Solicitation Number GS-03P-10-CD-C-0040

Q 1. It was noted at the pre-bid meeting that some of the frames are embedded in masonry and will not be removed during the restoration process. Please clarify exactly which frames will be removed and which will remain embedded during the course of the project. The published Pre-Proposal Conference Minutes seem to confuse this issue. It was also noted that bidders would receive information detailing which water damaged embedded frames (specific quantities) need to be removed; will this be forthcoming?
R 1. All of the subframes are embedded in the masonry, and will remain in place and will be restored in place. Some of the cast iron cornices will have to be removed to repair the deteriorated window components behind. The windows where the cornice will have to be removed will be identified in the Amendment. We should also get a unit price for the removal and repair/replacement of one of the cornices.
Q 2. Does the base bid for this project include replacing all of the existing window glazing? The scope is not clear. If it is replaced please clarify exactly what type of replacement glass is to be used.
R 2. Currently the base bid calls for salvaging the glass. Any changes to the base bid will be included in the Amendment.
Q 3. Are the cast iron panels below the windows to be removed and restored or do they remain in place during the project? If they remain in place do they get restored or not?
R 3. The cast iron panels below the windows will remain in place and will be restored in place. We will include this scope item in the Amendment.
Q 4. Could we choose to perform a substantial amount of the proposed work after hours? How would this impact the Courthouse and our access to the project site?
R 4. As long as the work schedule in cleared with the local Property Manager work can be performed after hours. The Marshall service has a presence at the building 24/7 so they will be available to give site access.
Q 5. Will the Owner be responsible for furniture relocation during the construction process if required?
R 5. No, the bidders should assume some effort to move furniture away from some of the windows in order to gain access.
Q 6. As we must work on the interior of the existing window frames. We are assuming that the storm windows must be removed. Is this a correct assumption? Paint must be abated at the interior of the window frames and then must be repainted before the storm windows could be reinstalled. As this will take time to accomplish, interior enclosures may be necessary to prevent the building occupants from interfacing with the construction work.
R 6. The Contract Documents call for the removal of the storm windows and their reinstallation. The storm windows may need some refurbishment, which we will include in the Amendment. Yes, Interior enclosures may be necessary to prevent the building occupants from interfacing with the construction work. We will clarify this scope of work in the Amendment.
Q 7. I have reviewed most of the information listed on the FBO website. I cannot see any reference to masonry requirements for the Nealon Courthouse and Federal Building in Scranton. Is the scope of work just sealing windows?
R 7. Section 01 1000 of the project specification describes the work covered by contract documents. Section 04 0140 describes the stone restoration.
