About this file
This is Addendum No. 1 for a Greenway Pedestrian Structures repair and replacement project issued by the City of Raleigh, with Alpha & Omega Group, PC serving as the engineer. The project involves repairs and replacements of five pedestrian bridge structures (numbered 6, 7, 17, 102, and 103) located within Raleigh's greenway system. The base bid comprises structures 102 and 103, requiring demolition of existing timber decks and installation of new Fiber-Reinforced Polymer (FRP) deck panels on steel truss structures. Alternate 1 covers structures 6 and 7, involving conversion to prefabricated fiberglass truss bridges relocated to new positions. Alternate 2 addresses structure 17 with timber reconstruction using glulam beams and timber decking, while Alternate 3 provides a steel frame alternative with FRP grate decking for the same structure. The original bid opening of June 17, 2026, was cancelled due to insufficient bids received, and the project was re-advertised with a new bid opening date of Tuesday, September 29, 2026, at 11:00 AM. A mandatory pre-bid meeting was scheduled for Thursday, August 27, 2026, at 11:00 AM. The contract term specifies substantial completion within 270 calendar days from the Notice to Proceed, with final completion within 30 additional calendar days. The project timeline breaks down as 90 calendar days for base bid structures, 60 calendar days for Alternate 1, and 120 calendar days for Alternate 2 or 3.
Liquidated damages of $1,500 per calendar day apply for work extending beyond the 270-day substantial completion deadline. The City of Raleigh requires certified Minority and Woman-Owned Business Enterprise (MWBE) participation with an aspirational goal of 15% for projects of this size, and bidders must demonstrate good faith efforts to meet this requirement regardless of their own certification status. Froehling & Robertson will provide special inspection and construction materials testing services, coordinated by A&O Group. The project includes a $5,000 allowance for SPR building permits. Bidders must submit sealed hard copy proposals and acknowledge receipt of all addenda on the bid proposal form. Access to structures varies by location: structure 6 is accessible via Post Oak Road or Tyndall Court cul-de-sac; structure 7 access is from Tyndall Street with a temporary construction easement pending acquisition; and structure 17 is accessible from the Sertoma Arts Center parking area. The contractor must coordinate construction activities with concurrent projects including the Sertoma Arts Center Improvements (managed by Monteith as Construction Manager at Risk, beginning Summer 2026) and the City of Raleigh Water Department's Mine Creek Outfall Gravity Sewer Replacement project (anticipated to begin September/October 2026). The City provides full-time inspection, while the contractor is responsible for survey and staking.

Specific in-formation about the closing dates and temporary programming relocation will be forthcoming.
A PDF of the 2D plan with notes for bidders is being finalized for the Sertoma Arts Center bid packages now and will be provided once finalized. The Construction Manager at Risk (CMAR) is Monteith. Construction is currently anticipated to begin in September/October 2026. Work will com-mence at the confluence of Crabtree Creek and Mine Creek and will progress upstream. Addi-tional coordination details, including specific sequencing and impacts near project features, will be provided as they become available. See link for Mine Creek Outfall Gravity Sewer Re-placement at Mine Creek Outfall Gravity Sewer Replacement | Raleighnc.gov

This Addendum shall become a part of the Project Manual for the above referenced project and shall be securely attached to the front cover of the project manual.
Each bidder shall be responsible for notifying his subcontractors and/or vendors of the contents of the Addendum.
Revised or newly issued bulletin drawings (if any) contained in this Addendum shall supersede and take precedence over any conflicting information in the original drawings. Modified or newly is-sued sheets for the Project Manual contained in this Addendum shall supersede and take prece-dence over any conflicting information in the original Project Manual.
Identify all addendums on the bid proposal form. Bids not identifying addendum receipt will not be accepted for consideration.
The following questions were asked after pre-bid meeting:
1. Chapman's Construction: We’re working through final material cost confirmations for the Greenway Pedestrian Structures RFP and are finding it challenging to get all vendor/supplier numbers locked in on the current timeline. To ensure we submit the most accurate and com-petitive pricing possible, could you please grant us an additional two weeks to finalize and deliver our response? We’re committed to producing a strong, aggressive bid and believe the extra time will allow us to avoid assumptions that could compromise price accuracy. If helpful, I’m happy to discuss our progress or provide a brief update on what remains outstanding.
Response: At this time there will be no change in bid opening date and time as shown at the top of this addendum.
