Initially submit 3 copies of the Submittal Schedule to the Contracting Officer for review. C. Distribution: Submit copies of the schedule of inspection and tests to the Contracting Officer, entities designated by the Contracting Officer, and each party involved in performance of portions of the Work where inspections, tests and similar serviced are required.

A. Daily Construction Reports: Prepare a daily construction report recording the following information concerning events at the site. Submit duplicate copies to the Contracting Officer or Contracting Officer's representative at weekly intervals.
