About this file

This Addendum No. 2 document, issued by the City of Raleigh Parks, Recreation and Cultural Resources Department in partnership with engineer Alpha & Omega Group, PC, modifies the bid documents for the Greenway Pedestrian Structures (6, 7, 17, 102, & 103) Repairs and Replacements project. The project involves repair and replacement of five greenway pedestrian bridge structures, with the base bid encompassing demolition and replacement of timber decking with Fiber-Reinforced Polymer (FRP) panels on Structures #102 and #103, and three alternates addressing Structures #6, #7, and #17 with various reconstruction options using fiberglass, timber, or steel materials. A non-mandatory pre-bid meeting was held on August 27, 2026, with sealed bids due on September 29, 2026, at 11:00 a.m. at the Walnut Creek Wetland Park in Raleigh, North Carolina. The contract specifies a 270-calendar-day substantial completion timeline, broken down as 90 days for the base bid, 60 additional days for Alternate 1, and 120 additional days for Alternates 2 or 3, with contract times running concurrently. Bidders were required to acknowledge receipt of all addenda in their proposals, and questions or substitution requests had to be submitted by September 17, 2026, at 5:00 p.m. to Ted Bartelt, PE at Alpha & Omega Group.

This re-advertised procurement follows an initial bid opening on June 17, 2026, which was cancelled due to insufficient bidder participation. Addendum No. 2 clarifies several key modifications, including the removal of Minority and Women-owned Business Enterprise (MWBE) requirements that were no longer applicable after July 2nd legislation, revision of detail sheets for Structures #102 and #103 FRP panel specifications, and special property owner agreements regarding protection of structures, driveways, flagpoles, and landscaping at three affected residential properties. A $5,000 contingency allowance and $5,000 SPR building permit allowance are included in the bid. Liquidated damages are assessed at $1,500 per calendar day for work extending beyond the 270-day completion deadline. The bid security requirement is 5% of the bid amount, with bids remaining subject to acceptance for 60 days after opening. The project includes coordination with concurrent work from the Sertoma Arts Center renovation and the City of Raleigh Water Department's Mine Creek Outfall Gravity Sewer Replacement, with access and utility considerations outlined for each structure location. No Buy American Act requirements apply, and no federal funding is involved in this City of Raleigh-funded project.

Questions/Comments:

• What coordination is needed with City of Raleigh sewer project? The City’s Water Department believes it is possible for the two projects to occur at the same time. The Raleigh Water project is only lining the sewer line under structure #17 and this will not take place until the second year of the project. See Mine Creek Outfall Gravity Sewer Replacement | Raleighnc.gov. Construction is anticipated to begin Fall 2026 and be completed Winter 2028.

• Addendum No. 2 will be published after the pre-bid meeting. The expected publication date for Addendum No. 2 is September 15, 2026. The final addendum, if required, will be published on September 21, 2026, and the bid opening will be held on September 29, 2026.

• The entire project Contract time will be 270 calendar days. Review Article 6 of the Bid Form for reference to calendar days.

• Do you still need three bids to open? No, since this is a re-bid, only need one bid .

• Does the Buy American Act (BAA) apply to this project? No. The BAA does not apply because this is not a transportation project and no federal funding is involved.

• The timber retaining wall on the north side of Structure #17 still a part of this project? Yes, it

is. Review plan sheet attached Sheet S4.11 Alternate #3 Structure #17 Retaining Wall and Plan Profile.

• Is there a site access point located on the north side of Structure 17? Yes, there is access point, and it’s located on Lakeway Drive. A 1" thick, 10'x10' steel plate is required over the sewer line for protection of the existing sewer line.

• Is access to Structure #17 closed by Sertoma Art Center? No the access to Structure #17 will remain open during Sertoma Arts Center renovation project to the Contractor. The Access is closed to the public.

• What is the load capacity of Structure #17? The maximum safe load for a one-time, high-load event, use the Operating Rating. The maximum estimated capacity of bridge 17 based on the current known condition of the glu-lams is 2,000 lbs per span.

• Do contractors need to seed and mulch? Yes, to all disturbed areas.

• Structures #6 and #7 what other landscaping is involved in? Tree removal, tree planting, seeding and mulching.

• For Structures #102 and #103 have vertical curved surfaces and FRP will not lay flat do we need some type of shim attachment? Structures #102 and #103, the deck panels are only 2'-0" long to minimize the gap between the panel and truss. Shim the FRP deck panels if needed with a non-corroding metallic or FRP material.

• Is there a budget with this project and can you share? In North Carolina, the exact public funds allocated or the internal cost estimate for a project are not legally required to be disclosed to bidders prior to bid opening, though agencies have the discretion to do so. Under North Carolina General Statute § 133-33. public entities (like cities, counties, and state agencies) are explicitly permitted to create rules keeping their internal cost estimates strictly confidential until the bidding process is complete. Once the sealed bids are opened publicly, the internal estimates and the project's full financial details generally become a matter of public record.

• What kind of decking attachments are used for FRP on Structures #102 and #103? For FRP decking or grating, the choice of attachment depends on the manufacture’s recommendation, commonly used fasteners and clips are made from stainless steel to ensure maximum corrosion resistance. The fastener attachment to the panel should follow manufacturer guidelines for installation. Plans indicate exist plank hold downs along edges within FC hold down Clips. (see detail). Fastner attachment shall be submitted for review and approval by the engineer prior to ordering materials.
