About this file
This is a Statement of Work for environmental assessment services required by the Bureau of Indian Affairs (BIA) prior to transferring three buildings to the Gila River Indian Community in Sacaton, Arizona. The scope includes conducting a Phase I Environmental Site Assessment (ESA), Comprehensive Building Asbestos Survey, and Lead Based Paint Inspection for buildings 98 (4,000 sq ft maintenance building), 51 (278 sq ft storage), and T-5 (1,904 sq ft office) located at 146 West Pima Street.
The contractor must complete the Phase I ESA per ASTM E1527-21 standards, conduct asbestos sampling and analysis following ASTM E2356-14 guidelines (with estimated 28 total ACBM samples across the buildings), and perform lead-based paint inspection using X-Ray Fluorescence per 40 CFR 745 requirements. Key deliverables include electronic PDF reports containing inspection procedures, results, recommendations, and supporting documentation. The period of performance is 90 days from notice to proceed, with draft reports due within 60 days and final reports due within 90 days. The contractor must employ certified/licensed inspectors and use accredited laboratories for all testing.

Bureau of Indian Affairs Irrigation Complex
Phase I Environmental Site Assessment, Comprehensive Asbestos Survey, and Lead Based Paint Inspection
Scope of Work
Introduction
The Bureau of Indian Affairs (BIA) plans to transfer three buildings to the Gila River Indian
Community. The buildings of interest are buildings 98, 51, and T5 (See attached building diagrams).
Prior to transfer of these buildings, BIA wishes to determine the building conditions as they relate to asbestos containing materials and lead based paint and to ensure that the property does not contain any recognized environmental conditions.
This project requires a Phase I Environmental Site Assessment (ESA), Comprehensive Building
Asbestos Survey, and Lead Based Paint Inspection for the Irrigation Maintenance property and buildings, respectively operated by the Gila River Indian Community which consists of approximately six acres (see attached drawing indicating the approximate property boundaries of the property) located at 146 West Pima Street, Sacaton, Arizona, 85147 in Pinal County, Arizona (See attached Location
Map).
Scope of Work
I. Phase 1 Environmental Site Assessment (ESA)
A Phase I ESA shall be conducted in conformance with ASTM E1527-21 Standard Practice for
Environmental Site Assessments.
II. Comprehensive Building Asbestos Survey
The scope of this task includes sample collection and analysis to identify asbestos containing materials located on the interior and exterior (including roofing materials) components of the Buildings. The contractor shall perform the survey, rendering services and products in accordance with the technical specifications prescribed by the ASTM E2356-14 Standard Practice for Comprehensive Building
Asbestos Surveys. The contractor shall use the Occupational Safety and Health Administration’s standard of >1% asbestos (29 CFR 1926.1001(b)) for determination of asbestos-containing and asbestos-contaminated materials. The contractor shall submit bulk samples to an accredited asbestos laboratory under the National Voluntary Laboratory Accreditation Program. Bulk samples shall be analyzed by Polarized Light Microscopy for Determination of Asbestos in Bulk Insulation Samples using EPA Method 600/R-93/116. The survey shall be completed by an Asbestos Hazard Emergency
Response Act Accredited Inspector.
The number of estimated Asbestos Containing Building Material (ACBM) samples is listed in the table below.
Building # Building Type Sq Ft # of ACBM Samples Building 98 Building Maintenance 4000 15 Building 51 Building Storage 278 3 Building T-5 Building Office 1904 10
III. Lead Based Paint Inspection
The Lead Based Paint inspection shall be conducted on the interior and exterior components of the buildings. The Contractor will conduct LBP inspections following documented methodologies as described in 40 CFR 745. Painted surfaces will be analyzed by X-Ray Fluorescence for potential lead content, no paint chip samples shall be obtained. The inspection shall be completed by a State of
Arizona and/or U.S. Environmental Protection Agency licensed Inspector.
IV. Additional Samples
The Contractor shall provide a cost per additional asbestos sample in the event that the estimated number of asbestos samples per building are exceeded.
Project Deliverables
I. An electronic copy Phase 1 ESA report shall be provided in compliance with ASTM E1527-21
Standard Practice for Environmental Site Assessments.
II. The Comprehensive Asbestos Survey and Lead Based Paint Inspection results shall be contained in an electronic pdf report that consists of the following key elements:
1. Project Introduction/Description
2. Inspection Procedures
3. Inspection Results
4. Conclusions and Recommendations
5. Limitations, Exceptions and Assumptions
6. Report Certification
7. Appendices

Paint Inspection results report shall be submitted within 60 days from when notice to proceed is issued.
The draft will be reviewed by BIA and returned to the contractor within 15 days of receipt of the draft.
The final Phase 1 ESA and Comprehensive Asbestos Survey and Lead Based Paint Inspection results report shall be submitted to the BIA, Western Regional Office, Division of Environmental, Safety, and
Cultural Resources Management 90 days from when notice to proceed is issued.
