Subject: Pre-Proposal Conference Minutes

Projects: SOLICITATION 47PB0017R0005, Construction Court Renovations, Burlington Federal Building, Burlington, Vermont

Date: October 4, 2017 at 11:00 am

Location: Burlington Federal Building, 11 Elmwood Ave., 5nd Floor, Burlington, Vermont 05401

GSA Team: Travis Bonnett, Project Manager/COR

Brian Fuller, Property Manager

Michele Valenza, Contracting Officer

General Solicitation Requirements:

The purpose of this pre-proposal conference is to exchange information to improve understanding of the Government needs and industry capabilities, which will allow potential offerors to determine if/how they can satisfy the Agency's needs. This will enable potential offerors and the Agency to produce efficiency in proposal preparation, proposal evaluation, and ultimately contract award at a fair and reasonable price

Any discussions held today do not change the Solicitation. Any questions and answers are provided as information only and do not authorize changes to the solicitation. Only changes made by the issuance of an amendment are to be considered in preparing your proposals.

All documents regarding this solicitation will also be posted on the FBO website. Monitor this website regularly for updates.

The Government intends to AWARD WITHOUT DISCUSSIONS but reserves the right if during the evaluation process it is determined clarrifications are necessary. This is a Lowest Price Technically Acceptable (LPTA) solicitation;

therefore, based on acceptance of proposals, lowest price will prevail. Offerors are therefore advised that their initial submission should be their best effort.

Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in an offer being ineligible for award. The offeror's proposal must include all data and information requested, and must be submitted in accordance with the solicitation requirements. Any offeror who submits an incomplete package may be considered non-responsive.

Source Selection Evaluation Criteria:

The approach to source selection for this procurement represents the Lowest Price Technically Acceptable (LPTA) to the government in accordance with acceptance of technical evaluation factors and then lowest price will apply. The solicitation will require offerors to submit technical and price proposals. The Government will evaluate all technical proposals on a pass/fail basis to determine all offers that meet the minimum technically acceptable requirements.

Failure to meet a requirement may result in an offer being determined technically unacceptable. An unacceptable rating for any one factor makes the entire proposal unacceptable. Award will be made on the basis of the lowest evaluated price of proposals meeting the acceptability standards for non-price factors. The following non-price factors are listed below: 1. Management Plan, 2. Project Staffing, 3. Schedule, 4. Staffing Plan/Key Personnel, 5. Experience with

Similar Projects and Past Performance in Remote Locations.

All pricing information shall be addressed ONLY in the Price Proposal and SF1442. In addition to the SF1442, detailed breakdown, in accordance with the Solicitation Section II C.3. Additional Requirements (page 7): “A detailed breakdown of your price proposal is to be submitted. This breakdown should follow the Divisional breakdown as referenced in the SOW.”

SAM Registration:

All prospective offerors must have a valid System for Acquisition Management registration to be considered for award.

Amendment 0001: Will be issued Wednesday, October 4, 2017 to include DIRTT Drawings, dated 5/12/2017 Modular

Partitions, Pages 1 – 8 These drawings were inadvertently omitted when the original drawings were posted on FBO on

9/22/2017. All Amendments need to be achknowledged with Proposal.

Period of Performance:

Completion time is stated in the RFP as Six Hundred and Fifty Two (652) calendar days from issuance of the Notice to

Proceed, with an anticipated start date Fall/Winter of 2017. The Notice to Proceed (NTP) will be issued to the successful contractor, and will enable the contractor to mobilize forces.

Request for Clarification or Interpretation:
